It is known for its historic temples built during Pallava and Chola rule.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The famous inscription from Parantaka I\u2019s reign is found on the walls of the Vaikunda Perumal Temple.<\/span><\/p>\n<h2><b>What does the <\/b><b>Uttaramerur <\/b><b>inscription say?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The inscription gives details of the functioning of the local <\/span><i><span style=\"font-weight: 400;\">sabha<\/span><\/i><span style=\"font-weight: 400;\">, i.e. the village assembly.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A <\/span><i><span style=\"font-weight: 400;\">sabha<\/span><\/i><span style=\"font-weight: 400;\"> was an assembly exclusively of <\/span><i><span style=\"font-weight: 400;\">Brahmans<\/span><\/i><span style=\"font-weight: 400;\"> and had specialized committees tasked with different things.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The inscription details how members were selected, the required qualifications, their roles and responsibilities, and even the circumstances in which they could be removed.<\/span><\/p>\n<p><b>Qualifications:<\/b><span style=\"font-weight: 400;\"> It includes ownership of a certain amount of land, having a house, being between the age of 35 and 70 and \u201cknowing mantras and Brahmanas\u201d (from the Vedic corpus).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 An exception can be made on land ownership if the person has learnt at least \u201cone Veda and four Bhashyas\u201d. One must also be \u201cwell-versed in business\u201d and \u201cvirtuous\u201d.<\/span><\/p>\n<p><b>Selection procedure for the Sabh<\/b><span style=\"font-weight: 400;\"><strong>a<\/strong>: It says there were 30 wards. Everyone living in these 30 wards would assemble and select one representative for the village assembly.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 All those eligible and willing would write their names on palm leaf tickets following which, the representative would be chosen based on an elaborate draw of lots, conducted by priests in the inner hall of the building where the assembly meets.<\/span><\/p>\n<p><b>Disqualification: <\/b><span style=\"font-weight: 400;\">The inscription lists several factors which disqualify someone and their family like:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 Not having submitted accounts while previously serving on a committee.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 Committing any of the first four of the five \u2018great sins\u2019 (killing a Brahman, drinking alcohol, theft and adultery).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 Being associated with outcastes, and eating \u2018forbidden\u2019 dishes.<\/span><\/p>\n<h2><b>Is Uttaramerur inscription an example of democracy?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Uttaramerur inscription gives details of local self-governance, on closer inspection. But it is far from a truly democratic system.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Not only does it restrict <\/span><i><span style=\"font-weight: 400;\">sabha membership<\/span><\/i><span style=\"font-weight: 400;\"> to a tiny subsection of land-owning <\/span><i><span style=\"font-weight: 400;\">brahmans, but it<\/span><\/i><span style=\"font-weight: 400;\"> also does not have true elections. Rather, it chooses members from the eligible pool of candidates through a draw of lots.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, this does not mean that this inscription should not be cited as a precedent for democratic functioning.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The inscription gives details of a system of local self-government, outside the direct authority of the king.
