{"id":192523,"date":"2022-06-25T19:37:13","date_gmt":"2022-06-25T14:07:13","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=192523"},"modified":"2022-06-25T19:40:04","modified_gmt":"2022-06-25T14:10:04","slug":"how-g7-could-help-the-debt-distressed","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/how-g7-could-help-the-debt-distressed\/","title":{"rendered":"How G7 could help the debt-distressed?"},"content":{"rendered":"\n<p><strong>News<\/strong>: The\u00a0G7 leaders are going to meet to discuss various global crises such as war in Ukraine, food insecurity, inflation, backlogged global supply chains, the pandemic response, and climate change.<\/p>\n<h5><strong>About G7 <\/strong><\/h5>\n<p>Members \u2014 Canada, France, Germany, Italy, Japan, the United Kingdom, the US, and the European Union<\/p>\n<p><strong>What are the impact of these issues on<\/strong> <strong>low<\/strong>&#8211; and <strong>middle-income countries?<\/strong><\/p>\n<p>They are the hardest hit by the Covid-19 and are already facing <strong>an escalating<\/strong> <strong>debt crisis<\/strong>.<\/p>\n<p>These<strong> countries<\/strong> have been pushed into <strong>total indebtedness<\/strong> to a 50-year high. For example, at present, more than <strong>two dozen countries<\/strong> are at risk of defaulting in 2022. Sri Lanka has become the first country in this line of default.<\/p>\n<h5><strong>What are the issues?<\/strong><\/h5>\n<p>These countries are already struggling to recover from the pandemic. Meanwhile, they have to fight new challenges.<\/p>\n<p>The US bank has increased the interest-rate which is driving up borrowing costs globally.<\/p>\n<p>Many lowest-income countries do not have <strong>credit ratings<\/strong>. They rely on <strong>development finance<\/strong> to make up revenue shortfalls and meet basic needs.<\/p>\n<p><strong>What is the importance of the G7 Grouping to help out low<\/strong>&#8211; and <strong>middle-income countries?<\/strong><\/p>\n<p>The members can help these countries manage <strong>deteriorating macroeconomic conditions<\/strong> in a number of ways.<\/p>\n<p>(1) The G7 countries are themselves one of the biggest sources of development finance.<\/p>\n<p>(2) The G7 countries are among the largest shareholders of the International Monetary Fund (IMF) and the World Bank. The G7 countries can urge the IMF to issue their <strong>SDRs<\/strong> to help numerous <strong>low- and middle-income countries<\/strong> to avoid <strong>fiscal crises<\/strong> and defaults while still maintaining <strong>essential public services<\/strong>.<\/p>\n<p>(3) They are members of forums like <strong>the Paris Club of sovereign creditors<\/strong> and <strong>the G20<\/strong> which shape the <strong>debt-relief<\/strong> and <strong>debt-renegotiation agreements<\/strong>.<\/p>\n<p>(4) All the G7 members, except the US, have already pledged to <strong>the IMF\u2019s Resilience and Sustainability Trust<\/strong>. They can urge the US to \u201crecycle\u201d its own unused SDR allocation to support countries in need.<\/p>\n<p>(5) The G7 can help in the <strong>conditional debt relief<\/strong>. The leaders can urge fellow G20 countries to extend <strong>the Debt Service and Suspension Initiative<\/strong> through 2023and work upon the <strong>G20 Common Framework<\/strong> for <strong>sovereign-debt restructuring<\/strong>.<\/p>\n<p>(7) The G7 should explore the idea of <strong>debt-for-health<\/strong> or <strong>debt-for-climate swaps <\/strong>etc<strong>. <\/strong>to strengthen health systems and pandemic preparedness and response (PPR)<strong>. <\/strong>In such a \u00a0\u00a0mechanism, <strong>sovereign debt <\/strong>is forgiven in exchange for a country\u2019s commitment to use the <strong>freed-up funds <\/strong>to invest in <strong>health systems<\/strong>, clean energy, etc.<\/p>\n<p>(8) The G7 countries can urge the <strong>IMF<\/strong> to reform its<strong> loan regime<\/strong>. Most of these agreements contain <strong>counterproductive provisions. <\/strong>For example, the recipient governments are required to cut their <strong>public wage bills<\/strong> or reduce their <strong>debt-to-GDP ratios<\/strong>.
