It discussed some of the pillars for improving and sustaining India\u2019s competitiveness.<\/p>\n<h5><strong>What are the economic reforms discussed?<\/strong><\/h5>\n<p>It includes digital growth, <strong>trade policy reforms<\/strong> and a mix of <strong>inward<\/strong> and <strong>outward looking measures. <\/strong><\/p>\n<p>The economic reforms can help in fulfilling the agenda of <strong>alleviating poverty<\/strong> and <strong>creating better jobs<\/strong>.<\/p>\n<h5><strong>What are the issues?<\/strong><\/h5>\n<p>There is an inherent lack of <strong>cohesion<\/strong> between various ministries, departments and agencies working towards <strong>competitiveness<\/strong>. For example, the ministry of commerce and industry has two departments, both entrusted for different aspects.<\/p>\n<p>The<strong> National Manufacturing Competitiveness Council<\/strong> could not make any impact.<\/p>\n<p><strong>What are the pillars for improving India\u2019s competitiveness for inclusive economic growth? <\/strong><\/p>\n<p>There is a need for a \u2018<strong>whole of government\u2019 approach<\/strong>, within the Centre, and with and among states.<\/p>\n<p>A robust <strong>institutional structure<\/strong> is essential for achieving business competitiveness, capacity building, supply chain resilience and negotiating free trade agreements (FTAs).<\/p>\n<p>There is a need for a law and <strong>an institution<\/strong> which can persuade all organizations to pursue competitiveness. It requires policy convergence of both inward and outward looking policies through an <strong>overarching legislation<\/strong> with a <strong>supervisory body<\/strong>. India can take a cue from the <strong>US Competes Act<\/strong>, an umbrella legislation that covers all US policies aimed for global economic leadership.<\/p>\n<p>Other key areas include <strong>information and communication technology (ICT)<\/strong>, <strong>6G technology<\/strong>.<\/p>\n<p>Exports of goods and services depend on robust domestic linkages and production capacity.<\/p>\n<p>There is a need for strengthening of trade linkages and our industrial base to limit <strong>inverted duty structures<\/strong>.<\/p>\n<p>Action is also needed on <strong>non-tariff factors:<\/strong> incentivize innovation, strengthen the intellectual property regime, reduce logistical costs and ease the running of a business.<\/p>\n<p>India must also leverage <strong>advanced technologies<\/strong> such as 6G, Internet of Things and blockchain.<\/p>\n<h5><strong>Way Forward<\/strong><\/h5>\n<p>A <strong>National Competitiveness Commission<\/strong> under a new law would provide a robust forum for <strong>policy dialogue<\/strong>. It would also ensure proper policy implementation in India.<\/p>\n<p>India\u2019s priorities are <strong>competitiveness enhancement,<\/strong> <strong>self-reliance<\/strong> and <strong>exports-led growth<\/strong>. The administrative reforms act as enablers.<\/p>\n<p>The idea of competitiveness-focused legislation needs to be floated and acted upon. It would enable India to carve out a position for itself on the global stage.<\/p>\n<p>In India, the Centre announced a\u00a0\u20b976,000 crore package for semiconductors by way of its <strong>production linked incentive (PLI) scheme<\/strong>.<\/p>\n<p>India is trying to boost its manufacturing capacity through <strong>Atmanirbhar Bharat <\/strong>and <strong>Make in India<\/strong>.
