{"id":224238,"date":"2023-01-30T20:30:45","date_gmt":"2023-01-30T15:00:45","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=224238"},"modified":"2023-02-20T14:53:59","modified_gmt":"2023-02-20T09:23:59","slug":"green-debut-green-bonds-can-help-lower-borrowing-cost","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/green-debut-green-bonds-can-help-lower-borrowing-cost\/","title":{"rendered":"Green debut \u2013 Green bonds can help lower borrowing cost"},"content":{"rendered":"\n<p><strong>Source<\/strong>: The post is based on an article\u00a0<strong>\u201c<\/strong><strong>Green debut \u2013 Green bonds can help lower borrowing cost<\/strong>\u201d published in <strong>Business Standard<\/strong> on\u00a0<strong>30<sup>th<\/sup> January 2023<\/strong>.<\/p>\n<p><strong>Syllabus: GS 3 \u2013 <\/strong><strong>Economic Development<\/strong><\/p>\n<p><strong>Relevance: <\/strong><strong>About green bonds<\/strong><\/p>\n<p><strong>News<\/strong>: The Reserve Bank of India <strong>(RBI)<\/strong> last week for the first time issued sovereign green bonds worth Rs 8,000 crore on behalf of the Government of India.<\/p>\n<h2><strong>What is the present scenario of green bonds?<\/strong><\/h2>\n<p>The government is planning to issue such bonds worth Rs 16,000 crore this year as part of the overall market borrowing programme.<\/p>\n<p>Green bonds are attracting the investors who are willing to accept <strong>lower returns<\/strong> to support green initiatives.<\/p>\n<p>Even at global level, governments have used green bonds in a limited way.<\/p>\n<p>According to the International Monetary Fund <strong>(IMF),<\/strong> sovereign green bonds constituted only about <strong>2 percent of the total issuance<\/strong> between 2016 and 2022.<\/p>\n<p>Moreover, the Indian government issued green bonds as <strong>five- and 10-year securities.<\/strong> The yields given by green bonds are lower than the regular bonds for the same tenure. This yield difference is referred to as <strong>\u201cgreenium\u201d<\/strong>.<\/p>\n<p>According to the <strong>IMF<\/strong>, greenium is initially lower between the two bonds but as the markets emerge the yields will increase.<\/p>\n<p>Amongst those who participated in the auction of green bonds were public-sector banks, insurance companies and Foreign Institutional Investors.<\/p>\n<p>Moreover, the government has constituted a Green Finance Working Committee (GFWC) for optimal utilisation of the funds raised through green bonds.<\/p>\n<h2><strong>What is the Green Finance Working Committee (GFWC) and what are its functions?<\/strong><\/h2>\n<p>GFWC will support the <strong>Ministry of Finance (MoF)<\/strong> in selecting and evaluating green projects within the framework.<\/p>\n<p>It will also supervise an annual report with details on the allocation of proceeds, project details, the status of implementation, and the level of unallocated proceeds.<\/p>\n<p>The committee will have <strong>representation from relevant ministries<\/strong>. It will be <strong>chaired by the chief economic adviser to the government. <\/strong><\/p>\n<p>A mechanism has been planned to ensure funds are used only for the stated purpose. The environmental impact of projects will be brought out separately.<\/p>\n<p>The <strong>proceeds will be deposited in the Consolidated Fund of India<\/strong> and will be made available for green projects. For this, the MoF will maintain a separate account.<\/p>\n<h2><strong>What is the way ahead?<\/strong><\/h2>\n<p>The government has also decided to engage third-party reviewers to provide annual assessments of the funds utilized for the green projects.<\/p>\n<p>Hence, <strong>transparency is necessary<\/strong> for implementing the framework because it would help lower the cost of borrowing for the government.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post is based on an article\u00a0\u201cGreen debut \u2013 Green bonds can help lower borrowing cost\u201d published in Business Standard on\u00a030th January 2023.
