{"id":191424,"date":"2022-06-20T20:25:52","date_gmt":"2022-06-20T14:55:52","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=191424"},"modified":"2022-06-20T20:28:31","modified_gmt":"2022-06-20T14:58:31","slug":"ashok-gulati-and-ritika-juneja-write-an-oil-palm-plan-for-home","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/ashok-gulati-and-ritika-juneja-write-an-oil-palm-plan-for-home\/","title":{"rendered":"Ashok Gulati and Ritika Juneja write: An oil palm plan for home"},"content":{"rendered":"\n<p><strong>News<\/strong>: Recently, <strong>The World Trade Organisation\u2019s (WTO) 12th Ministerial Conference was concluded.<\/strong><\/p>\n<p>It struggled to find satisfactory answers to some of the complex questions pertaining to global trade, especially with respects to trade in agriculture commodities and public stockholding for food security purposes,<\/p>\n<h5><strong>What are the major issues in international trade related to trade in agricultural commodities?<\/strong><\/h5>\n<p>The most <strong>appropriate trading rules<\/strong> with respect to <strong>agriculture<\/strong>, <strong>trade<\/strong> and <strong>food security<\/strong> have not been figured out in dire situations like pandemics, wars, social\/political disruptions or natural disasters.<\/p>\n<p>In crisis times, many countries become <strong>inward-looking<\/strong> citing domestic<strong> food security <\/strong>needs.<\/p>\n<p><strong>&#8211;<\/strong> For example, Russia\u2019s export ban on <strong>wheat<\/strong> and <strong>sunflower oil<\/strong>,\u00a0Ukraine\u2019s ban on exports of <strong>food staples<\/strong>, Indonesia\u2019s ban on <strong>palm oil<\/strong> exports, Argentina\u2019s ban on beef exports, and India\u2019s wheat export ban etc.<\/p>\n<h5><strong>What are the impacts of such inward-looking measures by the countries?<\/strong><\/h5>\n<p>Sudden actions such as these lead to <strong>supply disruption<\/strong>, exacerbate the <strong>pressure<\/strong> on global trade leading to a spike in the <strong>prices<\/strong> of these commodities, threatening the food security of net food-importing countries.<\/p>\n<p>Supply disruptions during the pandemic and the Russia-Ukraine war have led many nations to think about \u201c<strong>self-sufficiency<\/strong>\u201d in critical food items, or at least <strong>reduce their \u201cexcessive dependence<\/strong>\u201d on imports of essential food products.<\/p>\n<p>&#8211; For example, India is working to reduce its dependence on palm oil import.<\/p>\n<h5><strong>India\u2019s Agri-EXIM Situation<\/strong><\/h5>\n<p>India\u2019s Agri-exports are more than its Agri-imports. This means that Indian agriculture is largely globally competitive.<\/p>\n<p>However, India\u2019s <strong>biggest Agri-import item<\/strong>, <strong>edible o<\/strong>il, accounts for 59% of India\u2019s Agri-import basket. Further, Palm oil comprises more than 50 per cent of India\u2019s edible oil imports, followed by soybean and sunflower.<\/p>\n<p><strong>Measures Taken for making India self-reliant in edible oil<\/strong><\/p>\n<p>The <strong>National Edible Oil Mission-Oil Palm (NEOM-OP)<\/strong> was launched in 2021 to achieve self-reliance in edible oils, primarily through traditional oilseeds such as mustard, groundnuts and soya.<\/p>\n<p>The objective of NEOM-OP also includes to bring in at least 1 million hectares under oil palm by 2025-26.<\/p>\n<p><strong>What are the challenges for making India self-reliant in edible oil?<\/strong><\/p>\n<p>The cultivation of traditional oilseeds would require an <strong>additional area<\/strong> of about <strong>39 million hectares<\/strong> under oilseeds.<\/p>\n<p>However, such a large tract of land will not be available without cutting down the area under cereals. This could endanger <strong>India\u2019s food security<\/strong>.<\/p>\n<p><strong>Way Forward<\/strong><\/p>\n<p>The government can reduce <strong>import dependence<\/strong> in edible oils through promotion of <strong>oil palm<\/strong> at home.<\/p>\n<p>India has identified 2.<strong>8 million hectares<\/strong> of area where <strong>oil palm<\/strong> can be grown suitably.<\/p>\n<p>The oil palm is <strong>a long gestation period crop<\/strong>. It takes four to six years to come to maturity.
