It helps to build c<strong>onsumer networks and enable collective action<\/strong>.<\/p>\n<p>Thus, it promotes <strong>consensus building<\/strong>. It also lends <strong>enhanced credibility<\/strong> to decisions on complex matters.<\/p>\n<p>It has led to understanding on issues like <strong>under projecting distribution losses by inflating agricultural consumption<\/strong> and the <strong>need for scrutiny <\/strong>in power purchase contracts.<\/p>\n<p>A consumer\u2019s concerns with the <strong>quality of supply<\/strong> also get discussed and<strong> corrective measures <\/strong>are taken.<\/p>\n<h2><strong>What are issues related to in-person public hearings?<\/strong><\/h2>\n<p>There are issues related to <strong>distance, logistics of transport, or lack of financial support<\/strong>. It could hinder participation in the public hearing.<\/p>\n<h2><strong>What are steps taken by states to improve in person public hearings?<\/strong><\/h2>\n<p>Many State ERCs have tried to <strong>increase access and diversify participation<\/strong>. They have organised <strong>tariff revision public hearings<\/strong> at different locations.<\/p>\n<p>Steps have been taken in some States such as Andhra Pradesh and Odisha for better engagement. They are making a l<strong>ocal language summary of the tariff petition and providing consumer advocate services <\/strong>available to the public.<\/p>\n<h2><strong>What are the benefits associated with online hearing?<\/strong><\/h2>\n<p>Online hearing resolved <strong>transport and logistics issues<\/strong>. It enabled wider attendance from remote Locations. It allowed for <strong>quick convening and multiple meetings.<\/strong><\/p>\n<p>These ERCs also provide a <strong>live streaming feature<\/strong>. It has helped in <strong>improving access, visibility and transparency<\/strong>. Over the last two years, <strong>significant infrastructure and experience <\/strong>toward online hearings have been built by institutions and individuals.<\/p>\n<h2><strong>What are the challenges faced in online hearings?<\/strong><\/h2>\n<p><strong>Technological access and know\u00adledge<\/strong> are not uniform across the country. It creates difficulties for some to participate.<\/p>\n<p>Issues such as<strong> poor Internet connections, technical mishaps, and the use of complex platforms and applications <\/strong>by ERCs hinder participation.<\/p>\n<h2><strong>What are steps taken by states to improve online hearing?<\/strong><\/h2>\n<p>ERCs have taken measures such as providing <strong>step by step guidelines and orientation sessions <\/strong>for more participation. In Maharashtra and Andhra Pradesh, ERCs have set up <strong>facilitation centres<\/strong> across the States for public participation.<\/p>\n<h2><strong>What is the way forward to improve the process of hearings by Electricity Regulatory Commissions?<\/strong><\/h2>\n<p>Public hearing is a<strong> major social platform<\/strong>. There is a need for <strong>more such interaction<\/strong>s and <strong>ensuring transparency and accountability<\/strong> in operations. <strong>Improving access <\/strong>to these public proceedings should be a priority.<\/p>\n<p>The provision of the online mode in addition to in-person hearings would strengthen <strong>public participation. <\/strong>This has been recognised by other institutions such as the National Green Tribunal. They provide e-hearing facility in addition to in-person hearing.<\/p>\n<p>Public hearings conducted in<strong> hybrid mode<\/strong> are best suited to <strong>improving access<\/strong>.
