In December 2015, the Government of India launched the <\/span>Accessible India Campaign<\/span><\/b> to make the built environment, ICT ecosystem and transport facilities more <\/span>disabled-friendly<\/span><\/b>.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

What are the issues with the Accessible India campaign?<\/span><\/b>\u00a0<\/span><\/h5>\n

The accessible India Campaign<\/span><\/b> lacks a <\/span>strong enforcement mechanism<\/span><\/b> to ensure that ambitious milestones are set and pursued to their meaningful conclusion.<\/span>\u00a0<\/span><\/p>\n

Section 45 <\/span><\/b>of the<\/span> Rights of Persons with Disabilities Act, 2016<\/span><\/b> states that all existing public buildings shall be made accessible within five years of the date of promulgation of such rules. The relevant <\/span>Rules by the Ministry of Housing and Urban Affairs<\/span><\/b>\u00a0were notified in June 2017. But the deadline has been breached. Deadlines in the AIC have also been repeatedly breached.<\/span>\u00a0<\/span><\/p>\n

What is the way forward to ensure accessibility for disabled persons?<\/span><\/b>\u00a0<\/span><\/h5>\n

There should be a requirement to make every new building <\/span>accessible<\/span><\/b> before it is granted an <\/span>Occupancy Certificate<\/span><\/b> and relevant provisions of the <\/span>Harmonised Guidelines and Standards for Universal Accessibility in India, 202<\/span><\/b>1<\/strong> must be integrated into<\/span> local bye-laws<\/span><\/b> and <\/span>state planning laws<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Municipal authorities must have capability to <\/span>gauge compliance <\/span><\/b>with the norms to make the built environment accessible.<\/span>\u00a0<\/span><\/p>\n

The list of <\/span>empanelled professionals<\/span><\/b> maintained by municipal authorities must also consist of <\/span>accessibility professionals<\/span><\/b>. This requirement must be codified in <\/span>model building bye-laws <\/span><\/b>and the <\/span>National Building Code<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

Parliament must set up an <\/span>accessibility committee<\/span><\/b> urgently. It must be tasked with delivering recommendations in a time-bound manner on making every aspect of the Parliamentary process more <\/span>disabled-friendly<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Central and state level procurement laws and policies must incorporate <\/span>accessibility criteria<\/span><\/b> in public procurement. Tender documents must set out applicable <\/span>accessibility standards<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

The deficiencies in the <\/span>Sugamya Bharat app<\/span><\/b> should be rectified so as to enable a well-meaning intervention to realise its full potential.<\/span>\u00a0<\/span><\/p>\n

The Department of Disability must take the lead in ensuring that <\/span>accessibility targets<\/span><\/b> are met.<\/span>\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
