But their successful implementation will depend upon various other aspects.<\/p>\n<p><strong>What are the issues in the formulation of public policies?<\/strong><\/p>\n<p>The public policies, so formulated do not include detail such as<\/p>\n<p>&#8211; how the policy will be carried out,<\/p>\n<p>&#8211; what skill sets would be required,<\/p>\n<p>&#8211; what technology use options are available,<\/p>\n<p>&#8211; how financing will be planned and provided, and<\/p>\n<p>&#8211; how communities will become central to the implementation process, etc.<\/p>\n<p>Most of the <strong>implementations<\/strong> are done in a <strong>centralized<\/strong> <strong>way<\/strong> which do not address the needs of the <strong>vulnerable<\/strong> and <strong>deprived<\/strong> <strong>households<\/strong>. Therefore, a number of poor households are often left behind during the process of beneficiary selection, even after using the most sophisticated technology.<\/p>\n<p>Poor implementations happen due to non-availability of the <strong>credible<\/strong> <strong>public system<\/strong>. In reality, <strong>public goods<\/strong> and <strong>pro-poor asset <\/strong>are not available in the sufficient manner. For example, there have been <strong>market failures<\/strong> in the healthcare system, on account of information asymmetry.<\/p>\n<p>While technology offers many solutions to <strong>long pending challenges. <\/strong>But technology is a means and not an end. Further, despite <strong>technological intervention<\/strong>, there is a need for <strong>strong last-mile facilitation<\/strong>.<\/p>\n<p>&#8211; For example, the successful implementation of the <strong>Direct benefit transfer (DBT)<\/strong> and <strong>Aadhaar-linked payments<\/strong> required sincere <strong>local-level effort.<\/strong> The frontline workers, panchayats, women\u2019s self-help groups (SHGs) have played key roles in ensuring outcomes.<\/p>\n<p><strong>Consequences of the poor public system<\/strong><\/p>\n<p><strong>Human development<\/strong> is integral to a person\u2019s ability to exercise <strong>his\/her freedom of choice<\/strong>. Therefore, there cannot be any compromise in access to public services.<\/p>\n<p>Deficiency in the <strong>public goods <\/strong>and <strong>asset base <\/strong>compromises the ability of <strong>deprived households<\/strong> to exercise freedom of choice. In addition, the <strong>deprived household<\/strong> can also not <strong>fully leverage<\/strong> the <strong>benefit of technology<\/strong>. For example, it was found that poorer communities and those living in remote regions could not access high quality online education during the Covid pandemic.<\/p>\n<p><strong>Way Forward<\/strong><\/p>\n<p>The government should develop <strong>credible public systems <\/strong>to provide quality <strong>public goods <\/strong>in the field of healthcare, education sector etc. For example, <strong>Singapore\u2019s education system<\/strong> is known for its excellence.<\/p>\n<p>The governments can do so by ensuring <strong>last-mile facilitation<\/strong> and <strong>public information<\/strong> is available to the deprived households. For example, the states which have followed these principles implemented the <strong>Ayushman Bharat\u2019s Pradhan Mantri Jan Arogya Yojana\u00a0(PMJAY)<\/strong> in a better way.<\/p>\n<p>More priority should be given to <strong>human resource challenges <\/strong>in India. India needs a greater number of managers than magistrates for <strong>human development outcomes<\/strong>. The government needs to harness the best skills and capacity to make a real difference. For example, the <strong>State Government of Tamil Nadu<\/strong> has developed a robust <strong>public health cadre<\/strong>. Therefore, it is able to <strong>operationalise<\/strong> many health initiatives far more effectively than many other states due to availability of human resources.<\/p>\n<p>The government should <strong>facilitate<\/strong> more than doing <strong>regulation<\/strong>. For example, there should be transparent reasons for approval or rejection, simplified compliance parameters etc. These measures will build trust.<\/p>\n<p>The government needs to focus on <strong>decentralisation<\/strong> within the framework of the Eleventh and Twelfth Schedule of the Indian Constitution<strong>.<\/strong> Thereon, the power of elected panchayats can be harnessed.<\/p>\n<p>In addition to this, the mobilisation of women can be done through self-help groups movement etc.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post is based on an article \u201cCrafting credible public systems\u201d published in the Business Standard on14th July 2022.
