{"id":236717,"date":"2023-04-07T20:48:24","date_gmt":"2023-04-07T15:18:24","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=236717"},"modified":"2023-04-13T13:41:55","modified_gmt":"2023-04-13T08:11:55","slug":"representation-in-indias-police-forces","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/representation-in-indias-police-forces\/","title":{"rendered":"Representation in India\u2019s police forces"},"content":{"rendered":"\n<p><strong>Source<\/strong>: The post is based on the article\u00a0<strong>\u201cRepresentation in India\u2019s police forces<\/strong>\u201d published in <strong>The Hindu <\/strong>on\u00a0<strong>7<sup>th<\/sup> April 2023<\/strong>.<\/p>\n<p><strong>Syllabus: GS 2 \u2013 <\/strong><strong>Social Justice<\/strong><\/p>\n<p><strong>Relevance: <\/strong><strong>Findings of <\/strong>India Justice Report 2022.<\/p>\n<p><strong>News<\/strong>: India Justice Report 2022 has been recently released.<\/p>\n<h2><strong>What are the findings of the report for the police in India?<\/strong><\/h2>\n<p><strong>Overall Performer:<\/strong> Overall, the <strong>Telangana police have bagged the top rank<\/strong> among States while <strong>West Bengal has come last<\/strong>.<\/p>\n<p><strong>Overall Vacancies:<\/strong> The overall police vacancies increased from 20.3% of the sanctioned strength to 22.1% between January 2020 and January 2022.<\/p>\n<p><strong>Vacancies for Police constables:<\/strong> West Bengal was the worst performer among large and mid-size States with vacancies amounting to 44.1% of the sanctioned strength.<\/p>\n<p><strong>Kerala was at the top with constable vacancies<\/strong> making up 4.6% of the sanctioned strength.<\/p>\n<p><strong>Vacancies for Police officers:<\/strong> Bihar has the highest percentage of vacancies at 53.8% as against the sanctioned strength.<\/p>\n<p><strong>Must Read: <\/strong><a href=\"https:\/\/forumias.com\/blog\/the-just-in-justice-a-detailed-report-on-the-legal-system-shows-how-and-why-the-poor-are-its-biggest-victims\/\"><strong>The Just In Justice &#8211; A detailed report on the legal system shows how and why the poor are its biggest victims<\/strong><\/a><\/p>\n<h2><strong>How have States performed in fulfilling their quotas for Women, SC and ST communities in the Police?<\/strong><\/h2>\n<p><strong>Karnataka was the only State<\/strong> to meet its SC, ST, and Other backward classes quotas.<\/p>\n<p><strong>Scheduled Caste<\/strong><\/p>\n<p><strong>Police Officers:<\/strong> Among <strong>large and mid-sized States<\/strong>, Gujarat at 131% was the best performer in terms of the percentage of actual SC police officers to its reservation quota while Uttar Pradesh came last with 43% SC officers against its quota.<\/p>\n<p><strong>Police Constables:<\/strong> Karnataka had 116% of SC constables against its quota, while Haryana had the lowest at 63%.<\/p>\n<p><strong>Small States:<\/strong> As for small States, Goa and Sikkim were the best performers for the percentage of SC officers and constables, respectively.<\/p>\n<p><strong>Scheduled Tribes<\/strong><\/p>\n<p><strong>Police Officers:<\/strong> Karnataka, at 176%, was the best performer on the police officer level, going beyond its reserved ratio.<\/p>\n<p><strong>Police Constables:<\/strong> Bihar fulfilled its quota by 278%, while Punjab came in last in large and medium States at 0.01%.<\/p>\n<p><strong>Women\u00a0<\/strong><\/p>\n<p>Most States have their own specific quotas for the number of women required in the police force.<\/p>\n<p><strong>For instance,<\/strong> six UTs and nine States have a target of 33% reservation for women while it varies from Bihar\u2019s 35% to 10% in Arunachal Pradesh, Meghalaya and Tripura<strong>.\u00a0Five States\/UTs, including Kerala and Mizoram, have no reservations.<\/strong><\/p>\n<p>As per the findings, <strong>no State which had the 33% criteria, managed to meet it<\/strong> and it will take another 24 years to have 33% women in police forces across States.<\/p>\n<p>However, <strong>among large and medium States<\/strong>, Andhra Pradesh which reserves 33% of overall police posts for women, performed the best with 21.8%.
