{"id":190893,"date":"2022-06-16T21:21:19","date_gmt":"2022-06-16T15:51:19","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=190893"},"modified":"2022-06-16T21:21:19","modified_gmt":"2022-06-16T15:51:19","slug":"a-poverty-trend-in-search-of-an-explanation","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/a-poverty-trend-in-search-of-an-explanation\/","title":{"rendered":"A poverty trend in search of an explanation"},"content":{"rendered":"\n<p><strong>News<\/strong>: Recently, two recent studies, separately, from the <strong>International Monetary Fund<\/strong> and the <strong>World Bank<\/strong> (henceforth <strong>Fund-Bank<\/strong>) estimated the consumption spending, and thereby poverty in India.<\/p>\n<p><strong>Importance of measurement of the progress with respect to the reduction of poverty<\/strong><\/p>\n<p>It is crucial to an assessment of the state of the economy of India, which harbor the world\u2019s largest number of poor people.<\/p>\n<h5><strong>Definition of extreme poverty<\/strong><\/h5>\n<p>As per the World Bank, \u201cextreme poverty\u201d can be defined as <strong>per capita consumption<\/strong> of less than $1.90 per day.<\/p>\n<h5><strong>Past Measurement<\/strong><\/h5>\n<p>The last official estimate of poverty was undertaken by the Planning Commission for the year 2011-12.<\/p>\n<p><strong>What are the challenges?<\/strong><\/p>\n<p>India has not had a <strong>household consumption expenditure survey<\/strong> for a subsequent year which forms the ideal basis for poverty estimation.<\/p>\n<p><strong>Findings of NSSO\u2019s consumption expenditure survey 2017-18<\/strong><\/p>\n<p>As per survey 2017-19, the <strong>real consumption expenditure<\/strong> had <strong>fallen<\/strong> since 2011-12.<\/p>\n<p>The survey 2017-18 was <strong>rejected<\/strong> by the <strong>union government<\/strong> as defective. In addition, a leading expert stated that a decline in consumption is not possible when income (GDP) has grown.<\/p>\n<h5><strong>Findings of the Fund-Bank Studies<\/strong><\/h5>\n<p>Two recent studies from the <strong>International Monetary Fund<\/strong> and the <strong>World Bank<\/strong> estimated the poverty based on <strong>consumption spending<\/strong>, and thereby <strong>poverty<\/strong>. Both studied stated that there has been an <strong>accelerated decline<\/strong> in poverty in India, since 2011-12<\/p>\n<p><strong>Argument in favour of the Fund-Bank Survey<\/strong><\/p>\n<p>The decline in poverty has been due to <strong>lower levels of inflation<\/strong> since 2014. Thus, <strong>real wage growth<\/strong> has been faster. It enabled <strong>greater consumption<\/strong> and thus an accelerated decline in poverty.<\/p>\n<p><strong>Argument against the findings of Fund-bank survey<\/strong><\/p>\n<p>The growth of the Indian economy has <strong>slowed<\/strong> <strong>progressively<\/strong> from 2017-18. The <strong>demonetisation of 2016<\/strong> has affected the <strong>majority of workers<\/strong> working in India.<\/p>\n<p>As per the <strong>Periodic Labour Force Survey<\/strong>, the <strong>unemployment rate<\/strong> has been rising sharply since demonetisation. Therefore, it is difficult to imagine an accelerated decline in poverty during such a phase.<\/p>\n<p>As per an assessment, the annual real wage growth for <strong>non-agricultural labourers<\/strong> was either negligible or negative during the period 2015-16 to 2019-20. Annual real wage growth was negative for construction workers. Thus, there has been very little real wage growth since 2015-2016<\/p>\n<p><strong>Way Forward<\/strong><\/p>\n<p>There is a need for an explanation of the accelerated decline in poverty that they report.<\/p>\n<p>We need to understand the <strong>drivers of poverty<\/strong> to undertake any kind of <strong>remedial actio<\/strong>n.<\/p>\n<p>There should be <strong>independent public bodies <\/strong>which can provide <strong>reliable data<\/strong> without any potential political interference.<\/p>\n<p>In particular, a household consumption expenditure survey should be executed as soon as possible to find the trend in poverty in India in recent years.<\/p>\n<p><strong>Source<\/strong>: The post is based on an article \u201cA poverty trend in search of an explanation\u201d published in the \u201cThe Hindu\u201d on 16<sup>th<\/sup> June 2022.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>News: Recently, two recent studies, separately, from the International Monetary Fund and the World Bank (henceforth Fund-Bank) estimated the consumption spending, and thereby poverty in India.
