{"id":196500,"date":"2022-07-20T17:36:47","date_gmt":"2022-07-20T12:06:47","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=196500"},"modified":"2022-07-20T17:36:47","modified_gmt":"2022-07-20T12:06:47","slug":"the-new-agriculture-panel-raises-questions","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/the-new-agriculture-panel-raises-questions\/","title":{"rendered":"The new agriculture panel raises questions"},"content":{"rendered":"<p><strong>Source<\/strong>: The post is based on an article \u201c<strong>The new agricultural panel raises questions\u201d<\/strong> published in the <strong>Indian Express<\/strong> on <strong>20<sup>th<\/sup> July 2022.<\/strong><\/p>\n<p><strong>Syllabus<\/strong>: GS 3 Agriculture and Allied Sector<\/p>\n<p><strong>Relevance<\/strong>: Farm Reforms<\/p>\n<p><strong>News<\/strong>: The government has finally constituted a committee to promote zero budget-based farming, change crop patterns and make the Minimum Support Price (MSP) more effective and transparent.<\/p>\n<p>The new committee was preceded by a <strong>Supreme Court-appointed panel<\/strong>. The SC Panel had spoken against the withdrawal of the controversial farm laws. In its report, it said that the \u201cmajority\u201d of the farm unions supported the bills, therefore a repeal would be \u201cunfair to this silent majority\u201d.<\/p>\n<p><strong>About the committee<\/strong><\/p>\n<p>It is an exhaustive body of 28 members with <strong>cross representation<\/strong> from the Central and state governments, farmers union, agricultural scientists and economists.<\/p>\n<p><strong>What are the arguments of critics against the formation of the committee?<\/strong><\/p>\n<p>Many will criticise the committee as out of 8 farmer members in the committee, <strong>five were nominated<\/strong> by the government and are known to be sympathetic to its views.<\/p>\n<p>Other members and chairman appointed by the government do not have the faith of the farmers community.<\/p>\n<p>Again, the committee, by design, has no state representation from Punjab, a major grain procurement state. This could be used to whip up divisive sentiments in the state.<\/p>\n<p>The committee\u2019s mandate fails to understand the <strong>changing cropping patterns<\/strong> with <strong>diversification<\/strong>. It is, at best, a subset of diversification.<\/p>\n<p>The <strong>agricultural problems<\/strong> cannot be solved by having discussions centred on cropping choices and practices alone. Solutions require <strong>a systems approach.<\/strong> This cannot happen when the mandate is limited to crops,<\/p>\n<p>Even though one-third of all agricultural GDP comes from rearing animals<strong>, the Secretary, Ministry of Animal Husbandry<\/strong> is not even a member of the committee.<\/p>\n<p>Lastly, the committee which has not been given <strong>a time frame<\/strong> to deliver the report. Therefore, this may lead to release of the report after the <strong>2024 parliamentary elections<\/strong>.<\/p>\n<p><strong>What should be done?<\/strong><\/p>\n<p>The chairman and the members should be appointed who can build trust on the farms related reform.<\/p>\n<p>The government should broaden its imagination to see unimagined opportunities of a food systems approach.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post is based on an article \u201cThe new agricultural panel raises questions\u201d published in the Indian Express on 20th July 2022.
