News<\/strong>: Recently, The World Trade Organisation\u2019s (WTO) 12th Ministerial Conference was concluded.<\/strong><\/p>\n

It struggled to find satisfactory answers to some of the complex questions pertaining to global trade, especially with respects to trade in agriculture commodities and public stockholding for food security purposes,<\/p>\n

What are the major issues in international trade related to trade in agricultural commodities?<\/strong><\/h5>\n

The most appropriate trading rules<\/strong> with respect to agriculture<\/strong>, trade<\/strong> and food security<\/strong> have not been figured out in dire situations like pandemics, wars, social\/political disruptions or natural disasters.<\/p>\n

In crisis times, many countries become inward-looking<\/strong> citing domestic food security <\/strong>needs.<\/p>\n

–<\/strong> For example, Russia\u2019s export ban on wheat<\/strong> and sunflower oil<\/strong>,\u00a0Ukraine\u2019s ban on exports of food staples<\/strong>, Indonesia\u2019s ban on palm oil<\/strong> exports, Argentina\u2019s ban on beef exports, and India\u2019s wheat export ban etc.<\/p>\n

What are the impacts of such inward-looking measures by the countries?<\/strong><\/h5>\n

Sudden actions such as these lead to supply disruption<\/strong>, exacerbate the pressure<\/strong> on global trade leading to a spike in the prices<\/strong> of these commodities, threatening the food security of net food-importing countries.<\/p>\n

Supply disruptions during the pandemic and the Russia-Ukraine war have led many nations to think about \u201cself-sufficiency<\/strong>\u201d in critical food items, or at least reduce their \u201cexcessive dependence<\/strong>\u201d on imports of essential food products.<\/p>\n

– For example, India is working to reduce its dependence on palm oil import.<\/p>\n

India\u2019s Agri-EXIM Situation<\/strong><\/h5>\n

India\u2019s Agri-exports are more than its Agri-imports. This means that Indian agriculture is largely globally competitive.<\/p>\n

However, India\u2019s biggest Agri-import item<\/strong>, edible o<\/strong>il, accounts for 59% of India\u2019s Agri-import basket. Further, Palm oil comprises more than 50 per cent of India\u2019s edible oil imports, followed by soybean and sunflower.<\/p>\n

Measures Taken for making India self-reliant in edible oil<\/strong><\/p>\n

The National Edible Oil Mission-Oil Palm (NEOM-OP)<\/strong> was launched in 2021 to achieve self-reliance in edible oils, primarily through traditional oilseeds such as mustard, groundnuts and soya.<\/p>\n

The objective of NEOM-OP also includes to bring in at least 1 million hectares under oil palm by 2025-26.<\/p>\n

What are the challenges for making India self-reliant in edible oil?<\/strong><\/p>\n

The cultivation of traditional oilseeds would require an additional area<\/strong> of about 39 million hectares<\/strong> under oilseeds.<\/p>\n

However, such a large tract of land will not be available without cutting down the area under cereals. This could endanger India\u2019s food security<\/strong>.<\/p>\n

Way Forward<\/strong><\/p>\n

The government can reduce import dependence<\/strong> in edible oils through promotion of oil palm<\/strong> at home.<\/p>\n

India has identified 2.8 million hectares<\/strong> of area where oil palm<\/strong> can be grown suitably.<\/p>\n

The oil palm is a long gestation period crop<\/strong>. It takes four to six years to come to maturity. Therefore, during this period, smallholders need to be fully supported in the form of subsidy or else.<\/p>\n

Besides the cultivation, the processing industry needs to ensure that there is an oil recovery of at least 18 to 20%.<\/p>\n

The oil palm can be declared as a plantation crop which would allow the corporate players<\/strong> to to develop their own plantations and processing units.<\/p>\n
