It also explains the challenges and opportunities for India.<\/p>\n<h5><strong>What are six hard realities for the Indian strategic establishment?<\/strong><\/h5>\n<p><strong>Russia-Ukraine war<\/strong>: The Russian invasion of Ukraine has upended the<strong> global order<\/strong> in place since World War II. It has impacted the world\u2019s <strong>food and energy security<\/strong>. It can lead to <strong>global economic recession<\/strong>.<\/p>\n<p>The <strong>nuclear threat<\/strong> from Russian leaders is a cause of worry. The <strong>Strategic alignment <\/strong>between Russia and China is another concern.<\/p>\n<p><strong>China\u2019s aggression:<\/strong> <strong>China&#8217;s aggressive behaviour in the Indo-Pacific<\/strong> may create disruptions. India is facing that <strong>aggression <\/strong>on its border.<\/p>\n<p>China is also constructing an island in the <strong>South China Sea<\/strong>.<\/p>\n<p><strong>Ties with the West being tested:<\/strong> India\u2019s ties with the West are going through a stress test due to the <strong>Russia factor<\/strong>. The India balancing act has been perceived as opportunistic by US and Europe.<\/p>\n<p>Delhi is seen as following its interests and not being guided by \u201c<strong>shared values\u201d<\/strong>. European partners have criticised India for buying cheap oil from Russia.<\/p>\n<p>There is absence of a full time <strong>US ambassador<\/strong> in India for two years.<\/p>\n<p><strong>Engagement with Taliban:<\/strong> India reopened its limited operations in the Indian embassy in Kabul\u00a0 in June. Delhi had begun the process of <strong>re-engaging<\/strong> by sending <strong>humanitarian aid<\/strong>. It has made a commitment of USD 80 million for improving the lives of Afghans.<\/p>\n<p>But, India will not compromise on <strong>extremism and rights of minorities and women<\/strong>.<\/p>\n<p>Finally, Delhi is finally looking at the Taliban as a <strong>political actor<\/strong>.<\/p>\n<p><strong>Pakistan turmoil:<\/strong> \u00a0Imran Khan led government was ousted and the Shehbaz Sharif-led coalition has formed the government in May. The rhetoric against India has lowered a bit. But, there has been no movement in <strong>bilateral ties<\/strong>.<\/p>\n<p>Towards the end of the year, Pakistan got a new Army chief. This is the <strong>real transition of power <\/strong>in this country.<\/p>\n<p><strong>Neighbourhood in crisis:<\/strong> The Sri Lankan <strong>economic and political crisis<\/strong> was a major challenge in the neighbourhood. India provided humanitarian aid, fuel, medicines.<\/p>\n<p>Delhi is also helping the island country negotiate an <strong>economic debt relief package<\/strong> from the International Monetary Fund.\u00a0 Delhi wants a government that understands India\u2019s <strong>security and strategic interests<\/strong>.<\/p>\n<p>Engagement with Myanmar has continued in <strong>low-key visits<\/strong>. India has sought to not i<strong>solate <\/strong>the military regime, unlike the western partners.<\/p>\n<p>The key impact has been the <strong>influx of refugees<\/strong> from Myanmar to the north-eastern states through the <strong>porous borders<\/strong>. There are\u00a0 concerns about <strong>non-state actors <\/strong>creating trouble in the north-east.<\/p>\n<h5><strong>What are six challenges and opportunities for 2023? <\/strong><\/h5>\n<p><strong>Dealing with China:<\/strong> Beijing is challenging the <strong>status quo<\/strong>, not just in eastern Ladakh but in other sectors along the border with India. It was evident from the Arunachal clash.<\/p>\n<p>As China sees itself as a <strong>superpower<\/strong>, there will be\u00a0 more clashes and competing interests with India. It will have to be resolved through negotiations.<\/p>\n<p><strong>Engaging with Russia<\/strong>: The<strong> border standoff<\/strong> with China has shown Russia\u2019s importance in India\u2019s strategic calculus.<\/p>\n<p>However, increasing closeness between Russia and China is cause of worry for India. Economic relations have formed the <strong>\u201cnew strategic basis\u201d<\/strong> for Sino-Russian relations.<\/p>\n<p>India will try to engage with both Russia and the West, and put its strategic defence and national security interests first.<\/p>\n<p><strong>G20 as a global stage:<\/strong> New Delhi, has already positioned itself as the <strong>\u201cvoice of the Global South\u201d<\/strong>. It will seek to put its priorities on the global forum.<\/p>\n<p>In this context, it will also seek to bring Russia and the West together and end the conflict in Europe. If it manages to do so, it can claim a diplomatic win.<\/p>\n<p><strong>Ties with the West:<\/strong> Delhi will have to address the concerns of European and American partners. In fact, the <strong>G20 preparations<\/strong> will give some opportunity to do that.<\/p>\n<p><strong>Challenge in the neighbourhood<\/strong>: Sri Lanka will continue to demand India\u2019s <strong>humanitarian, financial and political attention<\/strong> in the new year.<\/p>\n<p>India will also be part of <strong>political conversation<\/strong> in Maldives. The Maldives is going to polls in September. Delhi will be watching closely as political parties try to project India as the bully and a big brother.<\/p>\n<p>Bangladesh also goes into <strong>election mode<\/strong> in 2023. India will be looking at the prospects of Sheikh Hasina after a long political journey that has brought<strong> security in India\u2019s eastern states<\/strong>.<\/p>\n<p>In Nepal,Pushpa Kamal Dahal Prachanda has become the Prime Minister. Former PM Oli is holding the keys to the government. This will pose a significant challenge for Delhi. <strong>Beijing\u2019s influence<\/strong> is growing in Kathmandu in recent years.<\/p>\n<p><strong>Pakistan\u2019s crucial year<\/strong>: Elections in Pakistan are scheduled for later in 2023. The new civilian government and the Army chief will shape their attitude towards India.<\/p>\n<h5><strong>What is the way forward for our strategic establishment?<\/strong><\/h5>\n<p>Our domestic efforts will need to be bolstered by <strong>smart partnerships<\/strong> with others. <strong>New relationships <\/strong>are necessary.
