{"id":238883,"date":"2023-04-20T19:53:44","date_gmt":"2023-04-20T14:23:44","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=238883"},"modified":"2023-04-20T19:53:44","modified_gmt":"2023-04-20T14:23:44","slug":"for-civil-services-hr-lessons-from-the-military","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/for-civil-services-hr-lessons-from-the-military\/","title":{"rendered":"For civil services, HR lessons from the military"},"content":{"rendered":"\n<p><strong>Source<\/strong>&#8211; The post is based on the article <strong>\u201cFor civil services, HR lessons from the military\u201d <\/strong>published in <strong>\u201cThe Indian Express\u201d <\/strong>on <strong>20th April 2023<\/strong>.<\/p>\n<p><strong>Syllabus: <\/strong>GS2- Role of civil services in a democracy<\/p>\n<p><strong>Relevance<\/strong>&#8211; Reforma in civil services<\/p>\n<p><strong>News<\/strong>&#8211; The article explains the need for adopting HR practices from the military to reform civil services.<\/p>\n<h2><strong>What are the national goals and strategy of India?<\/strong><\/h2>\n<p>There are <strong>no poor people, only people in poor places. <\/strong>The war on poverty is won by raising the <strong>productivity of five physical places <\/strong>\u2014 states, cities, sectors, firms, and skills.<\/p>\n<p>The strategy is to replace <strong>high employed poverty with high-paying jobs<\/strong> through urbanisation, formalisation, industrialisation, financialisation and human capital.<\/p>\n<h2><strong>What are the HR practices in armed forces that should be adopted by civil services?<\/strong><\/h2>\n<p><strong>Tenure: <\/strong>The Agniveer revamp will reduce an average soldier\u2019s age, <strong>ensure motivation<\/strong> for continuing in service, and gradually <strong>raise military capital expenditure. <\/strong><\/p>\n<p>This allows organisations to <strong>renew themselves<\/strong> without complications, court cases or a huge pool of promotable but not postable.<\/p>\n<p>The government must hire all new civil servants for a <strong>fixed 10-year tenure.<\/strong> The rollover percentages should be decided by a <strong>hard-coded organisational structure.<\/strong><\/p>\n<p><strong>Specialisation:<\/strong> In a democracy\u2019s generalists are politicians. Civil servants are <strong>technocrats <\/strong>whose mandate is <strong>assisting in governance. <\/strong><\/p>\n<p>The ideal administrator is not the gifted layman who frequently moves from job to job within service and can take a <strong>practical view<\/strong> of any problem.<\/p>\n<p>Young military recruits pick an <strong>area of expertise <\/strong>early. Our civil services must replicate this.<\/p>\n<p><strong>Structure:<\/strong> The <strong>\u201con-paper\u201d performance management systems<\/strong> in civil services have collapsed. Only a few civil servants don\u2019t get to the top positions through indiscriminate promotions.<\/p>\n<p><strong>Top heaviness <\/strong>also undermines organisational effectiveness. The pyramid has become a cylinder.<\/p>\n<p>Uttar Pradesh has roughly 80 DGs and additional DGs for around 2.5 lakh policemen, while the army has about 175 lieutenant generals for about 12 lakh soldiers. <strong>Organisational structures <\/strong>should be the Eiffel Towers because more work doesn\u2019t mean more bosses.<\/p>\n<p>The best solution for <strong>differentiation in civil services<\/strong> is <strong>honest appraisals.<\/strong> So organisational structure should be changed to restrict the secretary rank population in New <a href=\"https:\/\/indianexpress.com\/section\/cities\/delhi\/\">Delhi<\/a> to 25, chief secretary\/DG rank in states to two.<\/p>\n<p>There is a need to<strong> introduce differential retirement ages<\/strong> based on rank and <strong>shrink the number of ministries and departments.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source&#8211; The post is based on the article \u201cFor civil services, HR lessons from the military\u201d published in \u201cThe Indian Express\u201d on 20th April 2023.
