It contains a recent proposal from the NCR Planning Board which includes an attempt to open up the Aravallis for construction.<\/p>\n<h5><strong>About the Aravalli ranges <\/strong><\/h5>\n<p>They start from Delhi and traverse through Haryana and Rajasthan before ending in Gujarat, spanning 690 km in length.<\/p>\n<p>They are among the oldest fold mountain systems in the world.<\/p>\n<h5><strong>How are the Aravalli ranges crucial for the survival of the National Capital Region (NCR)?<\/strong><\/h5>\n<p><strong><em>First,<\/em> <\/strong>they serve as a groundwater recharge zone for a perpetually water-starved NCR region.<\/p>\n<p><strong><em>Second,<\/em><\/strong> they are the last remaining green lungs of Delhi NCR.<\/p>\n<p><strong><em>Third,<\/em><\/strong> they also serve as a barrier against the desertification of the Indo-Gangetic plains.<\/p>\n<h5><strong>Legal Regime for preservation of any forest in the NCR<\/strong><\/h5>\n<p>The NCR Regional Plan 2021 has placed the \u201cAravallis&#8221; and &#8220;forest areas&#8221; in the Natural Conservation Zone (NCZ). This includes all Aravalli\u2019s Forest areas, water bodies and groundwater recharge areas, and rivers as well as flood plains.<\/p>\n<p>It limits construction to only <strong>0.5% o<\/strong>f the total area. In short, the Regional Plan 2021 banned construction for commercial, residential, tourism and real estate purposes in the NCZ.<\/p>\n<p><strong>What are worrisome<\/strong> <strong>attempts that aim to eliminate barriers that prevent the destruction of the Aravallis?<\/strong><\/p>\n<p>There are attempts to circumvent existing <strong>environmental protections<\/strong> through the removal of the entire concept of a Natural Conservation Zone (NCZ) in the draft plan.<\/p>\n<p>The draft Plan 2041 proposes to replace NCZ with a very loosely defined new term, \u201c<strong>Natural Zone&#8221;<\/strong>. It has removed the terms \u2018Aravalli\u2019 and \u2018forest areas\u2019 from the NCZ.<\/p>\n<p>It means the new category will provide protection only to those areas which are \u201cnotified for preservation&#8221; and also \u201crecognized in the revenue records&#8221; of states over time.<\/p>\n<p>However, most of the Aravalli hill area in Haryana is not notified and neither is the term \u2018Aravalli\u2019 mentioned in revenue records. Instead, it is recorded as \u201c<strong>gair mumkin pahaar<\/strong>&#8221; (uncultivable wasteland), and \u201c<strong>bhood&#8221; (<\/strong>sandy foothills). The forest cover of the Aravallis is neither notified nor mentioned as \u201cforest&#8221; in revenue records.<\/p>\n<p>Further, the<strong> 0.5% limit<\/strong> on construction in the NCZ has been dropped in the proposed classification.<\/p>\n<p>The plan can drastically reduce the forest cover and open the floodgates to indiscriminate real estate development in the Aravallis.<\/p>\n<h5><strong>Way Forward<\/strong><\/h5>\n<p>India is going through rapid urbanization. Almost half the people of India would be living in its cities by 2025.<\/p>\n<p>&#8211; Therefore, there is a need to ensure that <strong>India\u2019s urbanization<\/strong> occurs within the <strong>carrying capacity<\/strong> and <strong>ecological limits<\/strong> of the region. The cities should be able to ensure <strong>enough water<\/strong> and <strong>green spaces<\/strong> to the growing populations.<\/p>\n<p>The Aravallis are a <strong>common groundwater recharge zone<\/strong> for Delhi and Haryana, and all stakeholders must do their bit to protect them.<\/p>\n<p>In this era of climate change, water security and clean air need priority over real estate projects.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post is based on an article \u201cIn defence of the Aravalli\u2019s\u201d published in the Live Mint on 15th July 2022.
