{"id":214274,"date":"2022-11-14T19:37:41","date_gmt":"2022-11-14T14:07:41","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=214274"},"modified":"2022-11-14T19:37:41","modified_gmt":"2022-11-14T14:07:41","slug":"iuu-fishing-extra-regional-fishing-fleets-present-in-indian-ocean-navy","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/iuu-fishing-extra-regional-fishing-fleets-present-in-indian-ocean-navy\/","title":{"rendered":"IUU fishing: Extra-regional fishing fleets present in Indian Ocean: Navy"},"content":{"rendered":"\n<p><b>Source: <\/b><span style=\"font-weight: 400;\">The post is based on the article <\/span><b>\u201cExtra-regional fishing fleets present in Indian Ocean: Navy\u201d <\/b><span style=\"font-weight: 400;\">published in <\/span><b>The Hindu <\/b>on<b> 14th November 2022.<\/b><\/p>\n<h5><b>What is the News?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">According to the Indian Navy, as many as 392 reported incidents of Illegal, unreported and unregulated (IUU) fishing were monitored in 2021 compared to 379 in 2020 in the Indian Ocean. <\/span><span style=\"font-weight: 400;\">Most of the illegal activity is found in the Northern Indian Ocean Region (IOR).<\/span><\/p>\n<h5><b>What is Illegal, unreported and unregulated (IUU) fishing?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Illegal, unreported and unregulated(IUU) fishing is a broad term that captures a wide variety of fishing activity.<\/span><\/p>\n<p><b>Illegal fishing: <\/b><span style=\"font-weight: 400;\">It is<\/span> <span style=\"font-weight: 400;\">conducted by foreign vessels in waters under the jurisdiction of a State, without the permission of that State, or in contravention of its laws and regulations.<\/span><\/p>\n<p><b>Unreported fishing: <\/b><span style=\"font-weight: 400;\">Fishing which has not been reported or has been misreported, to the relevant national authority, in contravention of national laws and regulations.<\/span><\/p>\n<p><b>Unregulated fishing<\/b><span style=\"font-weight: 400;\">: Fishing which is conducted in a manner inconsistent with State responsibilities for the conservation of living marine resources under international law.<\/span><\/p>\n<h5><b>Who regulates IUU fishing activities?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">As per the United Nations Convention on the Law of the Sea (UNCLOS), coastal nations are responsible for addressing IUU fishing issues within their respective EEZ.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are regional fisheries management organizations such as the Indian Ocean Tuna Commission, the Southern Indian Ocean Fisheries Agreement operating under the mandate of UNCLOS as regulatory bodies to monitor IUU fishing on the high seas.<\/span><\/p>\n<h5><b>What is the impact of IUU fishing?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">IUU fishing depletes fish stocks, destroys marine habitats, puts fishermen at disadvantage and impacts coastal communities, especially in developing countries.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the <\/span><a href=\"http:\/\/www.fao.org\/iuu-fishing\/fight-iuu-fishing\/en\/\"><span style=\"font-weight: 400;\">UN Food and Agriculture Organization<\/span><\/a><span style=\"font-weight: 400;\">(FAO), IUU fishing activities are responsible for the loss of 11\u201326 million tonnes of fish each year, which is estimated to have an economic value of US$10\u201323 billion.\u00a0<\/span><\/p>\n<h5><b>What are the measures taken and conventions related to IUU fishing?<\/b><\/h5>\n<p><b>Joint Quad Monitoring<\/b><span style=\"font-weight: 400;\">: Quad comprising India, Australia, Japan and U.S. In 2022, the Quad announced a major regional effort under the ambit of <\/span><a href=\"https:\/\/forumias.com\/blog\/quad-pledges-50-billion-package-with-tangible-benefits-to-check-china\/\"><span style=\"font-weight: 400;\">Indo-Pacific Maritime Domain Awareness(IPMDA).<\/span><\/a> <span style=\"font-weight: 400;\">It aims to provide a more accurate maritime picture of \u201cnear-real-time\u201d activities in the region.\u00a0<\/span><\/p>\n<p><b>All vessel movements on the high seas<\/b><span style=\"font-weight: 400;\"> are monitored by the Indian Navy\u2019s<\/span><b> Information Management and Analysis Centre (IMAC) <\/b><span style=\"font-weight: 400;\">in Gurugram and the<\/span> <a href=\"https:\/\/forumias.com\/blog\/information-fusion-centre-ifc-for-the-indian-ocean-region-ior\/\"><b>Information Fusion Centre-Indian Ocean Region(IFC-IOR)<\/b> <\/a><span style=\"font-weight: 400;\">which is co-located with it.<\/span><\/p>\n<p><b>International regulations: <\/b><span style=\"font-weight: 400;\">There are two main regulations globally on IUU fishing: the <strong>Cape Town Agreement<\/strong> and the <strong>Agreement on Ports State Measures<\/strong>.
