{"id":191373,"date":"2022-06-20T20:25:45","date_gmt":"2022-06-20T14:55:45","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=191373"},"modified":"2022-06-20T20:25:45","modified_gmt":"2022-06-20T14:55:45","slug":"on-indias-unemployment-issue-persistent-problem","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/on-indias-unemployment-issue-persistent-problem\/","title":{"rendered":"On India&#8217;s unemployment issue: Persistent problem"},"content":{"rendered":"\n<p><strong>News<\/strong>: Poor state of employment creation in India is reflected in the r<span class=\"p-content\">ecurrent protests against changes in the government\u2019s recruitment policy or delays in appointment.<\/span><\/p>\n<p><span class=\"p-content\">The ongoing violent protests against the change in the recruitment policy for armed forces, which have led to a massive loss of public and private property, are yet another example in this context. <\/span><\/p>\n<h5>Has the unemployment rate declined?<\/h5>\n<p>Yes.<\/p>\n<p><span class=\"p-content\">Periodic Labour Force Survey (PLFS) <strong><a href=\"https:\/\/forumias.com\/blog\/periodic-labour-force-surveyplfs-annual-report-2\/\">annual report <\/a><\/strong><\/span><span class=\"p-content\">shows that the unemployment rate declined and the workforce participation increased. But, it is important to look beyond the headline numbers. <\/span><\/p>\n<p><span class=\"p-content\">&#8211; According to the report, the <strong>unemployment rate declined to 4.2%<\/strong> compared to 4.8% during the previous year, and 5.8% in 2018-19. <\/span><\/p>\n<p><span class=\"p-content\">Since this was the period when the economy was <strong>recovering from a stringent lockdown<\/strong>, the labour force participation rate increased to 41.6% compared with the level of 40.1% in the previous year. <\/span><\/p>\n<p><span class=\"p-content\">The female workforce participation rate, which has been a significant drag on labour force participation, also improved during this period. <\/span><\/p>\n<h5>Has the unemployment actually gone down?<\/h5>\n<p>No.<\/p>\n<p><span class=\"p-content\">The improvement was not particularly on account of improved employment opportunities. <\/span><\/p>\n<p><span class=\"p-content\"><strong>&#8211;<\/strong> <strong>More people joined the workforce<\/strong> due to the decline in household income. This is also evident in the quality of employment.<\/span><\/p>\n<ul>\n<li><span class=\"p-content\">During the period under review, the percentage of people employed in the agriculture sector increased to 46.5% as against 45.6% in the previous year. This is significantly higher than the 42.5% in 2018-19. <\/span><\/li>\n<li><span class=\"p-content\">Consequently, the <strong>proportion of labor employed in the manufacturing sector declined<\/strong>. <\/span><\/li>\n<\/ul>\n<p><span class=\"p-content\">Among the workers earning wages and salaries, the <strong>percentage of employees not getting any social security benefit<\/strong> declined marginally to 53.8% compared to the previous year, but <strong>was significantly higher<\/strong> than the 49.6% in 2017-18.<\/span><\/p>\n<p><span class=\"p-content\">Overall, while the share of self-employed people increased, the proportion of workers earning wages declined. <\/span><\/p>\n<p><span class=\"p-content\">The latest quarterly PLFS report for January-March 2022, which was also released last week, <strong>did not show any material change<\/strong> in labour force participation with the recovery in economic activity.<\/span><\/p>\n<h5>What are the challenges before India?<\/h5>\n<p><span class=\"p-content\">The most pressing challenge before India will continue to be<strong> employment creation for an expanding workforce.<\/strong> <\/span><\/p>\n<p><span class=\"p-content\">While the government is promoting select industries in the manufacturing sector through an incentive scheme, it would not be able to create jobs at the scale required. <\/span><\/p>\n<p><span class=\"p-content\"><strong>Nearly half of India\u2019s labour force is engaged in agriculture<\/strong> and can move only to low-skill manufacturing. <\/span><\/p>\n<p><span class=\"p-content\">This is the exact opposite of what India\u2019s labour market needs. <\/span><\/p>\n<p><span class=\"p-content\">&#8211; Sustained higher growth with an increase in productivity can be attained only by moving the labour force out of agriculture. <\/span><\/p>\n<p><span class=\"p-content\"><strong>India\u2019s labour force participation is also significantly low<\/strong> and would be a drag on growth in the medium to long run.<\/span><\/p>\n<p><strong>Source<\/strong>: This post is based on the article \u201c<strong>Persistent problem<\/strong>\u201d published in <strong>Business Standard<\/strong> on <strong>19th June 22<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>News: Poor state of employment creation in India is reflected in the recurrent protests against changes in the government\u2019s recruitment policy or delays in appointment.
