National Commission for the Protection of Child Rights(NCPCR) has launched a \u201cCiSS application\u201d under the Baal Swaraj portal. It will help in the rehabilitation process of Children in Street Situations(CiSS).<\/span><\/p>\n What is Baal Swaraj Portal?<\/b><\/p>\n Launched by: <\/b>National Commission for the Protection of Child Rights(NCPCR)<\/span><\/p>\n Purpose: <\/b>The portal is for online tracking and digital real-time monitoring mechanism of children in need of care and protection.\u00a0<\/span><\/p>\n Functions:<\/b> The portal has two functions – COVID care and Children in Street Situations(CiSS).<\/span><\/p>\n 1) COVID Care link <\/b>caters to the children who have lost either or both parents due to COVID-19 or otherwise post-March 2020.<\/span><\/p>\n How does the portal rehabilitate such Children?<\/b> The portal follows a six stages framework for the rehabilitation of children:<\/span><\/p>\n \u2013 Collection of the child\u2019s details<\/b>, which is accomplished through the portal.<\/span><\/p>\n \u2013 Social Investigating Report (SIR)<\/b>e. Investigating the child\u2019s background. This is done under the supervision of the District Child Protection Unit (DCPU) by the District Child Protection Officer (DCPO) by conversing and counseling the child.<\/span><\/p>\n \u2013 Formulating an Individual Care Plan (ICP)<\/b> for the child.<\/span><\/p>\n \u2013 Child Welfare Committee (CWC)<\/b> based on the SIR submitted to the CWC.<\/span><\/p>\n \u2013 Allocating the schemes and benefits<\/b> that the beneficiary can avail of.<\/span><\/p>\n \u2013 A checklist is made for the evaluation<\/b> of the progress, i.e. (Follow-Ups).<\/span><\/p>\n 2) <\/span>CiSS application <\/b>is used for receiving data of children in street situations from all the states and union territories, tracking their rescue and rehabilitation process.<\/span><\/p>\n Note:<\/b> The Standard Operating Procedure for Care and Protection of Children in Street Situations 2.0 categorizes any child under \u2018CiSS\u2019 if the child is living on the streets alone, living on the streets during the day, or living on the streets with family.\u00a0<\/span><\/p>\n \u2013 The portal also provides a platform<\/b> for professionals and organizations to provide any help that they can to children in need.
