{"id":221961,"date":"2023-01-11T19:10:53","date_gmt":"2023-01-11T13:40:53","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=221961"},"modified":"2023-01-11T19:10:53","modified_gmt":"2023-01-11T13:40:53","slug":"no-change-in-air-quality-in-most-cities-covered-by-national-programme","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/no-change-in-air-quality-in-most-cities-covered-by-national-programme\/","title":{"rendered":"No change in air quality in most cities covered by national programme"},"content":{"rendered":"\n<p><b>Source: <\/b><span style=\"font-weight: 400;\">The post is based on the article <\/span><b>\u201cNo change in air quality in most cities covered by national programme<\/b><span style=\"font-weight: 400;\">\u201d published in <\/span><b>The Hindu <\/b>on <b>11th January 2023<\/b><\/p>\n<h5><b>What is the News?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The Centre for Research on Energy and Clean Air has released a report analyzing the impact of the National Clean Air Programme(NCAP), India\u2019s first national policy on curbing air pollution.<\/span><\/p>\n<h5><b>What is the National Clean Air Programme(NCAP)?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The National Clean Air Programme (NCAP) was launched by the Ministry of Environment Forest &amp; Climate Change (MoEF&amp;CC) in 2019.<\/span><\/p>\n<p><b>Aim:<\/b> <span style=\"font-weight: 400;\">To bring a 20%-30% reduction in pollution levels from PM2.5 and PM10 particles by 2024, using 2017 pollution levels as a base.<\/span><\/p>\n<p><b>Coverage:<\/b><span style=\"font-weight: 400;\"> It covers 132 of India\u2019s most polluted or so-called non-attainment cities. This is defined as a city whose air quality did not meet the national ambient air quality standards from 2011 to 2015.<\/span><\/p>\n<p><b>Funding: <\/b><span style=\"font-weight: 400;\">For disbursing funds, the Central Pollution Control Board which coordinates the programme, only considers levels of PM10, the relatively larger, coarser particles.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 However PM2.5, the smaller, more dangerous particles, aren\u2019t monitored as robustly in all cities, mostly due to the lack of equipment.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 Cities are required to quantify improvement starting 2020-21, which requires 15% and more reduction in the annual average PM10 concentration and a concurrent increase in \u201cgood air\u201d days to at least 200.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 Anything fewer will be considered \u2018low\u2019 and the funding, provided by the Centre via the Environment Ministry, consequently be reduced.<\/span><\/p>\n<h5><b>What has been the progress of NCAP according to the report?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Air quality has improved in only 49 out of 131 cities in 2021-22 from the previous financial year\u2019s figure.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Less polluted cities like Bengaluru, Mumbai and Chennai are seeing an increase in pollutants while the worst ones like Ghaziabad marginally improved their air quality.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Only 38 of the 131 cities that were given annual pollution reduction targets under agreements signed between State Pollution Control Boards (SPCBs), Urban Local Bodies (ULBs) and the Centre managed to meet the targets for 2021-22.<\/span><\/p>\n<p><b>Suggestion: <\/b><span style=\"font-weight: 400;\">The report estimates India will need to install more than 300 manual air quality monitoring stations per year to reach the NCAP goal of 1,500 monitoring stations by 2024.
