{"id":221802,"date":"2023-01-10T19:36:49","date_gmt":"2023-01-10T14:06:49","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=221802"},"modified":"2023-01-10T19:36:49","modified_gmt":"2023-01-10T14:06:49","slug":"report-on-municipal-finances-municipal-corporations-in-india-are-gasping-for-funds","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/report-on-municipal-finances-municipal-corporations-in-india-are-gasping-for-funds\/","title":{"rendered":"Report on municipal finances: Municipal corporations in India are gasping for funds"},"content":{"rendered":"\n<p><b>Source: <\/b><span style=\"font-weight: 400;\">The post is based on the article<\/span><b> \u201cMunicipal corporations in India are gasping for funds\u201d <\/b><span style=\"font-weight: 400;\">published in <\/span><b>Business Standard <\/b>on<b> 10th January 2023<\/b><\/p>\n<h5><b>What is the News?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The Reserve Bank of India(RBI) has released a <\/span><span style=\"font-weight: 400;\">study titled \u201cReport on municipal finances\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The study reveals how municipal bodies are increasingly dependent on fund transfers from the State and the Centre while their revenue earning capacity is limited.\u00a0<\/span><\/p>\n<h5><b>What are the key findings from the study?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The combined budget of all the municipal corporations in India <\/span><b>is much smaller than that of the Central and State governments.<\/b><\/p>\n<p><b>Inadequate Taxes: <\/b><span style=\"font-weight: 400;\">Taxes earned by municipal corporations in India are grossly inadequate to meet their expenditure needs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 In India, the own tax revenue of municipal corporations, comprising property tax, water tax, toll tax and other local taxes, formed 31-34% of the total revenue in the FY18-FY20 period. This share was low compared to many other countries and it also declined over time.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 Limited funds aside about 70% of it gets spent on salaries, pensions and administrative expenses with the rest left for capital expenditure. Above all, municipal corporations don\u2019t borrow much leaving them gasping for funds.<\/span><\/p>\n<p><b>Variations in Tax revenue: <\/b><span style=\"font-weight: 400;\">Large variations can be observed if the municipal corporations&#8217; own tax revenue is sliced State-wise.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 The own tax revenue of municipal corporations as a share of the State\u2019s GDP in 2017-18 crossed the 1% mark in Delhi, Gujarat, Chandigarh, Maharashtra and Chhattisgarh, while it was 0.1% or less in Karnataka, Goa, Assam and Sikkim.<\/span><\/p>\n<p><b>Major revenue from property taxes:<\/b><span style=\"font-weight: 400;\"> Municipal corporations&#8217; revenue-raising capabilities are dependent on property taxes.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 In 2017-18, the property taxes formed over 40% of the municipal corporations\u2019 own tax revenue. Despite such dominance, property tax collection in India was much lower compared to OECD countries due to undervaluation and poor administration.<\/span><\/p>\n<p><b>Dependent on Funds:<\/b><span style=\"font-weight: 400;\"> The \u200b\u200bmunicipal bodies are increasingly dependent on fund transfers from the State and the Centre. Property taxes are not efficiently collected.
