It is at par with <\/span>sub-Saharan levels.<\/span><\/b> India cannot achieve<\/span> geopolitical standing<\/span><\/b> in a <\/span>multi-polar world<\/span><\/b>, without addressing her <\/span>energy poverty.<\/span><\/b>\u00a0<\/span><\/p>\n India accounts for just under <\/span>6% of global commercial energy consumption<\/span><\/b>. It consumes under 23% of the commercial energy consumed by China in both absolute and per capita terms.<\/span>\u00a0<\/span><\/p>\n India\u2019s share of <\/span>global gas consumption<\/span><\/b> is just 1.5%. Gas accounts for only 6.3% of India\u2019s <\/span>commercial energy basket.\u00a0<\/span><\/b>\u00a0<\/span><\/p>\n Deny benefits to Indian consumers<\/strong>: The revision comes at a time when Natural Gas and LNG prices have fallen by 70%. The current <\/span>Henry Hub price<\/span><\/b> for natural gas is just above 2$\/MMBTU (million British Thermal Units). There is a <\/span>surplus of Russian natural gas<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n Spot LNG<\/span><\/b> is trading well below $13\/MMBTU. The proposed changes deny Indian consumers the benefit of these falling prices.<\/span>\u00a0<\/span><\/p>\n No reason for differential treatment of KG Basin<\/strong>: The changes proposed do not impact the <\/span>pricing of gas from the KG Basin fields<\/span><\/b>. <\/span>For the KG Basin fields, the price is capped at the <\/span>full energy equivalent of alternate imported fuels.<\/span><\/b> The logic behind this <\/span>differential treatment<\/span><\/b> and the <\/span>magnitude of the difference<\/span><\/b> imposed remains unclear.<\/span>\u00a0<\/span><\/p>\n Not universally applicable<\/strong>: The floor price of $4\/MMBTU and the ceiling price of $6.5\/MMBTU for domestic natural gas is applicable only to the gas produced from the nominated fields of ONGC\/OIL. It is not applicable to all-natural gas fields covered by government-administered prices. <\/span><\/p>\n Again, the <\/span>basis for choosing<\/span><\/b> the floor of $4 and the ceiling of $6.5 and <\/span>applying it selectively<\/span><\/b> to only certain public sector natural gas fields remains unclear.<\/span>\u00a0<\/span><\/p>\n Other issues<\/strong>: The nominated fields of ONGC\/OIL that are subject to a floor price and a ceiling price will be eligible for an<\/span> arbitrary 20% premium<\/span><\/b> for natural gas produced from \u201cnew wells\u201d. The reasoning for these <\/span>arbitrary provisions<\/span><\/b>, applied selectively to certain fields, also remains unclear.<\/span>\u00a0<\/span><\/p>\n The <\/span>different formulations<\/span><\/b> for pricing the same commodity are further complicated by the proposed new and unprecedented variations.
