{"id":224963,"date":"2023-02-03T20:19:37","date_gmt":"2023-02-03T14:49:37","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=224963"},"modified":"2023-02-20T14:37:34","modified_gmt":"2023-02-20T09:07:34","slug":"decluttering-the-defence-budget","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/decluttering-the-defence-budget\/","title":{"rendered":"Decluttering the defence budget"},"content":{"rendered":"\n<p><strong>Source<\/strong>: The post is based on an article\u00a0\u201c<strong>Decluttering the defence budget<\/strong>\u201d published in <strong>Business Standard<\/strong> on\u00a0<strong>3<sup>rd<\/sup> February 2023<\/strong>.<\/p>\n<p><strong>Syllabus: GS 3 \u2013 Government Budgeting<\/strong><\/p>\n<p><strong>Relevance: <\/strong><strong>Budget 2023-24 for the defence <\/strong><\/p>\n<p><strong>News<\/strong>: The article discusses the shortcomings of the Budget 2023-24 in the defence sector.<\/p>\n<h2><strong>What are the shortcomings with the budget in the defence sector?<\/strong><\/h2>\n<p><strong>Decline in budgetary outlay:<\/strong> The defence budget, including pensions to veterans, has for the <strong>first time fallen to below two percent of the GDP<\/strong>.<\/p>\n<p>The defence budget showed a rise of 13 percent over the previous year\u2019s budget.\u00a0However, <strong>this rise in the defence budget is only 1.5 percent when compared to the revised estimates for the last year.<\/strong><\/p>\n<p>Moreover, capital outlay for modernisation and infrastructure development increased to 57 per cent since 2019-20.\u00a0However, compared to last year\u2019s capital budget allocations, <strong>this year\u2019s capex allocation represents a raise of barely 6 percent.<\/strong><\/p>\n<p>This is inadequate because of prevailing macro-fiscal environment of high inflation and a falling rupee.<\/p>\n<p>Moreover, the <strong>defence capital allocations form a part of the capital investment<\/strong> outlay in the Union Budget.<\/p>\n<p>While the capital investment outlay has risen for the third year in a row by 33 percent, the rise in defence capital allocations is not upto the mark.<\/p>\n<p><strong>Inadequate distribution of the budget amongst the three services:<\/strong> The distribution of the capex fund amongst the three services (Airforce, Army, Navy) <strong>is not uniform<\/strong>.\u00a0The allocations would have been made on the basis of roles assigned to each service by National Security Strategy <strong>(NSS).<\/strong><\/p>\n<p><strong>NSS objectives would have made budget allocations more effective<\/strong> because that would determine the kind of warships, equipment, tanks, missiles, etc. needed for the three services.<\/p>\n<p>However, the current budget has allocated non-uniform fund to the three services without keeping in mind these objectives.<\/p>\n<p><strong>Inadequate allocation of the budget to other organization of the defence<\/strong>: The budget allocations for <strong>the coast guard, the Jammu &amp; Kashmir Light Infantry and for the Border Roads Organisation is not as expected<\/strong>. These organizations form a part of the defence ministry budget.<\/p>\n<p>Therefore, the budget allocations would have been made according to their role and functions.\u00a0However, this has not been done.<\/p>\n<p>Hence, it would be better to allow those organizations to <strong>have their own demand for grant or to consolidate their allocations<\/strong> along with the consolidation of Defence R&amp;D Organisation budget.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: The post is based on an article\u00a0\u201cDecluttering the defence budget\u201d published in Business Standard on\u00a03rd February 2023.
