{"id":2005,"date":"2019-03-02T17:02:34","date_gmt":"2019-03-02T11:32:34","guid":{"rendered":"http:\/\/factly.forumias.com\/?p=2005"},"modified":"2021-02-27T17:13:34","modified_gmt":"2021-02-27T11:43:34","slug":"drought-situation-grim-as-156-taluks-in-karnataka-face-water-crisis-2","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/drought-situation-grim-as-156-taluks-in-karnataka-face-water-crisis-2\/","title":{"rendered":"Drought situation \u2018grim\u2019 as 156 taluks in Karnataka face water crisis"},"content":{"rendered":"\n<ol class=\"wp-block-list\"><li>The\nKarnataka government has stated that the drought situation in the state is grim.\nDeficient rainfall during kharif and rabi seasons in 2018\u201319 has had led to\nwater crisis in several parts of the state and worsened the condition of\nfarmers.<\/li><li>Drought\nis generally considered as a deficiency in rainfall over an extended period resulting\nin a water shortage causing adverse impacts on vegetation, animals, and\/or\npeople. According to India Meteorological Department, meteorological drought (i.e. when\ndry weather patterns dominate an area) is defined as a situation when the\nseasonal rainfall received over the area is less than75% of its long term\naverage value.\nIt is further classified as &#8220;moderate drought&#8221; if the rainfall\ndeficit is between 26-50% and &#8220;severe drought&#8221; when the deficit\nexceeds 50% of the normal.<\/li><li>The\nKarnataka government had also requested the Centre to immediately release funds\nas stipulated under the National Disaster Response Fund (NDRF) to the State.<\/li><li>National\nDisaster Response Fund is a fund managed by the Central Government for meeting\nthe expenses for emergency response, relief and rehabilitation due to any\nthreatening disaster situation or disaster. NDRF is constituted to supplement\nthe funds of the State Disaster Response Funds (SDRF) of the states to\nfacilitate immediate relief in case of calamities of a severe nature.<\/li><li>In\n2016, the Supreme Court in the case Swaraj Abhiyan Vs. Union of India, had\nstated that that drought would certainly fall within the definition of\n\u201cdisaster\u201d as defined the Disaster Management (DM) Act, 2005.
