{"id":19536,"date":"2018-05-04T15:52:05","date_gmt":"2018-05-04T10:22:05","guid":{"rendered":"http:\/\/blog.forumias.com\/?p=19536"},"modified":"2018-05-04T15:52:05","modified_gmt":"2018-05-04T10:22:05","slug":"shift-to-bs-vi-fuels-to-begin-earlier-than-expected","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/shift-to-bs-vi-fuels-to-begin-earlier-than-expected\/","title":{"rendered":"Shift to BS-VI fuels to begin earlier than expected."},"content":{"rendered":"<p><b>Context:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The central government on May 2019 told the Supreme Court that <\/span><b>BS-VI auto fuel<\/b><span style=\"font-weight: 400;\"> can be introduced in most districts of the National Capital Region (NCR) as well as Agra by 1 April 2019.This is the<\/span><b> first step towards meeting the deadline of pan-India BS-VI<\/b><span style=\"font-weight: 400;\"> roll out by April 1, 2020.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>What are Bharat Emission Standards?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Introduced in 2000, the Bharat norms are<\/span><b> emission control standards<\/b><span style=\"font-weight: 400;\"> that are based on the <\/span><b>European regulations <\/b><span style=\"font-weight: 400;\">(Euro norms). They set<\/span><b> limits for release of air pollutants<\/b><span style=\"font-weight: 400;\"> from equipment using internal combustion engines, including vehicles. The standards and the timeline for implementation are set by the<\/span><b> Central Pollution Control Board<\/b><span style=\"font-weight: 400;\"> which is under the Ministry of Environment &amp; Forests and Climate Change.<\/span><\/p>\n<p><b>Atmospheric Pollution in India:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1)According to a <\/span><b>January 2018 survey by Greenpeace Environment Trust<\/b><span style=\"font-weight: 400;\"> that covered 630 million Indians, 550 million live in areas where p<\/span><b>articulate matter exceeds the national standard, <\/b><span style=\"font-weight: 400;\">and many live in areas where <\/span><b>air pollution levels are more than twice the stipulated standard.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">2)<\/span><b>14 Indian cities figure in a list of 20 most polluted cities in the world<\/b><span style=\"font-weight: 400;\"> in terms of PM2.5 levels in 2016, according to data released by the WHO in 2018.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3)Over 5 lakh people die in India every year due to <\/span><b>indoor air pollution<\/b><span style=\"font-weight: 400;\">. Majority of them being women.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4)<\/span><b>Smog<\/b><span style=\"font-weight: 400;\"> has now become a common phenomena in Delhi.<\/span><\/p>\n<p><b>Causes of atmospheric pollution:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1)Practice of <\/span><b>Stubble burning<\/b><span style=\"font-weight: 400;\"> in North India. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">2)Presence of <\/span><b>Sulphur in fuels<\/b><span style=\"font-weight: 400;\">:The presence of Sulphur helps in chemical lubrication of diesel injectors in the engine.Diesel engines need injectors to turn the liquid into a mist which then combusts in the cylinder.A lower amount of Sulphur means the injectors will go through increased wear and tear internally which may result in disruption of flow patterns leading to incomplete combustion which may lead to increase in emissions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3)<\/span><b>Old and outdated vehicles<\/b><span style=\"font-weight: 400;\"> running on the roads.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4)<\/span><b>Unclean cooking fuels<\/b><span style=\"font-weight: 400;\"> used at homes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">5)Proliferation of pollution causing <\/span><b>industries<\/b><\/p>\n<p><span style=\"font-weight: 400;\">6)Rise in <\/span><b>population density.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">7)Growth of middle class and easy availability of <\/span><b>vehicle loans.<\/b><\/p>\n<p><b>Steps taken to reduce atmospheric pollution:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1)The court <\/span><b>banned the sale and registration of vehicles<\/b><span style=\"font-weight: 400;\"> that do not comply with<\/span><b> BS-IV norms<\/b><span style=\"font-weight: 400;\"> after 31 March 2017<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2)India had<\/span><b> switched over to BS-IV grade fuel<\/b><span style=\"font-weight: 400;\"> from April 1, 2017 following the directions of the court banning BS-III grade fuel.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3)<\/span><b>Odd-Even policy<\/b><span style=\"font-weight: 400;\"> implemented for a few days in Delhi to reduce pollution from vehicular emissions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4)<\/span><b>Graded Response Action Plan<\/b><span style=\"font-weight: 400;\"> formulated to take action based on the levels of pollution.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">5)<\/span><b>National Green Tribunal<\/b> <b>restricted industrial activities and waste burning<\/b><span style=\"font-weight: 400;\"> in and around Delhi.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">6)The Supreme Court<\/span><b> raised by 100 percent the Green cess<\/b><span style=\"font-weight: 400;\"> being levied on commercial vehicles entering Delhi.<\/span><\/p>\n<p><b>What is BS-VI Fuel:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">BS VI Fuel are fuels which are <\/span><b>\u201ccleaner\u201d than BS I to V.<\/b><span style=\"font-weight: 400;\"> It has<\/span><b> very low sulphur content- 10 ppm, compared to 50 ppm of BS IV. <\/b><span style=\"font-weight: 400;\">The amount of other harmful <\/span><b>hydrocarbons is also less. <\/b><\/p>\n<p><b>Ecological benefits of BS-VI Fuel:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1)<\/span><b>Lower sulphur content <\/b><span style=\"font-weight: 400;\">implies <\/span><b>lesser fine particulate matter emission<\/b><span style=\"font-weight: 400;\"> and <\/span><b>lesser corrosion of the engine<\/b><span style=\"font-weight: 400;\"> due to sulphur. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">2)The level of certain <\/span><b>harmful hydrocarbons produced <\/b><span style=\"font-weight: 400;\">due to<\/span><b> incomplete combustion of fuel<\/b><span style=\"font-weight: 400;\"> will be <\/span><b>reduced.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">3)Emission of<\/span><b> nitrogen oxides (NOx) <\/b><span style=\"font-weight: 400;\">from diesel and petrol engines is also expected to reduce by nearly 70 per cent and 25 per cent respectively.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4)<\/span><b>Reduction of 10-20% in particulate matter (PM)<\/b><span style=\"font-weight: 400;\"> can be expected after the introduction of Bharat Stage VI fuel.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/p>\n<p><b>Significance of the shift to BS-VI:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1)The fuel is being introduced in Delhi <\/span><b>two years earlier than planned.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">2)Such a shift will help India achieve its <\/span><b>climate change commitments<\/b><span style=\"font-weight: 400;\">.India is now the <\/span><b>biggest emitter of greenhouse gases after the US and China.<\/b><span style=\"font-weight: 400;\">India plans to reduce its carbon footprint by 33-35% from its 2005 levels by 2030, as part of its commitments to the <\/span><b>United Nations Framework Convention on Climate Change<\/b><span style=\"font-weight: 400;\"> adopted by 195 countries in Paris in 2015<\/span><\/p>\n<p><b>Economic impact of the shift to BS-VI fuels:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1)The shift from BS IV to BS VI is estimated to <\/span><b>cost refiners Rs 28,000 crore<\/b><\/p>\n<p><span style=\"font-weight: 400;\">2)The <\/span><b>increased cost of production<\/b><span style=\"font-weight: 400;\"> will<\/span><b> not be passed on to the consumers for the time being.<\/b><span style=\"font-weight: 400;\"> A mechanism to recover the cost at a later date is being worked out by the refineries.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3)<\/span><b>Automobile industries have faced losses<\/b><span style=\"font-weight: 400;\"> as the sale and registration of new BS-IV vehicles were banned. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">4)<\/span><b>Frequent policy changes<\/b><span style=\"font-weight: 400;\"> affects the profits of automobile industry and reduces new investments in India.<\/span><\/p>\n<p><b>Constraints in adopting BS-VI Fuel:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1)<\/span><b>Diesel Pricing<\/b><span style=\"font-weight: 400;\">: Court has asked the centre to look into diesel pricing so that its lower price does not encourage purchase of mid-segment passenger vehicles.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2)<\/span><b>Technological Difficulties<\/b><span style=\"font-weight: 400;\">:Automobile manufacturers had informed the supreme court about technological difficulties in converting vehicles to meet BS-VI emissions standards from 2019 in order to meet the April 2020 deadline.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3)<\/span><b>BS-VI Compliant Engines<\/b><span style=\"font-weight: 400;\">:Although the OMCs are making efforts to prepone the implementation of the BS-VI grade auto fuel in some cities ahead of the pan-India schedule, full benefit of the eco-fuel can be derived only when the engines of the automobiles are BS-VI compliant.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4)<\/span><b>Existing vehicles<\/b><span style=\"font-weight: 400;\">: They need to be retrofitted with necessary equipment like catalytic converter, diesel particulate filter, selective catalytic reduction etc to get full benefit of upgraded fuel<\/span><\/p>\n<p><span style=\"font-weight: 400;\">5)<\/span><b>Issues with BS-VI Fuel<\/b><span style=\"font-weight: 400;\">:The fuel is said to have a lower lubricity value and its readiness to burn due to lower sulphur content. But then, various additives can correct these issues.<\/span><\/p>\n<p><b>Other ways to achieve a greener transport:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">1)Encourage<\/span><b> public transport.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">2)Implementation of <\/span><b>National Electric Mobility Mission Plan.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">3)Encourage<\/span><b> R&amp;D<\/b><span style=\"font-weight: 400;\"> in cleaner greener fuels.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">4)<\/span><b>Improve roads<\/b><span style=\"font-weight: 400;\"> to reduce the consumption of vehicles.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">5)<\/span><b>Vehicles to be mandatorily serviced<\/b><span style=\"font-weight: 400;\"> after a particular period of time.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">6)Strict regulation on<\/span><b> industries and emissions<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">7)Cleaner fuels for <\/span><b>households<\/b><\/p>\n<p><b>Way forward:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Move towards cleaner fuels should be<\/span><b> followed by other measures to reduce pollution as a whole<\/b><span style=\"font-weight: 400;\">.
