The officials will also discuss the strategies to end the Korean War (1950-53) which is technically still going on.<\/span><\/p>\n<p><b>Background:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1) A communist regime, North Korea, invaded democratic South Korea in 1950. It was a part of the ongoing Cold war between the Communist and Democratic Bloc.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2) Although ceasefire was declared, the war has not officially come to an end which is the root cause of all the problem between the two countries.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">1)Kim Jong-un declared a \u201c<\/span><b>byungjin policy<\/b><span style=\"font-weight: 400;\">\u201d which aims to simultaneously pursue a <\/span><b>powerful nuclear deterrent and economic growth<\/b><\/p>\n<p><span style=\"font-weight: 400;\">2) North Korea has <\/span><b>conducted several nuclear tests<\/b><span style=\"font-weight: 400;\"> in the past months and is pursued as a <\/span><b>threat to the world.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">3) Since it is a<\/span><b> single party communist regime<\/b><span style=\"font-weight: 400;\">, the <\/span><b>absence of civil society<\/b><span style=\"font-weight: 400;\"> has put the nuclear weapons under the control of a single ambitious person.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4) On the New Year of 2018, Mr. Kim Jong-un said he would send a <\/span><b>North Korean delegation to the Winter Olympics in South Korea<\/b><span style=\"font-weight: 400;\"> in February. Since then, there have been several high-level diplomatic meetings leading to the setting up of the inter-korean summit to be held on April 27th 2018.<\/span><\/p>\n<p><b>Agenda of the summit:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1) <\/span><b>Denuclearization<\/b><span style=\"font-weight: 400;\"> of the Korean Peninsula.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2) Improvement of <\/span><b>bilateral relations.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">3) <\/span><b>Formal peace settlement <\/b><span style=\"font-weight: 400;\">for the Korean War.<\/span><\/p>\n<p><b>Issues:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">2) <\/span><b>Increasing<\/b> <b>USA\u2019s footprint in the Korean Peninsula<\/b><span style=\"font-weight: 400;\"> as South Korea and Japan are its key allies and it is looking to contain the rise of China. It has troops permanently stationed in South Korea.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3) North Korea is under the impression that nuclear weapons will act as a <\/span><b>deterrent<\/b><span style=\"font-weight: 400;\"> against any attack and give it <\/span><b>significant negotiating power.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">5) Major <\/span><b>nuclear weapon modernisation programmes<\/b><span style=\"font-weight: 400;\"> have been initiated in USA and Russia.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4) Insecurity of South Korea &amp; Japan due to frequent missile testing of north korea has increased trust deficit among East Asian Nations.<\/span><\/p>\n<p><b>What different countries expect from the Summit:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1)<\/span><b>USA and Japan:<\/b><span style=\"font-weight: 400;\"> Want complete, verifiable and irreversible <\/span><b>dismantlement.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">2)<\/span><b>South Korea<\/b><span style=\"font-weight: 400;\">: Focused more on <\/span><b>improving inter-Korean<\/b><span style=\"font-weight: 400;\"> ties along with denuclearisation of the Korean peninsula.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3)<\/span><b>China and Russia<\/b><span style=\"font-weight: 400;\">: Regional stakeholders who want to <\/span><b>prevent a nuclear war.<\/b><\/p>\n<p><b>Importance for China:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1)China is the<\/span><b> largest trading partner<\/b><span style=\"font-weight: 400;\"> of both North and South Korea. Around 90% of North Korea\u2019s trade passes through China. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">2)As China participated in <\/span><b>UN sanctions<\/b><span style=\"font-weight: 400;\"> against North Korea, the relationship between the two countries was further strained<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3<\/span><b>)Nuclear test site near the town of Kilju<\/b><span style=\"font-weight: 400;\"> is less than 100 kilometers (60 miles) from the border with China.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4)North Korean nuclear tests have caused<\/span><b> seismic events in Chinese border towns and cities<\/b><span style=\"font-weight: 400;\">, prompting evacuations of schools and offices, sparking fears of wind-born radiation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">5)North Korea sent a<\/span><b> delegation to China<\/b><span style=\"font-weight: 400;\"> recently as it felt it needed the <\/span><b>backing of China <\/b><span style=\"font-weight: 400;\">before talking to USA.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">6) China is using North Korea as a <\/span><b>leverage against increasing presence of US <\/b><span style=\"font-weight: 400;\">in the Pacific Ocean.<\/span><\/p>\n<p><b>Why is it important?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1)Though Pyongyang has announced that it is suspending further nuclear\/missile tests and shutting its test site, there has been <\/span><b>no indication that it intends to give up its nuclear arsenal.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">2) This meeting is expected to clarify and urge North Korea to <\/span><b>give up its nuclear programme.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">3) <\/span><b>Citizens of North Korea<\/b><span style=\"font-weight: 400;\"> have been suffering due to the sanctions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4) There have also been several reports of <\/span><b>Human Rights violations<\/b><span style=\"font-weight: 400;\"> in North Korea <\/span><\/p>\n<p><b>Implications for India:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1) India has urged <\/span><b>nuclear restraint and universal disarmament<\/b><span style=\"font-weight: 400;\"> since the 1950s <\/span><\/p>\n<p><span style=\"font-weight: 400;\">2) North Korea might share its <\/span><b>nuclear technology with Pakistan<\/b><span style=\"font-weight: 400;\"> or other terrorist organisations which might be harmful for India.<\/span><\/p>\n<p><b>Way Forward:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1) Focus on <\/span><b>normalisation of ties<\/b><span style=\"font-weight: 400;\"> between North and South Korea.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2)Recently in the <\/span><b>Winter Olympics<\/b><span style=\"font-weight: 400;\">, athletes from both the countries <\/span><b>appeared under the same flag<\/b><span style=\"font-weight: 400;\"> in the opening ceremony.<\/span><b>More initiatives<\/b><span style=\"font-weight: 400;\"> like these need to be taken to <\/span><b>build solidarity<\/b><span style=\"font-weight: 400;\"> between the two countries.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3) The reason for nuclear expansion is<\/span><b> insecurity and fear of USA<\/b><span style=\"font-weight: 400;\">\u2019s presence in the korean peninsula. Chalk out the<\/span><b> clear role of USA<\/b><span style=\"font-weight: 400;\"> in the peninsula and <\/span><b>set boundaries<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4) <\/span><b>Alleviate the sufferings of the people<\/b><span style=\"font-weight: 400;\"> due to sanctions and bring human rights issues to the forefront.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">5) <\/span><b>Mutual trust<\/b><span style=\"font-weight: 400;\"> is to be established during talks and an assurance given that any country would not go back on its word with the change of leader like in the case of Iran Nuclear Deal.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Context: The leaders of North \u00a0and South Korea will meet in the demilitarised zone between the two countries on April 27th to discuss the \u2018denuclearisation\u2019 of the Korean peninsula.
