{"id":188518,"date":"2022-06-04T20:55:06","date_gmt":"2022-06-04T15:25:06","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=188518"},"modified":"2022-06-04T20:56:59","modified_gmt":"2022-06-04T15:26:59","slug":"control-and-delete","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/control-and-delete\/","title":{"rendered":"Control and delete"},"content":{"rendered":"\n<p><strong>News:<\/strong> Recently, the Government has planned to set up a panel that can overturn <strong>content moderation decisions<\/strong> made by <strong>social media platforms. <\/strong>The idea has been proposed as an amendment to the IT Rules 2021.<\/p>\n<p>The IT Rules, 2021 will be amended to constitute <strong>one<\/strong> or <strong>more appellate committees<\/strong> which will have the final word on any content moderation issue facing a social media platform.<\/p>\n<p>If a social media user feels aggrieved on an order of the platform\u2019s grievance officer, he\/she can appeal.<\/p>\n<h5><strong>The government\u2019s objectives <\/strong><\/h5>\n<p>At present, the internet access continues to rapidly expand in India. The social media platforms are acting as <strong>influencing machines<\/strong>. They are filled with <strong>influencers<\/strong> of all hues and shades.<\/p>\n<p>Therefore, the government is committed to ensure an open, safe, and trusted and accountable Internet for its users.<\/p>\n<h5><strong>Problems in the government\u2019s decision<\/strong><\/h5>\n<p>The mechanism will allow the Government to tighten its grip on <strong>messaging<\/strong> on <strong>social media intermediaries<\/strong>.<\/p>\n<p>There would be concern over <strong>fairness<\/strong> in the decisions of a government-appointed committee. For example, the aggrieved user can be a government entity or a ruling party member. The Government can try to suppress the dissent on the social media platform.<\/p>\n<p>This will add another layer of <strong>complexity<\/strong> to the problematic <strong>IT rules<\/strong>. \u00a0It would be another lever of Government control. The IT rules have already given a leverage to the Government over digital channels in the name of <strong>\u201csoft-touch oversight mechanism\u201d. <\/strong><\/p>\n<p>This can have troubling implications for <strong>freedom<\/strong> of <strong>expression<\/strong> and <strong>right to informatio<\/strong>n.<\/p>\n<h5><strong>Way Forward<\/strong><\/h5>\n<p>Social media platforms should be regulated. But a government committee is not the right answer.
