News: <\/strong>Recently, the Government of India has announced the\u00a0Agnipath Scheme<\/strong>\u00a0<\/strong><\/a>for recruitment of soldiers, the majority of whom will serve for four years<\/strong>.<\/p>\n

What is the Agnipath scheme
\n<\/strong><\/h5>\n

It will lead to recruitment of non-officer personnel<\/strong> to the armed forces, who will be called as the Agniveer<\/strong>.<\/p>\n

They will be hired on contract<\/strong> in the age group of 17.5 to 21 years old and will serve for four years.<\/p>\n

At the end of their service, <\/strong>they will get Rs 11.71 lakh through the Seva Nidhi package<\/strong> in which their contribution of 30% of the monthly salary will be matched by an equal amoun<\/strong>t by the government.<\/p>\n

25% of the Agniveers in each batch, will be selected for regular cadre<\/strong> to serve for another minimum of 15 years.<\/p>\n

They will get a life insurance<\/strong> cover of Rs 48 lakh, ex-gratia payment<\/strong> of Rs 44 lakh in case of death, and payment for the remainder of the four years of service<\/strong> in case of death.<\/p>\n

What will be the process of recruitment?<\/strong><\/h5>\n

The recruitment will be All India All Class (AIAC)<\/strong>. It will not be restricted by ethnicity or caste unlike the regiments introduced by the British colonisers.<\/p>\n

They will be recruited from recognised technical institutes<\/strong> like the Industrial Training Institutes through a centralised online system<\/strong> with specialised rallies and campus interviews<\/strong>.<\/p>\n

What was the need of such a reform?<\/strong><\/h5>\n

At present, <\/strong>the \u201ccolour service\u201d<\/strong> of 17 years have led to an ageing army<\/strong>. More than 60% of men are above 30 years of age. Today, the number of sepoys has fallen below 40%. Therefore, it will lead to regular intake<\/strong> and ensure availability of youthful<\/strong>, patriotic<\/strong>, physically fit <\/strong>and highly-motivated youth<\/strong>.<\/p>\n

In fact, all major militaries in the world are undergoing reform<\/strong>. There is a trend towards reduction<\/strong> in the number of personnel<\/strong> and emphasis on increasing capital expenditure<\/strong> on modern weapons and equipment.<\/p>\n

D<\/strong>efence salary<\/strong> and pension bills<\/strong> account for roughly half of the annual defence budget<\/strong>. It imposes overall budgetary constraint<\/strong> and compromises the availability of funds for military modernisation<\/strong>.<\/p>\n

Argument Against<\/strong><\/h5>\n

The policy will lead to hiring without the promise of lifelong benefits<\/strong>, including the shortened training<\/strong>.<\/p>\n

It will result in demobilised young soldiers<\/strong> who may pose a violent threat to society. It will be difficult to absorb them in the economy because India does not create adequate employment opportunities in India.<\/p>\n

The new recruitment plan can strain existing training resources<\/strong> and produce a quality problem.<\/p>\n

The mix of long-term<\/strong> and short-term soldiers<\/strong> will skew in favour of the latter and affect battle readiness.<\/p>\n

Argument in favour<\/strong><\/p>\n

In many modern armed forces<\/strong> around the world, the service period<\/strong> ranges from 2 to 8 years. Therefore, the Agniveers will bring down the average age by 4-5 years<\/strong>.<\/p>\n

The shorter duration service does not compromise on training, morale and commitment. For example, the Israeli army<\/strong>, the US<\/strong> and the UK Army<\/strong> have shorter duration contracts.<\/p>\n

The training for Agniveers<\/strong> will be comparable<\/strong> to the timeframe in many world-class armed forces.<\/strong><\/p>\n

In case of demobilisation, the demobilized soldiers will be in their 30s. They will have better skill-sets and motivation. Therefore, they will not pose a threat to society.<\/p>\n

Way Forward<\/strong><\/p>\n

The new reform can only be assessed in the coming years. The government will need to have a plan to anticipate<\/strong> and address<\/strong> the problems that lie beyond the bold step forward<\/strong>.<\/p>\n
