{"id":189854,"date":"2022-06-10T20:57:13","date_gmt":"2022-06-10T15:27:13","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=189854"},"modified":"2022-06-10T20:57:14","modified_gmt":"2022-06-10T15:27:14","slug":"is-the-ban-on-wheat-exports-good-policy","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/is-the-ban-on-wheat-exports-good-policy\/","title":{"rendered":"Is the ban on wheat exports good policy?"},"content":{"rendered":"\n<p><strong>News:<\/strong> Over the last month, the government has banned the export of wheat and imposed quantitative restrictions on outbound sugar shipments.<\/p>\n<p>The wheat export ban came within days of a push to enhance India\u2019s wheat supplies to the rest of the world after Russia\u2019s invasion of Ukraine.<\/p>\n<p>The government has argued that farmers have not lost out due to the ban, as most had already sold their produce this season.<\/p>\n<p>The article is a discussion with experts who consider the efficacy of these curbs.<\/p>\n<h5><strong>Export opportunities<\/strong><\/h5>\n<p>Even before the Ukraine-Russia war, <strong>global food prices<\/strong> were increasing because of excess liquidity across the world.<\/p>\n<p>The war gave India an <strong>opportunity<\/strong> to export more wheat. <strong>Ukraine<\/strong> and <strong>Russia<\/strong> export contributed 55 million tonnes to the global export market out of 200 million tonnes. Farmers were getting higher <strong>Open market prices<\/strong> (Rs. 2,400 a quintal) compared to the <strong>MSP<\/strong> (Rs. 2,100).<\/p>\n<p>Last year, India <strong>exported<\/strong> 8 million tonnes out of global exports of around 64 million tonnes. Now, there is <strong>no<\/strong> <strong>shortage<\/strong> of <strong>sugar production<\/strong> this year. We are expecting <strong>35 million tonnes<\/strong>.<\/p>\n<h5><strong>Argument in favour of the government decision<\/strong><\/h5>\n<p>The government has argued that farmers have not lost out due to the ban as most had already sold their produce this season.<\/p>\n<p>Almost 30 countries have implemented the policy of export curbs per se. They have a sovereign right to do so.<\/p>\n<p>The Minister of Food and Consumer Affairs has said <strong>local wheat prices<\/strong> have fallen by about Rs. 5 a kg.<\/p>\n<p><strong>What are the issues with the export ban?<\/strong><\/p>\n<p>The <strong>export ban<\/strong> might not help to <strong>curtail inflation<\/strong> and to address the upcoming issue of <strong>food security<\/strong>. The wheat procurement season is more or less over. This will not keep the <strong>prices<\/strong> down or help the government to procure and prepare better for food security.<\/p>\n<p>Present trade policy for agriculture is full of <strong>ad-hocism <\/strong>or <strong>muddled policy-making<\/strong>. It has been without planning. For example, earlier, the government was exploring wheat export opportunities. Soon, it imposed an export ban.<\/p>\n<p>This gives a wrong signal to <strong>domestic farmers<\/strong> as well as <strong>traders<\/strong>.<\/p>\n<p>It would have impacts on <strong>farmers\u2019 incomes<\/strong> as well as the <strong>long-term credibility<\/strong> of the export policy.<\/p>\n<p>The impact on inflation may not be very high because <strong>global food prices<\/strong> are still high.<\/p>\n<p>In the last few years, Indian farmers were receiving low prices, due to the <strong>slowdown<\/strong> in the economy and the <strong>pandemic<\/strong>. However, the export opportunities provided avenues for better incomes.<\/p>\n<h5><strong>Way Forward<\/strong><\/h5>\n<p>Instead of an outright export ban, the government could have opted for some incentive and disincentive like a <strong>minimum export price<\/strong> and there could have been a bonus of Rs. 250 to Rs. 300 in order to spur more <strong>procurement<\/strong> for <strong>food security goals<\/strong>.<\/p>\n<p>There should be a more cohesive, consistent, stable and predictable <strong>agricultural policy <\/strong>not just for exports, but also for incentives and market interventions.<\/p>\n<p>The policies should take care of farmers. For consumers, <strong>social protection programme<\/strong>s can act as a support rather than a reduction in farm prices.<\/p>\n<p>There is a need for <strong>diversification<\/strong>. It is important for food security, and nutrition security because many of the poor are not able to buy pulses or eggs and meat in India.<\/p>\n<p>In addition, farmer incomes can be increased by putting emphasis on <strong>input costs<\/strong> in addition to <strong>output prices<\/strong>. Where input prices grow faster than output prices, farmers actually make losses rather than higher incomes.<\/p>\n<p>There should be focus on giving farmers the <strong>freedom<\/strong> to <strong>sell<\/strong> <strong>where<\/strong> and <strong>when<\/strong> they want.
