News:<\/strong> Recently, Cuts International, Institute for Competitiveness and Institute for Studies in Industrial Development published a white paper on \u2018Improving India\u2019s Competitiveness for Inclusive Economic Growth<\/strong>\u2019. It discussed some of the pillars for improving and sustaining India\u2019s competitiveness.<\/p>\n

What are the economic reforms discussed?<\/strong><\/h5>\n

It includes digital growth, trade policy reforms<\/strong> and a mix of inward<\/strong> and outward looking measures. <\/strong><\/p>\n

The economic reforms can help in fulfilling the agenda of alleviating poverty<\/strong> and creating better jobs<\/strong>.<\/p>\n

What are the issues?<\/strong><\/h5>\n

There is an inherent lack of cohesion<\/strong> between various ministries, departments and agencies working towards competitiveness<\/strong>. For example, the ministry of commerce and industry has two departments, both entrusted for different aspects.<\/p>\n

The National Manufacturing Competitiveness Council<\/strong> could not make any impact.<\/p>\n

What are the pillars for improving India\u2019s competitiveness for inclusive economic growth? <\/strong><\/p>\n

There is a need for a \u2018whole of government\u2019 approach<\/strong>, within the Centre, and with and among states.<\/p>\n

A robust institutional structure<\/strong> is essential for achieving business competitiveness, capacity building, supply chain resilience and negotiating free trade agreements (FTAs).<\/p>\n

There is a need for a law and an institution<\/strong> which can persuade all organizations to pursue competitiveness. It requires policy convergence of both inward and outward looking policies through an overarching legislation<\/strong> with a supervisory body<\/strong>. India can take a cue from the US Competes Act<\/strong>, an umbrella legislation that covers all US policies aimed for global economic leadership.<\/p>\n

Other key areas include information and communication technology (ICT)<\/strong>, 6G technology<\/strong>.<\/p>\n

Exports of goods and services depend on robust domestic linkages and production capacity.<\/p>\n

There is a need for strengthening of trade linkages and our industrial base to limit inverted duty structures<\/strong>.<\/p>\n

Action is also needed on non-tariff factors:<\/strong> incentivize innovation, strengthen the intellectual property regime, reduce logistical costs and ease the running of a business.<\/p>\n

India must also leverage advanced technologies<\/strong> such as 6G, Internet of Things and blockchain.<\/p>\n

Way Forward<\/strong><\/h5>\n

A National Competitiveness Commission<\/strong> under a new law would provide a robust forum for policy dialogue<\/strong>. It would also ensure proper policy implementation in India.<\/p>\n

India\u2019s priorities are competitiveness enhancement,<\/strong> self-reliance<\/strong> and exports-led growth<\/strong>. The administrative reforms act as enablers.<\/p>\n

The idea of competitiveness-focused legislation needs to be floated and acted upon. It would enable India to carve out a position for itself on the global stage.<\/p>\n

In India, the Centre announced a\u00a0\u20b976,000 crore package for semiconductors by way of its production linked incentive (PLI) scheme<\/strong>.<\/p>\n

India is trying to boost its manufacturing capacity through Atmanirbhar Bharat <\/strong>and Make in India<\/strong>. India can strengthen its global forward and backward linkages through the supply chain resilience initiative <\/strong>(SCR) and collaboration with other ASEAN countries in the Indo-Pacific region.<\/p>\n

India\u2019s department of telecom (DoT) has constituted six task forces on 6G Technology.<\/p>\n

The MEA\u2019s New, emerging and strategic technologies (NEST) division promotes national interests<\/strong> and ensures India\u2019s active participation<\/strong> in international forums on technology governance.<\/p>\n

The multiple ministries and departments involved in various functional aspects should talk to each other<\/strong> in a meaningful way.<\/p>\n
