{"id":232740,"date":"2023-03-20T20:34:42","date_gmt":"2023-03-20T15:04:42","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=232740"},"modified":"2023-03-20T20:34:42","modified_gmt":"2023-03-20T15:04:42","slug":"slow-steps-to-india-china-border-tranquillity","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/slow-steps-to-india-china-border-tranquillity\/","title":{"rendered":"Slow steps to India-China border tranquillity"},"content":{"rendered":"\n<p><strong>Source-<\/strong> The post is based on the article \u201cSlow steps to India-China border tranquillity\u201d published in \u201cThe Hindu\u201d on 20th March 2023.<\/p>\n<p><strong>Syllabus: <\/strong>GS2- Bilateral groupings<\/p>\n<p><strong>Relevance<\/strong>&#8211; Border dispute between India and China<\/p>\n<p><strong>News<\/strong>&#8211; India and China appear to be moving towards a new modus vivendi to maintain peace and tranquility along their disputed 4,000 kilometre border.<\/p>\n<h2><strong>What are various attempts by two sides to ease the border situation?<\/strong><\/h2>\n<p>The two sides managed to disengage in four of the six points \u2014 <strong>Galwan, Pangong Tso,<\/strong><\/p>\n<p><strong>Gogra Post and near Jianan Pass (PP15).<\/strong> But two key areas remain unsettled- the <strong>Depsang Bulge and the Charding Ninglung Junction in the Demchok area<\/strong> involving nearly 1,000 square kilometres.<\/p>\n<p>Important discussions took place at the 26th Meeting of the <strong>Working Mechanism for Consultation and Coordination (WMCC) on China-\u00adIndia Border Affairs<\/strong>. The two sides discussed other measures to further ease the border situation.\\<\/p>\n<p>Upgrading the border management means to replace the WMCC with a mechanism that will have both military and civilian officers.<\/p>\n<h2><strong>What could be other measures that can restore a measure of normality on border areas?<\/strong><\/h2>\n<p>It includes converting other parts of the LAC into similar<strong> no\u00ad-patrol zones<\/strong>. This could lead to a package settlement in the two remaining areas of Depsang and Charding Nala.<\/p>\n<p>No\u00adpatrol zones could be confined to the places where the two sides have <strong>overlapping claims. <\/strong>Till 2020, both sides patrolled till the limit of these contending claims.<\/p>\n<p>There was a protocol that if the two patrols met, they would display banners to ask the other side to go back to their area. Thereafter, the issue was dealt with through meetings.<\/p>\n<p>Chinese journalist scholar Qian Feng suggested that the concept of the <strong>\u201czone of actual control\u201d could replace the \u201cline of actual control\u201d<\/strong> in some areas that had no obvious geomorphological features or population.<\/p>\n<p>Other areas, too, could be delimited as a <strong>\u201cborder belt\u201d<\/strong> if they did not require population adjustment. It will depend on the intentions of the two interlocutors.<\/p>\n<p>The idea was originally proposed by <strong>Chinese Premier Zhou Enlai<\/strong>. He proposed to Prime Minister Jawaharlal Nehru that both sides withdraw 20 kilometres from the \u201cso called\u201d<\/p>\n<p>McMahon Line, as well as the \u201cline up to which each side exercises control in the west\u201d.<\/p>\n<h2><strong>What are the reasons for frequent border clashes between India and China?<\/strong><\/h2>\n<p>The entire range of <strong>confidence building measures <\/strong>since 1993 was premised on the belief<\/p>\n<p>that both sides largely accepted the LAC. But, there were differences related to some 18\u00ad20 points on it.<\/p>\n<p><strong>The 1993 and 1996 agreements<\/strong> specifically spoke about the importance of identifying and resolving these differences. The Chinese did not help in defining a clear LAC without providing any good reasons.<\/p>\n<p>Chinese have not s<strong>hared detailed maps<\/strong> of their areas of control. That has been at the root of<\/p>\n<p>the problem.<\/p>\n<p>Over the years, the Chinese have been able to <strong>shift goalposts at will<\/strong>, especially in relation to the Ladakh border.<\/p>\n<h2><strong>What is the Indian stand on border dispute?<\/strong><\/h2>\n<p>Foreign minister Mr. Jaishankar has emphasised that there could be <strong>no normality in India\u00ad-China ties<\/strong> until the eastern Ladakh situation was resolved.<\/p>\n<p>In 2014 and 2015, Prime Minister Narendra Modi tried his level best to persuade the Chinese<\/p>\n<p>to <strong>clarify the LAC<\/strong> at the points where there were differences.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source- The post is based on the article \u201cSlow steps to India-China border tranquillity\u201d published in \u201cThe Hindu\u201d on 20th March 2023.
