Also, suggest, what more NITI Aayog can do towards achieving its objectives?"},"content":{"rendered":"<table>\n<tbody>\n<tr>\n<td width=\"616\"><strong>Introduction:\u00a0<\/strong>Contextual introduction.<br \/>\n<strong>Body:\u00a0<\/strong>Explain how NITI Aayog has been instrumental in promoting competitive and cooperative federalism.\u00a0\u00a0Also, suggest some points where NITI Aayog can do more towards achieving its objectives.<br \/>\n<strong>Conclusion<\/strong>: Write a way forward.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Planning Commission was replaced by a new institution \u2013 NITI AAYYOG on January 1, 2015 with emphasis on <strong>\u2018Bottom \u2013Up\u2019<\/strong> approach to fulfil the vision of <strong>Maximum Governance, Minimum Government. <\/strong>NITI Aayog has the twin mandate to oversee the adoption and monitoring of the SDGs in the country and promote competitive and cooperative federalism among States and UTs.<\/p>\n<p><strong>Promotes competitive federalism:<\/strong><\/p>\n<ul>\n<li>It encourages healthy competition among states through transparent rankings, in various sectors like <strong>State Health Index<\/strong>, <strong>Composite Water Management Index,\u00a0Sustainable Development Goals Index,\u00a0<\/strong>India Innovation Index and<strong> Export Competitiveness Index. <\/strong><\/li>\n<li>NITI Aayog works closely with all stakeholders, including the State\/UT Governments. It helps in smooth implementation of central government programs.<\/li>\n<\/ul>\n<p><strong>Promotes cooperative federalism:<\/strong><\/p>\n<ul>\n<li>NITI Aayog organises the annual meeting of the Governing Council (GC), which brings together chief ministers\/Lieutenant-governors of the states\/UTs to discuss inter-sectoral, inter-departmental and federal issues. It accelerates the implementation of the National Development Agenda.<\/li>\n<li>Sharing of best practices; <strong>policy<\/strong> <strong>support and capacity development<\/strong> of State\/UT functionaries; theme-based extensive engagements in various sectors; <strong>agriculture marketing reforms<\/strong>; and area-specific interventions for the North-Eastern and Himalayan States\u00a0and island development.<\/li>\n<li>Providing relevant <strong>technical advice<\/strong> to the Centre, States and UTs.<\/li>\n<li>It implements social programs like Project SATH-E in the states, to help them in social development. It strengthens trust of states in the central institutions.<\/li>\n<\/ul>\n<p><strong>What more NITI Aayog can do?<\/strong><\/p>\n<ul>\n<li><strong>Achieving income convergence<\/strong> <strong>across states<\/strong>: NITI Aayog needs to address this through improved governance structures, adequate financial development and infrastructure.<\/li>\n<li><strong>Addressing significant inter-state and inter-district variations:<\/strong> NITI Aayog must focus on guiding state governments in replicating the Aspirational Districts Programme (ADP) at the <strong>block<\/strong> <strong>level and for districts<\/strong> not categorised as aspirational.<\/li>\n<li><strong>Better managed urbanisation<\/strong>: There is a need to tap into resources other than government budgets, such as monetising land assets and engaging private capital in service delivery.<\/li>\n<li><strong>Decarbonisation challenge:<\/strong> The states have urgent need to create millions of new jobs, increase incomes and improve public health. NITI Aayog is well-positioned to generate such a conversation and should guide states to catalyse climate action.<\/li>\n<li>NITI Aayog must act as an intermediary between the Centre and states to ensure use of advanced technology using <strong>blockchain and AI<\/strong>, development of <strong>social registry<\/strong>, implementation of PM Gati Shakti, etc.<\/li>\n<\/ul>\n<p>India\u2019s growth is that of its states and UTs. For India to remain one of the fastest-growing major economies, states must identify their strengths.
