The modalities of \u201ccontractual\u201d jobs in the public sector require a much deeper examination.<\/p>\n<h5>What are the types of outsourcing in government works?<\/h5>\n<p>Outsourcing has become the dominant mode of working in the government, from highly specialised tasks to the most routine ones. They may be classified into three categories; permanent, contractual and daily wagers.<\/p>\n<p>There are two main methods to induct an \u2018employee\u2019 on contract in a government entity; <strong>1)<\/strong> Directly on the payroll of the entity and, <strong>2)<\/strong> Through a labour contractor or as part of any other contract entered into pursuant to a tender process. In this, the burden of responsibility is shifted to the contractor. These includes,<\/p>\n<p><strong>a)<\/strong> Non-payment of salaries for extended periods, <strong>b)<\/strong> Distorting of statutory deductions for the worker\u2019s welfare such as provident fund (PF), employees\u2019 state insurance (ESI), etc. by the labour contractor, and <strong>c)<\/strong> Uneven distribution of work vis-\u00e0-vis \u201cpermanent\u201d employees.<\/p>\n<p>The other challenges include <strong>a)<\/strong> Overwhelming reliance on contractors has undermined the functioning of government institutions, <strong>b)<\/strong> There is an endless chain of delegating tasks.
