Today\u2019s conditions are just right for building a hub airport.<\/p>\n<h5><strong>The concept<\/strong> <strong>of a hub airport<\/strong><\/h5>\n<p>A hub airport is one which is served by a <strong>multitude of airlines<\/strong>, connecting several <strong>airports<\/strong> through non-stop flights.<\/p>\n<p>In addition to a <strong>common passenger terminal <\/strong>with arrival\/departure flows segregated on different floor levels, at the hub airport, there is a separate corridor for <strong>transit flyers<\/strong>, who use the airport only to connect flights.<\/p>\n<p>A hub airport operates on the <strong>concept of waves.<\/strong> A wave of incoming flights arrives and connects with another wave of <strong>outgoing flights<\/strong> that departs an hour or two later.<\/p>\n<h5><strong>Advantages of a hub airport<\/strong><\/h5>\n<p>It is a win-win for all. A hub creates <strong>economies of scale<\/strong> for the airport and airlines alike.<\/p>\n<p><strong>\u2018Hubbing<\/strong>\u2019 allows for the <strong>maximum combination <\/strong>of flight pairs at the hub airport. Therefore, it provides a wider choice of <strong>destinations<\/strong> and <strong>frequencies<\/strong> for <strong>connecting passengers<\/strong>. In addition, it lowers ancillary costs, such as avoiding the time and cost of an overnight stay.<\/p>\n<p>The <strong>direct connectivity<\/strong> is increased with other airports. It provides more <strong>revenue opportunities<\/strong> due to increased passenger footfalls.<\/p>\n<p>It improves the <strong>wider airport ecosystem,<\/strong> such as <strong>aero<\/strong> and <strong>non-aero service<\/strong> providers at the airport, including cargo and ground handling, fuelling, retail and duty-free, vehicle parking, aircraft maintenance repair and overhaul (MRO), and fixed-base operation (FBO) services at the airport.<\/p>\n<p>This enables airlines to serve city pairs that are otherwise <strong>economically unviable<\/strong> for non-stop flights.<\/p>\n<p><strong>A<\/strong>n airport acts as a<strong> force multiplier<\/strong> with economic activity, jobs and employment, investments, business, trade, commerce, tourism, culture, and benefits to other sectors of the economy. For example, if one job is created in the aviation sector, it leads to the creation of up to six jobs in various allied sectors, such as the tourism and hospitality sector.<\/p>\n<p>In fact, it propels the economic and social development of the city and its inhabitants, too.<\/p>\n<p><strong>What are<\/strong> <strong>the requirements for making a major airport hub, whether domestic or international, in India?<\/strong><\/p>\n<p>(1) sufficient local consumer demand;<\/p>\n<p>(2) good geographic location, and<\/p>\n<p>(3) necessary infrastructure to support high-volume traffic.<\/p>\n<p><strong>What are the favourable factors for making an airport hub in India?<\/strong><\/p>\n<p>As per the <strong>UN Department of Economic and Social Affairs, Population Division \u2013 Report on International Migration 2020<\/strong>, India has the<strong> largest diaspora<\/strong>, or<strong> transnational community<\/strong>, at 18 million people across all six continents and regions.<\/p>\n<p>India is located on busy <strong>international air corridors<\/strong> that connect Europe, Africa, and the Middle East with Asia.<\/p>\n<p>As per the <strong>IMF World Economic Outlook Database April 2019<\/strong>, India is the <strong>5<sup>th<\/sup> largest economy<\/strong> in nominal GDP terms.<\/p>\n<p>India is the 7th largest by land mass, India can support the development of more than one hub airport.<\/p>\n<p>India\u2019s Airport business is largely monopolistic. Normally, a competing airport is not found in the same urban area;<\/p>\n<p>In India, Airport development is a regulated business. It has <strong>minimum downside risk <\/strong>for investors.<\/p>\n<p>The <strong>Airports Economic Regulatory Authority of India<\/strong> has established a robust, fair, and transparent process for Airport tariff determination.<\/p>\n<p>At present, India is the <strong>third-largest domestic aviation market<\/strong> in the world, next only to the <strong>United States<\/strong> and <strong>China<\/strong>. There is a continuous surge in passenger demand in India.<\/p>\n<h5><strong>What are the impediments?<\/strong><\/h5>\n<p>There are <strong>capacity constraints<\/strong> at major airports because of a lack of landing slots, especially during peak hours.<\/p>\n<p>The Airports Authority of India Act (AAI), 1994 constrains the AAI\/airport operators from <strong>commercially exploiting<\/strong> available land for <strong>non-aeronautical activities<\/strong>.<\/p>\n<p>There is a <strong>\u2018high cost-low fare\u2019<\/strong> operating environment in India.<\/p>\n<p>There are 34 operational international airports in India. But <strong>smaller international airports<\/strong> are either completely left out or have very limited scope in starting international flight operations<\/p>\n<p>There are problems with high duties and taxes like imposed on Aviation turbine fuel (ATF)<\/p>\n<h5><strong>What are the opportunities?<\/strong><\/h5>\n<p>There is a need to develop <strong>inter-modal connectivity (rail\/road \u2013 air) <\/strong>and <strong>logistics support infrastructure (warehousing)<\/strong> as a part of the<strong> future airport master plans <\/strong>to fully exploit potential with cargo and freight;<\/p>\n<p>The aspiring hub airports can partner with tier-2 and tier-3 airports in their catchments;<\/p>\n<p>Airports should develop allied service capabilities, such as cargo handling, aircraft MRO and FBO.<\/p>\n<p>The <strong>duties<\/strong> and <strong>taxes<\/strong> should be rationalized, such as bringing ATF under the ambit of GST.<\/p>\n<p>In India\u2019s case, the <strong>first two requirements<\/strong> of making <strong>a major airport<\/strong> are largely addressed.
