{"id":189794,"date":"2022-06-10T20:59:46","date_gmt":"2022-06-10T15:29:46","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=189794"},"modified":"2022-06-10T21:00:30","modified_gmt":"2022-06-10T15:30:30","slug":"cds-unsettled-questions","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/cds-unsettled-questions\/","title":{"rendered":"CDS: Unsettled questions"},"content":{"rendered":"\n<p><strong>News<\/strong>: T<span class=\"p-content\">he government has recently announced eligibility conditions for the post of Chief of Defence Staff (CDS). <\/span><\/p>\n<p><span class=\"p-content\">There is a <strong>noticeable difference<\/strong> between the CDS the government wanted in 2019 and what it seems to want today. <\/span><\/p>\n<p><span class=\"p-content\">It is disconcerting that the government has modified the eligibility criteria for appointment as CDS so early in the life of the institution. This raises the question: Was the structure of the CDS, as conceived by the government\u2019s top decision makers, flawed?<\/span><\/p>\n<h5>What changes have been introduced in the eligibility conditions?<\/h5>\n<p><span class=\"p-content\"><strong>Post opened for retired officers<\/strong>: The most obvious difference between the 2019 eligibility conditions and the ones the government has promulgated now is that a lieutenant general, vice admiral or air marshal <em>(referred to collectively as lieutenant generals hereafter)<\/em> who has retired up to two years ago can now be recalled to serve as CDS for up to three years until he reaches the age of 65. <\/span><\/p>\n<p><span class=\"p-content\">It is unclear why the defence ministry is opening the post for retired officers. <\/span><\/p>\n<p><span class=\"p-content\">Do the three serving chiefs and 17-odd serving army commanders, all of them senior lieutenant generals, not provide the government with adequate options? <\/span><\/p>\n<h5><strong>Issues with the conditions<\/strong><\/h5>\n<p><span class=\"p-content\"><strong>&#8211;<\/strong> A service a lieutenant general who has retired as far back as two years ago will be <strong>rusty in his knowledge of current developments<\/strong><\/span><\/p>\n<p><span class=\"p-content\">&#8211; Appointing a retired lieutenant general as CDS would only <strong>give rise to suspicion<\/strong> that the eligibility criteria were framed in order to elevate that particular individual. <\/span><\/p>\n<p><span class=\"p-content\">Experience has shown that allowing retired officers to return to service in elevated positions usually <strong>does not turn out well<\/strong>.<\/span><\/p>\n<p><span class=\"p-content\">Nor would recalling to service a retired lieutenant general, to tenant the post of CDS, provide an answer to the contentious questions relating to the <strong>CDS\u2019s precedence and seniority<\/strong>.<\/span><\/p>\n<p><span class=\"p-content\"><strong>&#8211;<\/strong> Currently, the three service chiefs, all the equivalent of full generals, are senior to the defence secretary. Army commanders <em>(who hold the rank of lieutenant general)<\/em> are the equivalent of secretaries. <\/span><\/p>\n<p><span class=\"p-content\">The 2019 order creating the CDS appointed him \u201csecretary\u201d and the head of the Department of Military Affairs (DMA). That created a conundrum: <em>If the service chiefs are senior to the defence secretary, how can the CDS\u2014 by virtue of being secretary heading the DMA \u2014 be the equivalent of the defence secretary and, therefore, junior to the three army chiefs?<\/em><\/span><\/p>\n<p><span class=\"p-content\"> There would be rough edges to the policy even within the three services since, technically, an army commander, who is junior to the service chiefs, could supersede them to become CDS. <\/span><\/p>\n<p><span class=\"p-content\">The new CDS policy must address these issues.<\/span><\/p>\n<h5>Way forward<\/h5>\n<p><span class=\"p-content\">There is an <strong>inescapable need to appoint the CDS<\/strong> to take forward the military\u2019s agenda of equipment modernisation, manpower rationalisation and, perhaps most urgently, the creation of integrated, tri-service theatre commands. <\/span><\/p>\n<p><span class=\"p-content\">Other CDS responsibilities that warrant no delay are his role as advisor to the Nuclear Command Authority and implementation of the Five-Year Defence Capital Acquisition Plan and the Two-Year Roll-On Annual Acquisition Plans.<\/span><\/p>\n<p><strong>Source<\/strong>: This post is based on the article \u201c<strong>CDS: Unsettled questions<\/strong>\u201d published in the<strong> Business Standard<\/strong> on <strong>9th Jun 22<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>News: The government has recently announced eligibility conditions for the post of Chief of Defence Staff (CDS).
