But there are challenges beyond the bold step forward,"},"content":{"rendered":"\n<p><strong>News: <\/strong>Recently, the Government of India has announced the\u00a0<strong>Agnipath Scheme<\/strong><a href=\"https:\/\/indianexpress.com\/article\/india\/govt-announces-agnipath-scheme-for-soldier-recruitment-7968882\/\"><strong>\u00a0<\/strong><\/a>for recruitment of soldiers, the majority of whom will serve for <strong>four years<\/strong>.<\/p>\n<h5><strong>What is the Agnipath scheme<br \/>\n<\/strong><\/h5>\n<p>It will lead to recruitment of <strong>non-officer personnel<\/strong> to the armed forces, who will be called as <strong>the Agniveer<\/strong>.<\/p>\n<p>They will be hired on <strong>contract<\/strong> in the age group of 17.5 to 21 years old and will serve for four years.<\/p>\n<p>At the end of their service<strong>, <\/strong>they will get Rs 11.71 lakh through the <strong>Seva Nidhi package<\/strong> in which their contribution of 30% of the monthly salary will be matched by an <strong>equal amoun<\/strong>t by the government.<\/p>\n<p>25% of the Agniveers in each batch, will be selected for <strong>regular cadre<\/strong> to serve for another minimum of 15 years.<\/p>\n<p>They will get a<strong> life insurance<\/strong> cover of Rs 48 lakh, <strong>ex-gratia payment<\/strong> of Rs 44 lakh in case of death, and payment for the remainder of the <strong>four years of service<\/strong> in case of death.<\/p>\n<h5><strong>What will be the process of recruitment?<\/strong><\/h5>\n<p>The recruitment will be <strong>All India All Class (AIAC)<\/strong>. It will not be restricted by ethnicity or caste unlike the regiments introduced by the British colonisers.<\/p>\n<p>They will be recruited from recognised <strong>technical institutes<\/strong> like the Industrial Training Institutes through a <strong>centralised online system<\/strong> with specialised rallies and <strong>campus interviews<\/strong>.<\/p>\n<h5><strong>What was the need of such a reform?<\/strong><\/h5>\n<p>At present<strong>, <\/strong>the \u201c<strong>colour service\u201d<\/strong> of 17 years have led to an <strong>ageing army<\/strong>. More than 60% of men are above 30 years of age. Today, the number of sepoys has fallen below 40%. Therefore, it will lead to <strong>regular intake<\/strong> and ensure availability of <strong>youthful<\/strong>, <strong>patriotic<\/strong>, <strong>physically fit <\/strong>and <strong>highly-motivated youth<\/strong>.<\/p>\n<p>In fact, all major militaries in the world are <strong>undergoing reform<\/strong>. There is a trend towards <strong>reduction<\/strong> in the number of <strong>personnel<\/strong> and emphasis on increasing <strong>capital expenditure<\/strong> on modern weapons and equipment.<\/p>\n<p><strong>D<\/strong><strong>efence salary<\/strong> and <strong>pension bills<\/strong> account for roughly half of the <strong>annual defence budget<\/strong>. It imposes <strong>overall budgetary constraint<\/strong> and compromises the availability of funds for military <strong>modernisation<\/strong>.<\/p>\n<h5><strong>Argument Against<\/strong><\/h5>\n<p>The policy will lead to hiring without the promise of <strong>lifelong benefits<\/strong>, including the <strong>shortened training<\/strong>.<\/p>\n<p>It will result in <strong>demobilised young soldiers<\/strong> who may pose a violent threat to society. It will be difficult to absorb them in the economy because India does not create adequate employment opportunities in India.<\/p>\n<p>The new recruitment plan can strain existing <strong>training resources<\/strong> and produce a quality problem.<\/p>\n<p>The mix of <strong>long-term<\/strong> and <strong>short-term soldiers<\/strong> will skew in favour of the latter and affect battle readiness.<\/p>\n<p><strong>Argument in favour<\/strong><\/p>\n<p>In many <strong>modern armed forces<\/strong> around the world, the <strong>service period<\/strong> ranges from 2 to 8 years. Therefore, the Agniveers will bring down the <strong>average age by 4-5 years<\/strong>.<\/p>\n<p>The shorter duration service does not compromise on training, morale and commitment. For example, the <strong>Israeli army<\/strong>, <strong>the US<\/strong> and the <strong>UK Army<\/strong> have shorter duration contracts.<\/p>\n<p>The training for <strong>Agniveers<\/strong> will be <strong>comparable<\/strong> to the timeframe in many world-<strong>class armed forces.<\/strong><\/p>\n<p>In case of demobilisation, the demobilized soldiers will be in their 30s. They will have better skill-sets and motivation. Therefore, they will not pose a threat to society.<\/p>\n<p><strong>Way Forward<\/strong><\/p>\n<p>The new reform can only be assessed in the coming years.
