These findings corroborate are similar to findings in the UNCTAD\u2019s <strong>Digital Economy Report 2021<\/strong>.<\/p>\n<h5><strong>Importance of Innovation<\/strong><\/h5>\n<p>Innovative activity is the key driver of <strong>competitiveness<\/strong> and <strong>economic growth. <\/strong>It is important for the <strong>Indian Economy<\/strong>.<\/p>\n<p>The innovation can lead to <strong>self-reliance in technology<\/strong>, especially in the context of the incipient <strong>digital revolution<\/strong>.<\/p>\n<p>India\u2019s rising rank in the <strong>global innovation league<\/strong> suggests India has a lot of potential, and opportunity, to strengthen the competitiveness among business enterprises.<\/p>\n<h5><strong>Indicators of innovative activity<\/strong><\/h5>\n<p>(1) Gross R&amp;D (GERD) and (2) The number of patents registered, are the key indicator of innovative activity.<\/p>\n<h5><strong>Status of the patent filings in India<\/strong><\/h5>\n<p>The patent filings by Indian enterprises and other institutions have increased from 8,841 in 2011 to 23,141 in 2020 (WIPO).<\/p>\n<h5><strong>What are the issues in the field of innovation in India?<\/strong><\/h5>\n<p><strong>Issues in GERD<\/strong><\/p>\n<p>(1) <strong>India\u2019s gross R&amp;D expenditure (GER<\/strong>D) as a percentage of GDP at 0.7% is low.<\/p>\n<p>(2) The <strong>Indian enterprises<\/strong> have not got into an R&amp;D culture. Only 30% of the GERD is spent by business enterprises, despite the generous tax incentives offered by the government.<\/p>\n<p>(3) The bulk of innovative activity is conducted by a handful of companies in the <strong>pharma<\/strong> and <strong>auto sectors<\/strong>.<\/p>\n<h5><strong>Issues in case of patents in India<\/strong><\/h5>\n<p>The patents granted have been only 776 and 4,988 for Indian enterprises and other institutions respectively.<\/p>\n<p>Many patent applications fail to satisfy the <strong>three-pronged test<\/strong> of novelty, inventive step and utility.<\/p>\n<p>The patent system fails to encourage <strong>minor innovations<\/strong> since the <strong>criteria<\/strong> for <strong>inventiveness<\/strong> tend to look at the <strong>novelty<\/strong> of the invention<\/p>\n<p><strong>What can be done to boost the R&amp;D activities of Indian enterprises?<\/strong><\/p>\n<p>The development countries spend billions of dollars on<strong> R&amp;D subsidies <\/strong>given to <strong>national enterprises<\/strong> to shore up their competitiveness. However, as per the World Trade Organization rules, subsidies up to 50% of project costs have been made <strong>non-actionable<\/strong>.<\/p>\n<p>The India government can go for <strong>partial funding <\/strong>for specific R&amp;D projects undertaken by <strong>business enterprises<\/strong>. It may be done in a desirable direction or field.<\/p>\n<p><strong>&#8211;<\/strong> For instance, to promote capability building for <strong>new products<\/strong>, <strong>process innovations<\/strong> for local or global markets, focus on enhancing <strong>ecological sustainability<\/strong>, promote <strong>industry\u2019s linkage<\/strong> with public-funded research laboratories and universities, and so on.<\/p>\n<p>Furthermore, products based on <strong>indigenous developed technology<\/strong> could be given <strong>production tax concessions<\/strong>, as well as <strong>income tax concessions<\/strong> to encourage innovation.<\/p>\n<h5><strong>Way Forward <\/strong><\/h5>\n<p>India should protect <strong>minor innovations <\/strong>through the so-called <strong>utility models<\/strong> or <strong>petty patents<\/strong> in order to promote <strong>local innovation. <\/strong>This has been done by several<strong> East Asian countries. <\/strong><\/p>\n<p>The utility model or petty patents regime provides <strong>limited protection<\/strong> to <strong>minor incremental innovations<\/strong> made, especially those by <strong>MSMEs<\/strong>.
