{"id":225702,"date":"2023-02-08T20:37:49","date_gmt":"2023-02-08T15:07:49","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=225702"},"modified":"2023-02-20T14:13:01","modified_gmt":"2023-02-20T08:43:01","slug":"boosting-pharma-research","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/boosting-pharma-research\/","title":{"rendered":"Boosting pharma research"},"content":{"rendered":"\n<p><strong>Source:<\/strong> This post is created based on the article \u201cBoosting pharma research\u201d, published in Business Standard on 8<sup>th<\/sup> Feb 2023.<\/p>\n<p><strong>Syllabus Topic:<\/strong> GS Paper 3 \u2013 Industries and industrial policies<\/p>\n<p><strong>News:<\/strong> Government is going to introduce research-linked incentive (RLI) scheme for pharmaceutical sector, just like PLI scheme for other sectors.<\/p>\n<p>Not much is clear about the scheme, but specific areas within the pharma sector \u2014 including antibiotics and biosimilars, could be the target areas.<\/p>\n<h2><strong>What are the needs of boost to pharmaceutical sector?<\/strong><\/h2>\n<p>Research and development (R&amp;D) spending in the sector is too low.<\/p>\n<p>In fact, multinational pharma companies operating in India are spending higher part of their domestic revenue on R &amp; D than by Indian companies.<\/p>\n<p>R &amp; D is still not considered profitable by companies. Because they have not yet seen visible returns on any successful innovation in India.<\/p>\n<h2><strong>What are things to be considered before launching the scheme?<\/strong><\/h2>\n<p>If RLIs are linked to individual projects, then there will be a dilemma whether higher R&amp;D will be achieved over time without unsustainable expenditure by the government.<\/p>\n<p>A separate vertical for incentives for micro, small, and medium enterprises to invest in R&amp;D cannot replace the need for access to basic science and cheap financing and human capital that allows such start-ups to flourish.<\/p>\n<p>It would be difficult to identify sub-sectors within the pharma business that would be the most productive recipients of RLI.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: This post is created based on the article \u201cBoosting pharma research\u201d, published in Business Standard on 8th Feb 2023.
