{"id":206955,"date":"2022-09-21T19:10:27","date_gmt":"2022-09-21T13:40:27","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=206955"},"modified":"2022-09-21T19:10:27","modified_gmt":"2022-09-21T13:40:27","slug":"eci-seeks-restrictions-on-cash-donations-to-political-parties-writes-to-government","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/eci-seeks-restrictions-on-cash-donations-to-political-parties-writes-to-government\/","title":{"rendered":"ECI seeks restrictions on cash donations to political parties, writes to government"},"content":{"rendered":"\n<p><b>Source: <\/b><span style=\"font-weight: 400;\">The post is based on the article<\/span><b> \u201cECI seeks restrictions on cash donations to political parties, writes to government\u201d <\/b><span style=\"font-weight: 400;\">published in <\/span><b>The Hindu <\/b>on<b> 20th September 2022.<\/b><\/p>\n<h5><b>What is the News?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Election Commission of India (ECI) has suggested a number of amendments to RP (Representation of People Act) Act,1951 to increase transparency and accountability on the part of candidates.<\/span><\/p>\n<h5><b>What are the suggestions given by the Election Commission?<\/b><\/h5>\n<p><b>Donations:<\/b><span style=\"font-weight: 400;\"> All donations above Rs 2,000 should be reported, thereby enhancing transparency in funding.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 As per current rules, political parties have to disclose all donations above Rs 20,000 through their contribution report that is submitted to the EC.<\/span><\/p>\n<p><b>Cash Donations:<\/b><span style=\"font-weight: 400;\"> R<\/span><span style=\"font-weight: 400;\">estrict cash donations at 20% or at a maximum of \u20b920 crores out of the total funds received by a party, whichever is less.<\/span><\/p>\n<p><b>Digital Transactions:<\/b><span style=\"font-weight: 400;\"> Make digital transactions or account payee cheque transfers mandatory for all expenses above \u20b92,000 to a single entity\/person.<\/span><\/p>\n<p><b>Separate Bank account:<\/b> <span style=\"font-weight: 400;\">Every fielding candidate should open a separate bank account for election purposes and route all expenses and receipts through this account, and furnish these details in their account of election expenditure.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 <\/span><span style=\"font-weight: 400;\">As of now, maintaining a separate bank account for poll expenditure is part of the instructions but EC wants it to become part of the Conduct of Election Rules.<\/span><\/p>\n<p><b>Ensure that no foreign donations<\/b><span style=\"font-weight: 400;\"> creep into the funds of the political parties as stipulated under the RP Act and the Foreign Contribution Regulation Act (FCRA), 2010.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post is based on the article \u201cECI seeks restrictions on cash donations to political parties, writes to government\u201d published in The Hindu on 20th September 2022.
