The House of Representatives in the United States have introduced an AI tool to automate the process of analysing differences<\/strong> between Bills, amendments and current laws.<\/p>\n

The Netherlands House of Representatives has implemented the \u201cSpeech2Write\u201d system<\/strong>. It converts voice to text<\/strong> and also translates voice into written report<\/strong>s. It comprises automatic speech recognition and automated editing capabilities.<\/strong><\/p>\n

Japan\u2019s AI too<\/strong>l assists in the preparation of responses for its legislature and also helps in the automatic selection <\/strong>of relevant highlights in parliamentary debates.<\/p>\n

Brazil has developed an AI system called Ulysses<\/strong> which supports transparency and citizen participation.<\/strong><\/p>\n

India is also innovating and working towards making parliamentary activities digital such as the \u2018One Nation, One Application\u2019 and the National e-Vidhan (NeVA) po<\/strong>rtal.<\/p>\n

What are various uses of AI for the legislature?<\/strong><\/h2>\n

AI can also simulate the potential effects of laws<\/strong>. Various datasets <\/strong>such as the Census, data on household consumption, taxpayers, beneficiaries from various schemes, and public infrastructure can be modelled. <\/strong><\/p>\n

AI can uncover potential outcomes of a polic<\/strong>y. It can also help in identifying laws that are outdated<\/strong> in the present circumstances and require amendment. For example, the Epidemic Diseases Act, 1897.<\/p>\n

AI can analyse citizens\u2019 grievances and social media responses<\/strong>. It identifies issues and priorities that need immediate attention. It can also assist parliamentarians in seeking citizen inputs for public consultation<\/strong> of laws and preparing a manifesto.<\/p>\n

What is the way forward to harness the potential of AI?<\/strong><\/h2>\n

Digitalisation can be utilised in the field of law, policy-making, and parliamentary activities<\/strong> by harnessing the power of AI.<\/p>\n

It needs to be ensured that the use of AI must be encouraged in an open, transparent, and citizen-friendly manner<\/strong>. Policymakers need to be mindful of the fact that it is a means to an end and not an end in itself.<\/strong><\/p>\n

For AI to work in India, we first need to codify our laws<\/strong>. Current laws are opaque, and complex.<\/strong> There is a huge translation gap between law-making, law-implementing and law-interpreting organisations. <\/strong><\/p>\n

The codification should contain a complete chain<\/strong>, right from the parent Act to the subordinate pieces of legislation <\/strong>passed by the central government and the amendment notifications. <\/strong><\/p>\n

There is a need to make laws machine-consumable with a central law engine<\/strong>. It can be a single source<\/strong> for all acts, subordinate pieces of legislation, gazettes, compliances, and regulations.<\/p>\n","protected":false},"excerpt":{"rendered":"
