{"id":21687,"date":"2018-06-16T16:56:14","date_gmt":"2018-06-16T11:26:14","guid":{"rendered":"http:\/\/blog.forumias.com\/?p=21687"},"modified":"2018-06-16T21:46:58","modified_gmt":"2018-06-16T16:16:58","slug":"mob-lynching","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/mob-lynching\/","title":{"rendered":"Mob Lynching"},"content":{"rendered":"<p><span style=\"color: #ff0000;\"><strong><u>Context<\/u><\/strong><\/span><\/p>\n<p>On June 8, two young men were lynched to death by a mob in karbi Anglong district of Assam<\/p>\n<p><span style=\"color: #ff0000;\"><strong><u>What is mob lynching?<\/u><\/strong><\/span><\/p>\n<ul>\n<li>Mob Lynching means killing of someone by a mob for an alleged offence without following any principles of jurisprudence or due process of law.<\/li>\n<li>A lynching is a majority way of telling a minority population that the law cannot protect it.<\/li>\n<li>Lynching served the broad social purpose of maintaining superiority in economic, social, cultural and political sphere.<\/li>\n<\/ul>\n<p><span style=\"color: #ff0000;\"><strong><u>Reasons <\/u><\/strong><\/span><\/p>\n<ol>\n<li>With modernity, there is growth of individualism and an erosion of associational life<\/li>\n<\/ol>\n<ul>\n<li>Associations encourage us to appreciate others culture and moderate our aggressive instincts.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li>Mob has no face. This impunity leads mob to take extreme steps<\/li>\n<li>Weakening of civil society organizations and other organic institutional links.<\/li>\n<li>A culture of political mobilization that uses violence as a tool of politics.<\/li>\n<li>Indifferent attitude towards other cultures and religions.<\/li>\n<li>Indifferent attitude of Police leads people to take law in their own hands (e.g. Tamil Nadu Lynching)<\/li>\n<\/ol>\n<ul>\n<li>In 21% of the cases, the police filed cases against the victims\/survivors. (India spend report)<\/li>\n<\/ul>\n<ol start=\"7\">\n<li>Rise in penetration of Social media and its usage to spread rumors and hatred (Bangalore Exodus of North east people)<\/li>\n<li>Growing Prevalence of Fake news and Hate News (Dadri Lynching). There are instances of organized hate campaigns as well.<\/li>\n<\/ol>\n<ul>\n<li>According to \u2018India spend\u2019 52% of attacks in last 8 years is based on rumors.<\/li>\n<\/ul>\n<ol start=\"9\">\n<li>The silence of political class. They are ineffective to create deterrence through strong law.<\/li>\n<li>Ineffective and delayed justice (Assam Lynching of rape accused).<\/li>\n<li>High Unemployment rates leave millions of youth unengaged. (ManesarMaruti Plant Incident)<\/li>\n<\/ol>\n<p><span style=\"color: #ff0000;\"><strong><u>Impact <\/u><\/strong><\/span><\/p>\n<p><strong>State<\/strong><\/p>\n<ul>\n<li>It is against the values upheld in constitution of India.<\/li>\n<li>Every individual have certain fundamental rightsany violence would be curtailment of this right.<\/li>\n<li>No regard to law and order in society.<\/li>\n<li>This may lead to growth of feeling of sub-nationalism.<\/li>\n<li>Radical and extremists organisations such as ISIS etc could take leverage of atmosphere created by such incidents<\/li>\n<\/ul>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-21690 size-full\" src=\"https:\/\/i0.wp.com\/blog.forumias.com\/wp-content\/uploads\/2018\/06\/india.png?resize=627%2C163\" alt=\"\" width=\"627\" height=\"163\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/06\/india.png?w=627&amp;ssl=1 627w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/06\/india.png?resize=150%2C39&amp;ssl=1 150w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/06\/india.png?resize=300%2C78&amp;ssl=1 300w\" sizes=\"auto, (max-width: 627px) 100vw, 627px\" \/><\/p>\n<p><strong>Society<\/strong><\/p>\n<ul>\n<li>This impact solidarity of society and idea of Unity in diversity<\/li>\n<li>This create an atmosphere of majority v\/s minority<\/li>\n<li>It could aggravate caste, class and communal hatred.<\/li>\n<li>This may increase the extent of domestic conflict and subsequent militarization.<\/li>\n<li>Such acts shows loss of tolerance in the society and people are being swayed by emotions,prejudices etc.<\/li>\n<\/ul>\n<p><strong>Economy<\/strong><\/p>\n<ul>\n<li>This impacts both foreign and domestic investment thereby adversely affecting sovereign ratings. Many International agencies warned India against mob lynching incidents.<\/li>\n<li>It directly hampers internal migration which in turn affects economy.<\/li>\n<li>Large resources deployed to tackle such menaces induces extra burden on state-exchequer.<\/li>\n<li>These incidents would led to selective distribution of investment which may impact regional balance.<\/li>\n<\/ul>\n<p><strong><u>Steps taken so far<\/u><\/strong><\/p>\n<ul>\n<li>Government Launched Ek bharat shreshta bharat for sustained and structured cultural connect between citizens of different regions<\/li>\n<li>Civil society Launched \u2018NOT IN MY NAME\u2019 campaign: to protest against the cow vigilantism.<\/li>\n<li>Civil society also lunched National Campaign Against Mob Lynching (NCAML). It also known as \u2018Masuka\u2019, short for ManavSurakshaKanoon (law to protect humans).<\/li>\n<li>A draft of the proposed legislation is currently up on the Internet, awaiting suggestions from the public.<\/li>\n<\/ul>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-21691 size-full\" src=\"https:\/\/i0.wp.com\/blog.forumias.com\/wp-content\/uploads\/2018\/06\/about.png?resize=626%2C260\" alt=\"\" width=\"626\" height=\"260\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/06\/about.png?w=626&amp;ssl=1 626w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/06\/about.png?resize=150%2C62&amp;ssl=1 150w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/06\/about.png?resize=300%2C125&amp;ssl=1 300w\" sizes=\"auto, (max-width: 626px) 100vw, 626px\" \/><\/p>\n<p><strong><span style=\"color: #ff0000;\">What needs to be done<\/span><\/strong><\/p>\n<ul>\n<li>Government should criminalizes the act of mob violence.<\/li>\n<li>Awarding of penalties on public servants for failing to investigate properly due to malafide intentions or wilful neglect of their duties.<\/li>\n<li>Establishment of Special Courts for the trial of mob violence.<\/li>\n<li>Empowering local law enforcement officials to take pre-emptive action.<\/li>\n<li>There needs to be continued responsiveness on part of the local administration in dealing with anxiety and suspicion in local communities.<\/li>\n<li>Create a mechanism to insulate investigations of communal violence from political interference.<\/li>\n<li>Community Sensitisation and awareness through multi-media campaigns.Counter-information campaign to check fear-mongering and fake news.<\/li>\n<li>Strengthen civil society Organisation. This helps to nurture solidarity.<\/li>\n<li>Re-orient values and traditional principles towards enhancing compassion, empathy and fraternity among people.<\/li>\n<li>Find productive engagement avenues for large unemployed or under-employed youths.<\/li>\n<li>A targeted region specific approach is need of the hour as reasons for such acts vary widely across space.<\/li>\n<li>Police reforms are vital along with sensitization drive to make transformational changes in their behavioural and attitudinal approach towards tackling of crime.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Context On June 8, two young men were lynched to death by a mob in karbi Anglong district of Assam What is mob lynching?
