A new world order is emerging.<\/p>\n<h2><strong>What is the shape of current world order?<\/strong><\/h2>\n<p>The U.S. still remains the world\u2019s <strong>most powerful military power<\/strong>. But the U.S.\u2019s ability to <strong>shape geopolitical outcomes<\/strong> is clearly in decline. It was seen in its withdrawal from Afghanistan after 20 years of war or the Russian invasion of Ukraine.<\/p>\n<p>These changes actually <strong>leave the world in a flux<\/strong>. There\u2019s a lack of clarity on which direction the world is headed. It makes policy making harder for<strong> middle powers like India<\/strong>.<\/p>\n<p>Even if a new cold war breaks out between the U.S. and China, <strong>the global orde<\/strong>r is unlikely to be bipolar.<\/p>\n<p>During the Cold War, the world was divided into two ideologies and two systems. Today\u2019s world is much<strong> more diverse ideologically and integrated economically. <\/strong><\/p>\n<h2><strong>What are the foreign policy challenges faced by India in recent times?<\/strong><\/h2>\n<p>India faces an entirely new set of challenges in the <strong>new global disorder.<\/strong> The arena of the looming <strong>U.S.\u00adChina great power contest<\/strong> is Asia. It is <strong>unfolding right in India\u2019s neighbourhood.<\/strong><\/p>\n<p>During the Cold War, India didn\u2019t have <strong>hostile relations with any of the opposing superpowers.<\/strong> Today, India would be tempted to join the American bloc as it faces the China problem. There is a c<strong>onvergence of interests <\/strong>between India and the U.S. when it comes to China.<\/p>\n<p>The <strong>power imbalance<\/strong> between India and China has widened in recent years. China has also developed a <strong>strategic partnership with Pakista<\/strong>n. It is <strong>raising its influence in other South Asian and Indian Ocean countries<\/strong>. Besides, the border situation is hostile after the Glawan incident.<\/p>\n<p>But Russia\u2019s invasion of Ukraine has complicated India\u2019s options further.<\/p>\n<p>Russia is a <strong>traditional partner<\/strong> with which India has deep defence ties. India is under huge pressure from its partners to take a more <strong>critical position on Russia\u2019s actions<\/strong>.<\/p>\n<p>Besides, India also worries that the West\u2019s move to<strong> isolate Russia <\/strong>in Europe would push the country further into the <strong>Chinese embrace<\/strong>. Any policy decisions should factor in these delicate changes under way in global politics.<\/p>\n<h2><strong>What is the way forward for Indian foreign policy establishment?<\/strong><\/h2>\n<p>India should prepare itself for a <strong>prolonged strategic competition<\/strong> with China. India could perhaps learn a lesson from what China did in the 1970s.<\/p>\n<p>The Soviet Union was <strong>China\u2019s ideological brother and neighbou<\/strong>r.\u00a0 It broke away from the Soviet communist fold and built a <strong>quasi alliance with the U.S<\/strong>. It helped the<strong> \u2018imperialist bloc<\/strong>\u2019 to defeat the Soviet communists.<\/p>\n<p>Once it acquired enough <strong>economic and military power<\/strong>, China started gradually challenging the U.S.<\/p>\n<p>India\u2019s primary focus should be on <strong>transforming itself economically and militarily<\/strong>. It should stay focussed on its rise and <strong>bridging the gap with China<\/strong>. It should present itself as a <strong>natural stabilising power in South Asia and the Indian Ocean Region.<\/strong><\/p>\n<p>However, China is not the only problem India faces. In <strong>continental Asia<\/strong>, India sees a different set of challenges, especially after the U.S. withdrawal from Afghanistan and the Taliban\u2019s return to power.<\/p>\n<p>India has to address its <strong>continental security challenges <\/strong>and manage its inroads into Central Asia. For this, India has to work with <strong>Eurasian powers such as Russia and Iran<\/strong>. Both of which are at odds with the U.S.<\/p>\n<p>So, abandoning its <strong>strategic autonomy<\/strong> and j<strong>oining a U.S.\u00adled bloc <\/strong>would limit India\u2019s options in the new world. It will also provoke China. An open conflict with China doesn\u2019t serve India\u2019s <strong>strategic interests.<\/strong><\/p>\n<p>There could be many power centres in the new world order. India should opt for <strong>multi\u00adengagement not multi\u00adalignment <\/strong>as some experts have suggested for a multipolar world.<\/p>\n<p>It should aim to create <strong>new pillars of the new order by engagement and partnership with middle powers.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source&#8211; The post is based on the article \u201cThe middle path for India in the new world disorder\u201d published in The Hindu on 1st March 2023.
