There are also reports that the Gujarat High Court Chief Justice was unaware of the impending transfer of a judge from the Gujarat High Court.<\/p>\n<h5>What are the norms to be followed while transferring a high court judge?<\/h5>\n<p>According to the <strong>Memorandum of Procedure<\/strong>, <strong>a)\u00a0<\/strong>A <strong>judge\u2019s consent is not necessary<\/strong> to effect a transfer, <strong>b)<\/strong> <strong>All transfers ought to be in public interest<\/strong>, that is, for better administration of justice throughout the country, <strong>c)<\/strong> The <strong>personal factors<\/strong> of the judge, including his preference of places, <strong>should invariably be taken into account<\/strong>.<\/p>\n<h5>What are the concerns associated with the transfer of judges?<\/h5>\n<p>The power of transfer has always been seen as a possible threat to judicial independence.
