This counters the temperature rise caused by increased levels of greenhouse gasses in the atmosphere which absorb energy and raise temperatures. These clouds are found at high altitudes, and often absorb more sunlight than they reflect.<\/p>\n<h5>What is Greenhouse Gas Removal (GGR) or Carbon Geoengineering?<\/h5>\n<p><span style=\"font-weight: 400;\">GGR techniques aim to remove carbon dioxide or other greenhouse gases from the atmosphere. It directly counters the increased greenhouse effect and ocean acidification. Some proposed techniques include:<\/span><\/p>\n<p><b>Afforestation<\/b><span style=\"font-weight: 400;\">: Engaging in a global-scale tree planting effort.<\/span><\/p>\n<p><b>Biochar<\/b><span style=\"font-weight: 400;\">: &#8216;Charring&#8217; biomass and burying it so that its carbon is locked up in the soil.<\/span><\/p>\n<p><b>Bio-energy with carbon capture and sequestration<\/b><span style=\"font-weight: 400;\">: Growing biomass, burning it to create energy and capturing and sequestering the carbon dioxide created in the process.<\/span><\/p>\n<p><b>Ambient Air Capture<\/b><span style=\"font-weight: 400;\">: Building large machines that can remove carbon dioxide directly from ambient air and store it elsewhere.<\/span><\/p>\n<p><b>Ocean Fertilization<\/b><span style=\"font-weight: 400;\">: Adding nutrients to the ocean in selected locations to increase primary production which draws down carbon dioxide from the atmosphere.<\/span><\/p>\n<p><b>Enhanced Weathering<\/b><span style=\"font-weight: 400;\">: Exposing large quantities of minerals that will react with carbon dioxide in the atmosphere and storing the resulting compound in the ocean or soil.<\/span><\/p>\n<p><b>Ocean Alkalinity Enhancement:<\/b><span style=\"font-weight: 400;\"> Grinding up, dispersing, and dissolving rocks such as limestone, silicates, or calcium hydroxide in the ocean. Geoengineering technologies may be able to provide a quick solution, thus providing more time to shift away from fossil fuels.<\/span><\/p>\n<h5>What are the risks associated with geoengineering?<\/h5>\n<p><b>First<\/b><span style=\"font-weight: 400;\">, many experts fear that it may <\/span><b>impair the self regulation capacity<\/b><span style=\"font-weight: 400;\"> of natural ecosystems thereby doing more harm in the long run.<\/span><\/p>\n<p><b>Second<\/b><span style=\"font-weight: 400;\">, they may <\/span><b>distract attention from the need for deep cuts<\/b><span style=\"font-weight: 400;\"> to gross emissions which is achievable with the right political will and resource mobilization. Such measures thus\u00a0<\/span><span id=\"page53R_mcid15\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">pose pivotal problems of intergenerational justice<\/span><\/span><\/p>\n<p><b>Third<\/b><span style=\"font-weight: 400;\">, the impacts will <\/span><b>not be limited to national borders<\/b><span style=\"font-weight: 400;\">. For instance, unilateral use of SAI could lead to significant adverse effects in other countries, leading to conflicts. <\/span><span style=\"font-weight: 400;\">Similarly if governments ever gain control of changing the course of potentially damaging storms, diversions that direct storms toward other countries <\/span><b>may be seen as acts of war<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><b>Fourth<\/b><span style=\"font-weight: 400;\">, the <\/span><b>unintended consequences<\/b><span style=\"font-weight: 400;\"> could include an adverse impact on rainfall, crop production and ocean acidification. Large-scale spraying of aerosols into the atmosphere could also deplete the ozone layer, enlarging the ozone hole. <\/span><span style=\"font-weight: 400;\">Another big risk is that when the aerosol injection is terminated abruptly this will cause rapid warming, disrupting the water cycle and leading to<\/span><b> massive biodiversity loss<\/b><span style=\"font-weight: 400;\">. <\/span><span id=\"page53R_mcid15\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The impacts of such a <\/span><span dir=\"ltr\" role=\"presentation\">\u201ctermination shock\u201d would be much worse than the effects of climate change such measures aim <\/span><span dir=\"ltr\" role=\"presentation\">to avoid.<\/span><\/span><\/p>\n<p><b>Fifth<\/b><span style=\"font-weight: 400;\">, there is also an<\/span><b> ethical argument <\/b><span style=\"font-weight: 400;\">that \u2018do we have the right to manage and manipulate nature?\u2019\u00a0<\/span><\/p>\n<p>The IPCC&#8217;s 5th Assessment Report observed <span id=\"page38R_mcid10\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">that,<\/span> &#8220;<em><span dir=\"ltr\" role=\"presentation\">SRM<\/span> <span dir=\"ltr\" role=\"presentation\">techniques<\/span>\u00a0<span dir=\"ltr\" role=\"presentation\">entail<\/span> <span dir=\"ltr\" role=\"presentation\">numerous<\/span> <span dir=\"ltr\" role=\"presentation\">uncertainties,<\/span> <span dir=\"ltr\" role=\"presentation\">side<\/span> <span dir=\"ltr\" role=\"presentation\">effects,<\/span> <span dir=\"ltr\" role=\"presentation\">risks<\/span> <span dir=\"ltr\" role=\"presentation\">and <\/span><span dir=\"ltr\" role=\"presentation\">shortcomings<\/span><\/em><span dir=\"ltr\" role=\"presentation\">\u201d and \u201c<\/span><em><span dir=\"ltr\" role=\"presentation\">raise questions about costs, risks, governance and ethical <\/span><\/em><span dir=\"ltr\" role=\"presentation\"><em>implications of development and deployment<\/em>&#8220;.<\/span><\/span><\/p>\n<h5>What are some of the geoengineering initiatives taken across the globe?<\/h5>\n<p><span style=\"font-weight: 400;\">China has been implementing one of the world\u2019s largest weather-modification programmes to artificially enhance rain. It plans to expand capacity to cover nearly 60% of the country by 2025.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The University of Cambridge created the Centre for Climate Repair last year to develop new methods for SRM and cloud brightening.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Australian government has been testing marine cloud brightening to cool water temperatures near the Great Barrier Reef.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In India, cloud seeding has been tried in states such as Tamil Nadu, Karnataka and Maharashtra during droughts.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Enhanced Oil Recovery (EOR) and Carbon Capture in India is primarily being deployed for additional oil recovery from aged fields and fields with heavy oil such as in the Cambay and Barmer fields.\u00a0<\/span><\/p>\n<h5>What can be the approach going ahead?<\/h5>\n<p><b>First<\/b><span style=\"font-weight: 400;\">, countries can <\/span><b>focus on technologies that have surpassed the ideation stage<\/b><span style=\"font-weight: 400;\"> and reached the experimentation stage like Stratospheric aerosols injection (SAI). <\/span><span style=\"font-weight: 400;\">SAI aims to mimic large volcanic eruptions that have a cooling effect on the globe. For instance, the eruption of Mount Pinatubo in the Philippines in 1991 caused global cooling of 0. 6\u00b0C for the following two years. However, cautious approach is advisable. There should be numerous short-scale experiments before scaling up the process for a widespread application.<\/span><\/p>\n<p><b>Second<\/b><span style=\"font-weight: 400;\">, a lot <\/span><b>more research <\/b><span style=\"font-weight: 400;\">is required to understand the impacts of geoengineering on the broader regional ecosystem. <\/span><span style=\"font-weight: 400;\">Further, there is a need for international cooperation among educational and research institutes.<\/span><\/p>\n<p><b>Third<\/b><span style=\"font-weight: 400;\">, India needs to play a<\/span><b> major role in framing global governance<\/b><span style=\"font-weight: 400;\"> around the use of geoengineering technologies. These technologies have global ramifications and must be governed by an international rules-based system.<\/span><\/p>\n<p><b>Fourth<\/b><span style=\"font-weight: 400;\">, geoengineering <\/span><b>cannot be treated as a license to continue emitting more GHGs<\/b><span style=\"font-weight: 400;\"> with no changes to current consumption and production patterns. Specific technologies that can help us achieve negative emissions need to be publicly funded (most obviously through the diversion of fossil fuel subsidies).<\/span><\/p>\n<h5>Conclusion<\/h5>\n<p><span style=\"font-weight: 400;\">While geoengineering is highly risky, some experts argue that countries will deploy it if they fear large-scale casualties or economic disruptions due to extreme climatic events. In fact, considering the current trajectory of Earth\u2019s warming, countries will have to make these choices within a decade or two.
