But, providing functional and efficient infrastructure has always been a struggle for developing economies.<\/p>\n<h2><strong>How is infrastructure perceived in emerging economies?<\/strong><\/h2>\n<p>Infrastructure in emerging economies is considered a <strong>magic bullet.<\/strong> It works as <strong>a national aspiration, a barometer of national progress, a mechanism for job creation, a vehicle for crowding in private investmen<\/strong>t.<\/p>\n<h2><strong>What are the constraints in infrastructure building?<\/strong><\/h2>\n<p>It needs to be built to a <strong>minimum scale<\/strong>, which makes it expensive.<\/p>\n<p>It often has a <strong>public good component<\/strong>. The <strong>social value of infrastructure <\/strong>is higher than its private value to individual users. Hence, private investors tend to find such investments relatively unprofitable.<\/p>\n<p>The <strong>traditional approach to financing infrastructure<\/strong> has relied on <strong>tax revenues or government borrowing<\/strong>. But poorer economies generate less tax revenue. It limits infrastructure investment.<\/p>\n<p>The poor infrastructure due to limited investment <strong>reduces returns to private investment <\/strong>which further affects the growth of the economy.<\/p>\n<p>Attempting to break the cycle by<strong> increasing public borrowing<\/strong> domestically tends to <strong>crowd out private investment.<\/strong><\/p>\n<h2><strong>What has been the approach towards infrastructure financing in India?<\/strong><\/h2>\n<p>India introduced the<strong> PPP model <\/strong>in early 2000s. It incentivised<strong> private sector participation<\/strong> by providing <strong>targeted subsidies for infrastructure investments<\/strong>. Government facilitated the acquisitions of land and primary commodities, and access to credit from public sector banks for infrastructure projects.<\/p>\n<p>The PPP model ended in creation of <strong>non-performing assets<\/strong> <strong>with public sector banks<\/strong>,<strong> private sector bankruptcies<\/strong>, accusations of <strong>widespread corruption<\/strong>, and a change in government in 2014.<\/p>\n<p>The NDA government modified the PPP approach. It assigned the bulk of the infrastructure provisioning for roads, ports, airports, energy, and communications to a<strong> few chosen industrial houses. <\/strong><\/p>\n<p>This is the <strong>\u201cnational champions\u201d model<\/strong>. The government picks a few large conglomerates to implement its development priorities.<\/p>\n<h2><strong>What are the new aspects of the \u201cnational champions\u201d model?<\/strong><\/h2>\n<p><strong>First<\/strong>, infrastructure projects take a long time before they start generating returns. The returns are also low. To <strong>incentivise their investmen<\/strong>t, infrastructure firms need to be given <strong>control over existing projects<\/strong> with strong cash flows. It helps them to <strong>maintain profitability.<\/strong><\/p>\n<p><strong>Second<\/strong>, the public association of the champions with the government\u2019s national development policy generates a <strong>competitive advantage<\/strong> for the champions. It helps them in getting <strong>domestic and foreign contracts.<\/strong> This too guarantees some stable cash flow.<\/p>\n<p><strong>Third<\/strong>, access to some cash-rich projects allows these national champions to <strong>borrow from external credit markets<\/strong> by using these entities as collateral. This <strong>lowers the cost of finance<\/strong> of the other projects. It also <strong>frees up domestic savings<\/strong> for private investment.<\/p>\n<h2><strong>What are the problems associated with the \u201cnational champions\u201d model?<\/strong><\/h2>\n<p><strong>First,<\/strong> there is <strong>direct association <\/strong>of these conglomerates with government policies. It creates the potential for markets and regulators to treat them as<strong> too big to fail<\/strong>. This opens the door to <strong>market hysteria, and spillovers of sectoral problems into systemic shocks<\/strong>.<\/p>\n<p><strong>Second<\/strong>, it encourages <strong>market concentration<\/strong>. This can often be bad for <strong>efficiency and productivity<\/strong> at the economy-wide level.<\/p>\n<p><strong>Third<\/strong>, these projects take a long time to generate large cash flows. The state needs\u00a0 to provide the champions with access to <strong>additional cash flows.<\/strong> The country can turn into <strong>industrial oligarchy. <\/strong><\/p>\n<p><strong>Fourth<\/strong>, it can generate the perception of an<strong> uneven playing field in terms of market access and selective regulatory forbearance<\/strong>.
