{"id":194937,"date":"2022-07-11T19:15:26","date_gmt":"2022-07-11T13:45:26","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=194937"},"modified":"2022-07-11T19:15:26","modified_gmt":"2022-07-11T13:45:26","slug":"ministry-of-women-and-child-development-issues-guidelines-for-mission-vatsalya-scheme","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/ministry-of-women-and-child-development-issues-guidelines-for-mission-vatsalya-scheme\/","title":{"rendered":"Ministry of Women and Child Development issues Guidelines for Mission Vatsalya Scheme"},"content":{"rendered":"\n<p><b>Source: <\/b><span style=\"font-weight: 400;\">The post is based on the article<\/span><b> \u201c<\/b><b>Ministry of Women and Child Development issues Guidelines for Mission Vatsalya Scheme<\/b><b>\u201d <\/b><span style=\"font-weight: 400;\">published in<\/span><b> PIB <\/b>on<b> 7th July 2022<\/b><\/p>\n<h5><b>What is the News?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The Ministry of Women and Child Development has issued Guidelines for Mission Vatsalya Scheme.<\/span><\/p>\n<h5><b>What is Mission Vatsalya?<\/b><\/h5>\n<p><b>Nodal Ministry: <\/b><span style=\"font-weight: 400;\">Ministry of Women and Child Development\u00a0<\/span><\/p>\n<p><b>Type: <\/b><span style=\"font-weight: 400;\">Centrally Sponsored Scheme<\/span><\/p>\n<p><b>Erstwhile Scheme: <\/b><span style=\"font-weight: 400;\">This scheme replaces the Child Protection Services(CPS) Scheme implemented since 2009-10.<\/span><\/p>\n<p><b>Objectives:<\/b><span style=\"font-weight: 400;\"> 1) To secure a healthy and happy childhood for each and every child in India, 2) To ensure opportunities to enable them to discover their full potential, 3) To assist States\/UTs in delivering the mandate of the Juvenile Justice Act 2015 and achieve the SDG goals and 4) To promote family-based non-institutional care of children in difficult circumstances.<\/span><\/p>\n<p><b>Components: <\/b>1) <span style=\"font-weight: 400;\">Improve the functioning of statutory bodies, 2) Strengthen service delivery structures, 3) Upscale institutional care\/services, 4) Encourage non-institutional community-based care, 5) emergency outreach services and 6) Training and capacity building.<\/span><\/p>\n<p><b>Funding:<\/b><span style=\"font-weight: 400;\"> Funds to states will be approved through the Mission Vatsalya Project Approval Board (PAB) which will be chaired by the Ministry of <\/span><span style=\"font-weight: 400;\">Women and Child Development <\/span><span style=\"font-weight: 400;\">Secretary.<\/span><\/p>\n<p><b>Monitoring Mechanism:<\/b><span style=\"font-weight: 400;\"> At the state level, there will be a committee headed by the Chief Secretary to monitor, review and promote convergence in the implementation of the scheme. There will also be a district-level committee.<\/span><\/p>\n<p><strong>Key Activities under the Mission:\u00a0<\/strong>The Mission in partnership with states and districts will\u00a0execute a 24\u00d77 helpline service for children\u00a0as defined under Juvenile Justice Act, 2015.<\/p>\n<p>It will support State Adoption Resource Agencies (SARA), which will further support the Central Adoption Resource Authority (CARA) in promoting in-country adoption and regulating inter-country adoption.<\/p>\n<p>The Mission also plans to establish cradle baby reception centres in at least one specialized adoption agency in each area for receiving abandoned and trafficked children.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post is based on the article \u201cMinistry of Women and Child Development issues Guidelines for Mission Vatsalya Scheme\u201d published in PIB on 7th July 2022 What is the News?
