{"id":190882,"date":"2022-06-16T21:22:56","date_gmt":"2022-06-16T15:52:56","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=190882"},"modified":"2022-06-16T21:22:56","modified_gmt":"2022-06-16T15:52:56","slug":"what-commodities-should-be-distributed-free-or-at-a-subsidised-level","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/what-commodities-should-be-distributed-free-or-at-a-subsidised-level\/","title":{"rendered":"What commodities should be distributed free or at a subsidised level"},"content":{"rendered":"\n<p><strong>News<\/strong>: Recently, the newly elected Punjab government\u2019s announcement of providing up to 300 units of free power to every household.<\/p>\n<h5><strong>Types of allocation of budgetary resources by the policymakers<\/strong><\/h5>\n<p>(1) providing support <strong>to low-income households<\/strong> for augmenting their <strong>consumption<\/strong> of selected goods and services.<\/p>\n<p>(2) offering incentives to support selected categories of <strong>investors<\/strong> and <strong>producers<\/strong> to do <strong>investment<\/strong> or <strong>production<\/strong>. For example, for production-linked incentives to various sectors and tax concessions.<\/p>\n<p>Note: The economic objectives of the budgetary allocation in these two categories are quite different.<\/p>\n<h5><strong>What constitutes \u201cfreebies\u201d? <\/strong><\/h5>\n<p>There is, in fact, <strong>no consensus<\/strong> on the definition of a \u201c<strong>freebie<\/strong>\u201d. It is almost a <strong>pejorative term<\/strong>. They constitute a <strong>sub-set<\/strong> of <strong>goods<\/strong> and <strong>services<\/strong> distributed by the government <strong>free <\/strong>or <strong>at highly<\/strong> <strong>subsidised prices<\/strong> to <strong>low-income households<\/strong>.<\/p>\n<p>The <strong>freebie<\/strong> depends on the <strong>nature of the commodity<\/strong> or the services distributed by the government. For example,<\/p>\n<p>The subsidisation or the free provision of <strong>essential<\/strong> and <strong>merit goods<\/strong> can be justified and cannot be called as freebies. The \u201c<strong>essential<\/strong>\u201d goods are food grains and the <strong>\u201cmerit\u201d goods<\/strong> are those, which if consumed, lead to positive impact on <strong>health<\/strong> and <strong>education-related provisions<\/strong>.<\/p>\n<ul>\n<li>For example, mid-day meals. In these cases, the consumption of these goods causes benefit to the <strong>immediate consumer<\/strong> as well as the <strong>wider community<\/strong>. Their consumption meets social objectives.<\/li>\n<\/ul>\n<p>However, the <strong>subsidisation<\/strong> or the <strong>free provision<\/strong> of items such as <strong>TV sets<\/strong>, free power up to 300 units can be referred to as \u201c<strong>freebies<\/strong>\u201d. Such distribution cannot be justified on various grounds.<\/p>\n<h5><strong>What are the issues?<\/strong><\/h5>\n<p>India has <strong>limited budgetary resources<\/strong>.<\/p>\n<p>In India, the <strong>revenue to GDP ratio<\/strong> has been stagnating over a long period of time.<\/p>\n<p><strong>&#8211;<\/strong> For example, <strong>combined revenue receipts of central and state governments<\/strong>, relative to GDP, is lower than many developed and emerging market economies.<\/p>\n<h5><strong>Way Forward<\/strong><\/h5>\n<p>(A) A suitable model should be developed for providing budgetary support in both consumption and production-supporting initiatives.<\/p>\n<p>(1) <strong>What goods and services should be selected for such programmes? <\/strong><\/p>\n<p>It is advisable to limit the <strong>distribution<\/strong> of subsidized or free provisions of <strong>commodities<\/strong> and <strong>services<\/strong> to <strong>essential<\/strong> and <strong>merit<\/strong> <strong>goods<\/strong>. Any distribution <strong>beyond<\/strong> these <strong>two categories<\/strong> must be treated as \u201c<strong>freebies<\/strong>\u201d.<\/p>\n<p>(2) <strong>What should be their ideal mode of delivery of the essential items or merit goods? <\/strong><\/p>\n<p>It may be provided either through <strong>direct income<\/strong> <strong>support<\/strong> or by a <strong>free<\/strong> or <strong>highly subsidised provision<\/strong>. However, in case of the latter, i.e., provision of subsidised goods, the government requires a <strong>procurement set-up <\/strong>and a <strong>public distribution system.<\/strong> This involves <strong>additional costs<\/strong> like avoidable administrative costs as well as possibility of leakages.<\/p>\n<p>(3) <strong>What should be their ideal mode of delivery of<\/strong> <strong>production-related incentives<\/strong>? It can be provided through alternative methods like <strong>direct budgetary<\/strong> <strong>support<\/strong> and <strong>indirect support <\/strong>through <strong>tax concessions<\/strong>.<\/p>\n<p>In the case of <strong>tax concessions<\/strong>, the outcomes have not been good. For example, the provision of free power to farmers was often misused. The Government of India has registered <strong>forgone revenues <\/strong>in the context of tax concessions.
