{"id":19467,"date":"2018-05-03T14:26:24","date_gmt":"2018-05-03T08:56:24","guid":{"rendered":"http:\/\/blog.forumias.com\/?p=19467"},"modified":"2018-05-03T14:26:24","modified_gmt":"2018-05-03T08:56:24","slug":"tobacco-challenges-in-india-a-scenario","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/tobacco-challenges-in-india-a-scenario\/","title":{"rendered":"Tobacco Challenges in India: A scenario"},"content":{"rendered":"<p><b>Context<\/b><\/p>\n<p><b>Global Adult Tobacco survey 2016-17<\/b><span style=\"font-weight: 400;\"> has observed that India has made massive gains on account of recent anti-tobacco measures.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><b>Large, graphic pictorial warnings on tobacco<\/b><span style=\"font-weight: 400;\"> products have a telling effect on consumer behavior resulting <\/span><b>reduction in percentage<\/b><span style=\"font-weight: 400;\"> of smokers.<\/span><\/li>\n<\/ul>\n<p><b>About status of tobacco in India:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Tobacco use is a major cause of <\/span><b>premature death<\/b><span style=\"font-weight: 400;\"> in India. Nearly <\/span><b>one million<\/b><span style=\"font-weight: 400;\"> people die every in India due to tobacco use.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0<\/span><span style=\"font-weight: 400;\">India is the second largest tobacco consumer.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0<\/span><span style=\"font-weight: 400;\">Third largest tobacco produces in the world. Smokeless tobacco is the dominant form of tobacco used, regardless of the type of product used; it is a well-established scientific fact that tobacco use in any form affects health adversely.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">In India, there are 275 million tobacco users \u2013 that means every third Indian adult uses some form of tobacco. It is the number one cause of preventable death.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Tobacco is responsible for nearly 50% cancers in India and 90% of mouth cancers.<\/span><\/p>\n<p><b>According to the Global Adult Tobacco Survey (GATS) 2016-17-<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">From 38% in 2009-10, the proportion of cigarette smokers in India who thought of quitting due to pictorial warnings increased sharply to nearly 62% in 2016-17. The increase among adults wanting to quit smokeless tobacco was also significant \u2014 34% to 46% during the two periods.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\"> <img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-19480 size-full\" src=\"https:\/\/i0.wp.com\/blog.forumias.com\/wp-content\/uploads\/2018\/05\/warning.jpg?resize=348%2C272\" alt=\"\" width=\"348\" height=\"272\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/05\/warning.jpg?w=348&amp;ssl=1 348w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/05\/warning.jpg?resize=150%2C117&amp;ssl=1 150w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/05\/warning.jpg?resize=300%2C234&amp;ssl=1 300w\" sizes=\"auto, (max-width: 348px) 100vw, 348px\" \/>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span> <span style=\"font-weight: 400;\"> \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-19481 size-full\" src=\"https:\/\/i0.wp.com\/blog.forumias.com\/wp-content\/uploads\/2018\/05\/warning-2.jpg?resize=547%2C274\" alt=\"\" width=\"547\" height=\"274\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/05\/warning-2.jpg?w=547&amp;ssl=1 547w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/05\/warning-2.jpg?resize=150%2C75&amp;ssl=1 150w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/05\/warning-2.jpg?resize=300%2C150&amp;ssl=1 300w\" sizes=\"auto, (max-width: 547px) 100vw, 547px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><b>About Framework Convention on Tobacco Control<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The WHO Framework Convention on Tobacco Control (WHO FCTC) is the first international public health treaty negotiated under the auspices of WHO.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">The WHO FCTC was developed in response to the globalization of the tobacco epidemic and is an evidence-based treaty that reaffirms the right of all people to the highest standard of health.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">The Convention represents a milestone for the promotion of public health and provides new legal dimensions for international health cooperation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">\u00a0It is an evidence-based treaty that reaffirms the right of all people to the highest standard of health.<\/span><\/p>\n<p><b>Measures taken government to control Smoking and Tobacco Consumption<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The Government has taken a series of measures to deter people from consuming tobacco products including the following:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">The Ministry of Health imposed an 85% pictorial warning on tobacco packets. A significantly higher proportion of adults considered quitting because of the warnings on tobacco product<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Enactment of the \u201c<\/span><b>Cigarettes and other Tobacco Products<\/b><span style=\"font-weight: 400;\"> (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, (COTPA) 2003\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">\u00a0Ratification of WHO <\/span><b>Framework Convention on Tobacco Control (<\/b><span style=\"font-weight: 400;\">FCTC)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Launch of the <\/span><b>National Tobacco Control Programme<\/b><span style=\"font-weight: 400;\"> (NTCP) in the year 2007-08.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Issuance of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011 dated 1st August 2011, under the Food Safety and Standards Act, 2006, which lays down that tobacco and nicotine shall not be used as ingredients in any food products.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Notification to regulate depiction of tobacco products or their use in films and TV programmes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Public awareness campaigns through a variety of media.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Increase in the Central Excise Duty and decrease in the duty-free allowance of cigarettes and other tobacco products.<\/span><\/p>\n<p><b>About National Tobacco Control Programme<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The main components of the NTCP are :<\/span><\/p>\n<p><b>National level<\/b><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Public awareness\/mass media campaigns for awareness building and behavior change.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Establishment of tobacco product testing laboratories, to build regulatory capacity, as mandated under COTPA, 2003.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Mainstreaming the program components as part of the health care delivery mechanism under the National Rural Health Mission framework.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Mainstream Research and Training on alternate crops and livelihoods in collaboration with other nodal Ministries.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Monitoring and Evaluation including surveillance e.g. Global Adult Tobacco Survey (GATS) India.<\/span><\/p>\n<p><b>State level<\/b><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Tobacco control cells with dedicated manpower for effective implementation and monitoring of anti tobacco laws and initiatives.<\/span><\/p>\n<p><b>District level<\/b><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Training of health and social workers, SHGs, NGOs, school teachers etc.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Setting up tobacco cessation facilities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Organizing School Programme.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Monitoring tobacco control laws.<\/span><br \/>\n<b><\/b><\/p>\n<p><b>Way forward<\/b><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Public awareness Campaigns initiatives to raise the economic, social, and environmental impacts of tobacco use and its health consequences.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Mechanisms for monitoring and prohibiting tobacco advertising on the internet, including promotional emails, websites, blogs, and social media sites, should be imposed<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Partnerships should be established with civil society groups to actively monitor, report, and penalise activities that violate tobacco control laws.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Tobacco-use outcomes could be improved by school\/community-based and adult education interventions<\/span><\/p>\n<p><span style=\"font-weight: 400;\">o \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Reaching out to other stakeholders
