It has attracted several objections.<\/p>\n<h5><strong>Arguments in favour of the NCR Planning Board (NCRPB\u2019s)<\/strong> <strong>proposals in the plan?<\/strong><\/h5>\n<p>It has been mentioned that <strong>necessary provisions<\/strong> related to <strong>Natural Zone (NZ)<\/strong> are already in line with the decisions held at the level of the Ministry of housing and urban affairs (MoHUA).<\/p>\n<h5><strong>What are the issues?<\/strong><\/h5>\n<p>There are issues in <strong>balancing ecology and development<\/strong> because it proposes to alter \u2018natural conservation zones (NCZ)\u2019 to \u2018natural zones (NZ)\u2019<\/p>\n<p>NZ doesn\u2019t require <strong>mandatory conservation<\/strong>, like NCZs.\u00a0 The NCZs are <strong>ecologically sensitive areas (ESZ<\/strong>) and restrict construction to only 0. 5% of the total area.<\/p>\n<p>The Union environment and forest ministry have also flagged the shrinking of areas under NCZs. Therefore, it has suggested retaining the term \u2018NCZ\u2019 in the master plan 2041.<\/p>\n<p>The Ministry also asked for the inclusion of a detailed land use plan, for NCZs and all of NCR, in the new plan.<\/p>\n<p>Unlike, 2021 plan, where <strong>NCZ<\/strong> was clearly defined \u2013 \u201cextension of Aravali ridge, forest areas, rivers, sanctuaries, major lakes and water bodies.\u201d, the <strong>definition of NZs<\/strong> in the <strong>draft plan<\/strong> is generic, such as \u2018mountains and hills\u2019, and \u2018rivers and water bodies created by nature\u2019.<\/p>\n<p>The draft plan does not mention a comparison of the change in land use, despite repeated insistence by the National Green Tribunal (NGT). \u00a0However, the Land-use maps, existing and proposed, have been an integral part of all previous NCR Regional Plans.<\/p>\n<p>The <strong>scope of preservation<\/strong> of the NZs has also been restricted. The <strong>state governments<\/strong> would have greater discretion to decide on NZs at times when the state already defies the very concept of uniform development of NCR.<\/p>\n<h5><strong>The Way Forward<\/strong><\/h5>\n<p>The directions of the NCRPB in December 2017 regarding the definition of Aravalis (all areas recorded as \u2018gair mumkin pahar\u2019, etc in NCR) and identification of forests as per dictionary meaning in line with <strong>Supreme Court orders<\/strong> should be included in the 2041 plan.<\/p>\n<p>The NCR Planning Board should seriously take into account the responses received during the feedback exercise.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post is based on an article \u201cHow green zone dilution in draft NCR plan 2041 defied objections\u201d published in The Times of India on 11th July 2022.
