{"id":224680,"date":"2023-02-02T19:04:51","date_gmt":"2023-02-02T13:34:51","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=224680"},"modified":"2023-02-22T12:18:51","modified_gmt":"2023-02-22T06:48:51","slug":"what-is-the-governments-new-policy-of-upi-for-nris","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/what-is-the-governments-new-policy-of-upi-for-nris\/","title":{"rendered":"What is the government\u2019s new policy of UPI for NRIs?"},"content":{"rendered":"\n<p><b>Source: <\/b><span style=\"font-weight: 400;\">The post is based on the articl<\/span><b>e \u201cWhat is the government\u2019s new policy of UPI for NRIs?\u201d <\/b><span style=\"font-weight: 400;\">published in<\/span><b> The Hindu <\/b>on <strong>2nd<\/strong><b>\u00a0February 2023.<\/b><\/p>\n<h2><b>What is the News?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">National Payments Corporation of India(NPCI) has paved the way for international (phone) numbers to be able to transact using UPI.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Recently, the Union Cabinet approved an incentive scheme for the promotion of RuPay debit Cards and low-value BHIM-UPI transactions (person-to-merchant) in FY 2022-23.\u00a0<\/span><\/p>\n<h2><b>How can NRI\u2019s access UPI?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Non-resident accounts such as non-resident external accounts (NRE) and non-resident ordinary accounts(NRO) having international numbers will now be allowed into the <\/span><a href=\"https:\/\/forumias.com\/blog\/what-is-unified-payments-interface-upi\/\"><span style=\"font-weight: 400;\">UPI payment system<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">NRE accounts are those used by non-residents to transfer earnings from foreign soil to India while NRO accounts are used to manage income earned in India by non-residents. These incomes could be rent, interest, pension, among other things.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At present, users from ten countries will be able to avail the facility\u2014 Singapore, Australia, Canada, Hong Kong, Oman, Qatar, the U.S., Saudi Arabia, UAE, and the U.K.<\/span><\/p>\n<p><b>Significance of this initiative:<\/b><span style=\"font-weight: 400;\"> This development would allow NRIs to use the payment method for making utility bill payments for their families (or themselves) in India, make purchases from e-commerce or online platforms and make payments to physical merchants who accept UPI QR-based payments when they travel to India.<\/span><\/p>\n<h2><b>What is the discussion on MDR?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Merchant Discount Rate (MDR) is the charge recovered by the acquirer from the final recipient of the payment, that is, the merchant. It is collected by the acquirer to compensate the varied service providers and intermediaries in the payment system.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Presently, there is no MDR charge levied for RuPay-based debit card and UPI transactions. Stakeholders are hence concerned over cost recovery for the services they provide.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Reserve Bank of India(RBI) and various stakeholders expressed concerns about the potential adverse impact of the zero MDR regime on the growth of the digital payments\u2019 ecosystem.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To address these concerns, the Government of India launched the\u00a0<\/span><span style=\"font-weight: 400;\">\u201c<\/span><a href=\"https:\/\/forumias.com\/blog\/centre-earmarks-%e2%82%b92600-crore-as-incentive-for-banks-to-promote-digital-payments\/\"><b>Incentive scheme to promote payments using RuPay cards and the Unified Payments Interface (UPI)<\/b><\/a><span style=\"font-weight: 400;\">\u201d.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post is based on the article \u201cWhat is the government\u2019s new policy of UPI for NRIs?\u201d published in The Hindu on 2nd\u00a0February 2023.
