It has resulted in the abandonment of <strong>post-war pacific policy towards strategic matters<\/strong>. This is evident in <strong>Germany\u2019s increased military spending.<\/strong><\/p>\n<p><strong>Russia\u2019s war and China\u2019s assertive posturing <\/strong>have brought into question Germany\u2019s approach of change through trade. It has prompted a rethink of its <strong>energy and trade dependencies.<\/strong> The focus is now on <strong>diversifying economic relations. <\/strong><\/p>\n<p>In a departure from <strong>previous Asia polic<\/strong>y that centred around China, Mr. Scholz first visited Japan after assuming office in 2021. He later invited Mr. Modi for the <strong>6th Intergovernmental Consultations<\/strong> to Berlin.<\/p>\n<p>This enhanced <strong>political outreach to Asia<\/strong> is part of Germany\u2019s <strong>overall strategy for the Indo\u00adPacific Region<\/strong>. It mentions India as a<strong> key partner.<\/strong><\/p>\n<p>For Germany, the <strong>stability of supply chains and trade routes<\/strong> linking Asia to Europe assumes critical importance. The reason is its status as Europe\u2019s <strong>economic powerhouse and its reliance on exports. <\/strong><\/p>\n<h2><strong>What are the points of convergence between India and Germany?<\/strong><\/h2>\n<p>As ties with Russia and China are uncertain, Europe is prioritising <strong>values based partnerships with like minded countries<\/strong>. It can advance India\u00ad-German cooperation.<\/p>\n<p>The German government\u2019s <strong>coalition agreement in 2021 <\/strong>refers to relations with India among its top foreign policy priorities.<\/p>\n<p>Mr. Scholz has expressed Germany\u2019s intent to enhance its <strong>strategic involvement in the Indo-Pacific through greater military deployment.<\/strong><\/p>\n<p>Germany\u2019s symbolic gesture of <strong>sending its frigate Bayern to the Indo\u00adPacific in 2021<\/strong>, with a stopover in Mumbai was a demonstration of this.<\/p>\n<p>A recent agreement on <strong>India\u00ad-Germany triangular cooperation<\/strong> involving development projects in third countries is also an important step in this direction.<\/p>\n<p><strong>What is the status of the bilateral relationship between India and Germany?<\/strong><\/p>\n<p><strong>Defence and security<\/strong>&#8211; New Delhi attempts to <strong>diversify from its military dependence<\/strong> on Russia. Berlin is also r<strong>eassessing its arms exports policy<\/strong>. Germany could become an <strong>important defence partner<\/strong> for India.<\/p>\n<p>The recent meetings between heads of the states included discussions around <strong>co\u00addevelopment of military hardware and tech transfers. <\/strong><\/p>\n<p>A deal worth $5.2 billion where Germany would jointly build <strong>six conventional submarines in India <\/strong>could be underway. Besides, the first ever <strong>France-\u00adIndia\u00ad-Germany military exercise drill <\/strong>is slated to take place in 2024.<\/p>\n<p>Yet, it is important for the two countries to set <strong>realistic expectations in the security realm. <\/strong>Despite their common concerns regarding stability in the Indo\u00adPacific, Germany does not share a border with China.<\/p>\n<p>India has <strong>territorial conflicts<\/strong> with China. Despite the lack of German trust in China, there exists <strong>economic interdependence. <\/strong><\/p>\n<p>It is encouraging that Germany is drafting a<strong> new official China strategy<\/strong> amidst a wider national security strategy.<\/p>\n<p><strong>On global issues<\/strong>&#8211; India and Germany also cooperate in <strong>multilateral forums, as part of the G\u00ad4 grouping<\/strong> pushing for United Nations Security Council reform.<\/p>\n<p>Discussions on the Russia\u00ad Ukraine conflict and its <strong>global repercussions<\/strong> were the c<strong>entre stage of talks <\/strong>between two Modi and Scholaz. Prime Minister Narendra Modi has reiterated India\u2019s commitment to contribute to any peace process.<\/p>\n<p><strong>Economy<\/strong>&#8211; Germany is <strong>India\u2019s largest economic partne<\/strong>r in the European Union (EU). The Chancellor had a high powered business delegation with him during visit to India.<\/p>\n<p><strong>Clean energy and green technologies-<\/strong> It has emerged as the central pillar in the partnership. The <strong>Green and Sustainable Development Partnership<\/strong> was launched last year. There exists cooperation in the area of <strong>green hydrogen. <\/strong><\/p>\n<p><strong>Mobility and migration<\/strong>&#8211; It is also a focus area. Germany has shortages of <strong>skilled manpower; <\/strong>where technically skilled Indians could help plug this gap.<\/p>\n<h2><strong>What is the future of bilateral partnership?<\/strong><\/h2>\n<p>The relationship is steadily evolving into a more <strong>wholesome Partnership.<\/strong><\/p>\n<p><strong>Divergent positions on the war<\/strong> have not undermined India\u2019s <strong>regular political engagements <\/strong>with Europe.<\/p>\n<p>An intensification of the <strong>Russia-\u00adChina axis<\/strong> could further embolden this alignment.
