For instance, Delhi can give free power up to a consumption limit and also invest in schools but not Punjab with its high indebtedness cannot do the same.<\/p>\n<p><strong>The welfare state is unaffordable<\/strong>: In advanced economies, \u201ctransfer payments\u201d through social security, and unemployment benefits dominate budgets. Thus leaving less and less money for infrastructure, research, and other \u201cinvestments\u201d for growth. For instance, in Britain, the National Health Service is near breakdown.<\/p>\n<table style=\"border-collapse: collapse; width: 100%;\">\n<tbody>\n<tr>\n<td style=\"width: 99.8647%;\"><strong>Read more:\u00a0<a href=\"https:\/\/forumias.com\/blog\/from-freebies-to-welfare\/\">From freebies to welfare<\/a><\/strong><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h5>What needs to be done to provide a better welfare state?<\/h5>\n<p><strong>Follow the principle of Singapore\u2019s founder, the late Lee Kuan Yew<\/strong>: He mandated <strong>high personal savings<\/strong> with which Singaporeans could buy government-provided housing, and also mandated <strong>personal health funds<\/strong> to pay for medical emergencies. <span style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\">In return for people, he offered low taxes. <\/span><\/p>\n<p><span style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\">This has the following advantages, <\/span><strong style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\">a)<\/strong> <strong style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\">government spending does not leave behind a burden<\/strong><span style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\"> for future generations, <\/span><strong style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\">b) <\/strong><span style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\">The government would not <\/span><span style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\">spend the money it did not have. Thereby <\/span><span style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\">ratio of <\/span><strong style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\">public debt to GDP will not increase<\/strong><span style=\"background-color: var(--global--color-background); color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base);\">.<\/span><\/p>\n<p><strong>Provide fiscal space to states<\/strong>: Creating a fiscal responsibility law will not achieve anything.
