What is the Aspirational Blocks Programme and how will it be implemented?<\/strong><\/h2>\n

This programme focuses on improving governance<\/strong>. The objective is to enhance the quality of life of citizens<\/strong> in the underdeveloped blocks of India.<\/p>\n

This will be done by converging existing schemes, defining outcomes, and monitoring them<\/strong> on a constant basis.<\/p>\n

The ABP is built on the success of the government\u2019s flagship Aspirational Districts Programme<\/strong>.<\/p>\n

An inter-ministerial committee<\/strong> in consultation with states had identified 500 blocks <\/strong>from across 28 states and four Union territories.<\/p>\n

ABP will focus on monitoring 15 key socio-economic indicators categorised under major sectors<\/strong>. These sectors are health and nutrition, education, agriculture and water resources, financial inclusion and skill development, basic infrastructure and social development.<\/p>\n

States having the flexibility to include additional state-specific socio-economic indicators<\/strong> to address local challenges.<\/p>\n

The indicators will be tracked on a real-time basis<\/strong> and periodic rankings<\/strong> will be released across key thematic areas.<\/p>\n

What is the role of blocks for development?<\/strong><\/h2>\n

The focus on blocks shows the historic importance<\/strong> of blocks introduced in 1952 for developmental goals.<\/p>\n

Development locks ensure that a larger than proportionate share of development <\/strong>reaches the marginalised and vulnerable sections<\/strong> of the population by building social and economic infrastructure<\/strong>.<\/p>\n

It ensures that a \u201cone-size-fits-all\u201d approach<\/strong> is not applied to every part of the country. The block administration can adopt customised approaches<\/strong> based on the context of the region and the most emergent needs.<\/p>\n

This method also brings the decision-making process <\/strong>closer to the grassroots.<\/p>\n

How has the Aspirational District Programme been successful?<\/strong><\/h2>\n

The ADP has shown that if development is taken as a \u201cJan Andolan\u201d<\/strong> and progress of a district is constantly monitored<\/strong>, success would follow.<\/p>\n

In the last five years, many aspirational districts have bettered their performance, across several indicators, than the state average values.<\/p>\n

For example, Paschimi Singbhum<\/strong>, a district in Jharkhand has raised registration of pregnant women within the first trimester from just 39% in 2018 to 91% in 2022.<\/p>\n

Kupwara in Jammu and Kashmir<\/strong> has increased the percentage of secondary schools with functional electricity<\/strong> from less than 50% in 2018 to more than 95% in 2022.<\/p>\n

There are other success stories like deploying self help groups in rural Ranchi<\/strong> to promote financial inclusion and financial literacy<\/strong> using UPI and BHIM apps.<\/p>\n

In rural Osmanabad in Maharashtra,<\/strong> court services were completely digitised to improve speed and access to justice<\/strong>.<\/p>\n

The Finance Minister in her 2022 Union Budget speech<\/strong> mentioned that 95% of 112 aspirational district<\/strong>s have made significant progress in major indicators such as health, nutrition, financial inclusion, and skill development.<\/p>\n

What are the main achievements sought by the Aspirational Block Programme?<\/strong><\/h2>\n

Some blocks under ADP continue to under-perform. The reasons can be difficult terrain, lack of resources, historical injustice, social marginalisation and community vulnerability<\/strong>.<\/p>\n

The ABP aims to address these inequalities by improving governance and last mile service delivery<\/strong> at the block level.<\/p>\n

Several line departments of the block administration will converge and work in unison<\/strong> to bridge critical administrative gaps. T<\/p>\n

This holistic development<\/strong> will lead to economic development. This will also aid the achievement of critical targets identified under SDGs.<\/p>\n

The programme strives to protect the rights and uphold the dignity<\/strong> of every single citizen. It will achieve it by increasing their awareness and enhancing access<\/strong> to government schemes.<\/p>\n

It also provides a common platform<\/strong> for all block administrations to showcase their best practices and learnings<\/strong>.<\/p>\n

This forward-looking programme<\/strong> will leverage the three Cs of convergence, collaboration, and competition<\/strong> to achieve this vision.<\/p>\n","protected":false},"excerpt":{"rendered":"
