It is behind Bangladesh (129) and Sri Lanka (73).<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<h2><b><span data-contrast=\"auto\">What method is used in the current article to measure HDI?<\/span><\/b><\/h2>\n<p><span data-contrast=\"auto\">The HDI is calculated using four indicators: <\/span><b><span data-contrast=\"auto\">life expectancy at birth, mean years of schooling,expected years of schooling, and Gross National Income (GNI) per capita.<\/span><\/b><span data-contrast=\"auto\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Life expectancy estimates are taken from the <\/span><b><span data-contrast=\"auto\">Sample Registration System.<\/span><\/b><span data-contrast=\"auto\"> Mean and expected years of schooling are extracted from <\/span><b><span data-contrast=\"auto\">NFHS-\u00ad5<\/span><\/b><span data-contrast=\"auto\">.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">For GNI per capita, <\/span><b><span data-contrast=\"auto\">gross state domestic product (GSDP) per capit<\/span><\/b><span data-contrast=\"auto\">a is used as a proxy indicator to measure the standard of living.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The methodology involves calculating the <\/span><b><span data-contrast=\"auto\">geometric mean of the normalised indices<\/span><\/b><span data-contrast=\"auto\"> for the<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><span data-contrast=\"auto\">three dimensions of human development. HDI scores <\/span><b><span data-contrast=\"auto\">range from 0 to 1<\/span><\/b><span data-contrast=\"auto\">. Higher values indicate higher levels of human development.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<h2><b><span data-contrast=\"auto\">What is the performance of various states on Human Development as per the methodology used in this article?<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">While some States have made considerable progress, others continue to struggle. Delhi occupies the top spot and Bihar occupies the bottom spot. Bihar, unlike the previous HDI reports, is no longer considered a low human development State.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The five States with the <\/span><b><span data-contrast=\"auto\">highest HDI scores<\/span><\/b><span data-contrast=\"auto\"> are Delhi, Goa, Kerala, Sikkim, and Chandigarh. <\/span><b><span data-contrast=\"auto\">Delhi and Goa<\/span><\/b><span data-contrast=\"auto\"> have HDI scores above 0.799, which makes them equivalent to countries in Eastern Europe with a very <\/span><b><span data-contrast=\"auto\">high level of human development<\/span><\/b><span data-contrast=\"auto\">.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Nineteen States, including Kerala, Maharashtra, Tamil Nadu, Haryana, Punjab, Telangana,<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><span data-contrast=\"auto\">Gujarat, and Andhra Pradesh, have scores ranging between 0.7 and 0.799. These can be classified as <\/span><b><span data-contrast=\"auto\">high human development States.<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The bottom five States are Bihar, Uttar Pradesh, Madhya Pradesh, Jharkhand, and Assam, <\/span><span data-contrast=\"auto\">with medium levels of human development. This category also includes States such as Odisha, Rajasthan, and West Bengal, which have <\/span><b><span data-contrast=\"auto\">HDI scores below the national average.\u00a0<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The scores of these low performing States resemble those of African countries such as Congo, Kenya, Ghana, and Namibia.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Despite having the<\/span><b><span data-contrast=\"auto\"> highest GSDP per capita <\/span><\/b><span data-contrast=\"auto\">among larger States, <\/span><b><span data-contrast=\"auto\">Gujarat and Haryana<\/span><\/b><span data-contrast=\"auto\"> have<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><span data-contrast=\"auto\">failed to translate this advantage into human development. They rank 21 and 10, respectively.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Kerala <\/span><\/b><span data-contrast=\"auto\">stands out with consistently <\/span><b><span data-contrast=\"auto\">high HDI values<\/span><\/b><span data-contrast=\"auto\"> over the years. It can be attributed to its <\/span><b><span data-contrast=\"auto\">high literacy rates, robust healthcare infrastructure, and relatively high income levels.<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The<\/span><b><span data-contrast=\"auto\"> impact of COVID\u00ad-1<\/span><\/b><span data-contrast=\"auto\"><strong>9<\/strong> on subnational HDI is not captured here. It will be known when post-pandemic estimates are available.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<h2><b><span data-contrast=\"auto\">What are the reasons for the poor performance of some states on HDI?<\/span><\/b><\/h2>\n<p><span data-contrast=\"auto\">One of the main reasons is that economic growth has been <\/span><b><span data-contrast=\"auto\">unevenly distributed<\/span><\/b><span data-contrast=\"auto\">. The<\/span><b><span data-contrast=\"auto\"> top 10% <\/span><\/b><span data-contrast=\"auto\">of the Indian population holds over <\/span><b><span data-contrast=\"auto\">77% of the wealth<\/span><\/b><span data-contrast=\"auto\">. This has resulted in significant <\/span><b><span data-contrast=\"auto\">disparities in access to basic amenities, like healthcare and education.<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Another reason is the <\/span><b><span data-contrast=\"auto\">quality of services <\/span><\/b><span data-contrast=\"auto\">provided by the government such as health and education. For example, while the country has achieved near <\/span><b><span data-contrast=\"auto\">universal enrolment<\/span><\/b><span data-contrast=\"auto\"> in primary education, the <\/span><b><span data-contrast=\"auto\">quality of education<\/span><\/b><span data-contrast=\"auto\"> remains low.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<h2><b><span data-contrast=\"auto\">What is the way forward to improve HDI?<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">Governments must <\/span><b><span data-contrast=\"auto\">prioritise human development alongside economic growth<\/span><\/b><span data-contrast=\"auto\"> to ensure that the benefits of growth are more evenly distributed.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">This requires a <\/span><b><span data-contrast=\"auto\">multi-faceted approach<\/span><\/b><span data-contrast=\"auto\">.
